Many cities suffer from serious traffic congestion owing to the sharp growth of the urban population and car ownership. Due to traffic congestion, the US, France, Germany, and the UK lost approximately $200 billion in 2013, and this loss may increase almost 50% to $291 billion by 2030. The problem tends to be more severe in developing countries. Beyond direct costs, congestion exacerbates air pollution and contributes to public health issues, compounding societal expenses. Ho Chi Minh City (HCMC) is no exception; the city is struggling significantly to cope with the challenges posed by traffic congestion. The research model combines the expectation-disconfirmation theory model by Oliver (1980) and the technology acceptance model by Davis et al. (1989). The data used for the analysis was collected by various means, including but not limited to online surveys (such as via email and social networks) or on-site surveys at selected locations within HCMC. A total of 358 target respondents were local citizens or people living and working in HCMC who were older than 15 years to ensure respondents' consciousness and thus data quality. In this study, empirical evidence shows that citizen engagement in the implementation of transit-oriented development (TOD) in HCMC metro projects can be positively affected by their perception of this urban development concept: the role of the metro and other public transport and government capacity.
