본 논문은 한국의 항만도시를 대상으로 기후 취약성과 해양 배출 규제 정책의 효과를 종합적으로 분석하였다. 항만도시는 한국의 산업화와 수출 주도형 경제성장을 뒷받침해 온 핵심거점이다. 그러나 현재는 연안 입지와 산업‧물류의 집적 구조로 인해 기후 변화와 환경 오염이 중첩되는 복합적 위험에 더 크게 노출되고 있다. 그럼에도 불구하고 기존 연구에서는 항만도시를 일반적인 연안도시나 산업도시의 일부로 취급하는 경향이 강했으며, 기후취약성과 해양 환경정책 효과를 통합적으로 분석한 연구는 상대적으로 부족한 실정이다. 본 연구는 해양 의존형 도시체계로서 항만도시의 구조적 특성에 주목하여, 이러한 도시가 가속화되는 환경적 도전 속에서 지속가능 하고 회복력 있는 발전 경로를 어떻게 모색할 수 있는지를 실증적으로 고찰하는 것을 목적으로 한다.
본 논문은 연구의 이론적‧정책적 배경을 제시한 후, 세 편의 실증 분석을 통해 항만 도시의 취약성과 해양 환경 정책의 효과를 분석한다. 제 2 장에서는 항만 도시가 국가 경제 성장 과정에서 수행해온 역할과 함께, 기후 변화 및 환경 오염 측면에서 항만도시가 직면한 위험을 정리한다. 제 3 장에서는 한국의 14 개 항만도시를 대상으로 노출(Exposure), 민감도(Sensitivity), 적응능력(adaptive Capacity)의 세 차원에서 기후취약성 지수 (Climate Vulnerability Index, CVI)를 구축하하였다. 특히 민감도는 항만, 산업, 물류 의존 구조와 연안 입지 특성을 기반한 구조적 민감도로 재정의 하였다. 분석결과, 항만 도시 간 기후취약성은 단일 요인에 의해 설명되기보다는 연안 기후노출, 산업‧물류 집적도, 제도적‧인프라적 적응역량의 결합에 따라 상이한 양상으로 나타났다. 더 나아가 군집분석을 통해 항만도시의 취약성을 유형화함으로써, 유사한 취약성 수준을 보이더라도 그 발생 경로와 정책적 대응의 필요성은 다를 수 있음을 확인하였다. 이를 통해 기후 위험이 상대적으로 높은 항만도시를 식별하고, 기후 적응 정책의 우선순위를 설정할 수 있는 근거를 제시한다.
제 4 장에서는 국제 및 국내 해양환경정책이 항만도시 대기질에 미친 영향을 분석하였다. 국제해사기구(IMO)의 2020 년 황 함유량 규제(IMO 2020)와 한국의 선박속도저감정책(Vessel Speed Reduction, VSR)을 대상으로, 회귀 불연속 모형(Regression Discontinuity Design, RDD)과 패널 중단 시계열 모형(Interrupted Time Series, ITS)을 통해 단기 인과효과와 중장기 추세 변화를 함께 평가하였다. 분석결과, 정책 시행 이후 부산과 울산에서는 초미세먼지(PM 2.5)농도가 유의하게 감소한 반면,

인천에서는 통계적으로 유의한 효과가 나타나지 않았다. 이러한 지역 간 차이는 지리적 조건과 대기정체, 장거리 이동 오염물질 유입 등 지역별 대기, 기상 환경의 차이에 기인한 것으로 해석된다. 단기적으로는 황 배출 저감을 중심으로 한 정책효과가 PM 2.5 개선을 주도하였으나, 이러한 개선 효과는 점차 약화되었다. 군집 기반 ITS 분석결과, 정책 효과는 해상 및 산업 배출 노출도가 높은 항만도시 집단에서 통계적으로 유의하였으며, 기초 노출 수준이 낮은 항만도시에서는 유의한 변화가 관찰되지 않았다. 한편, 추가 분석에서는 선박속도 저감정책의 독립적인 효과를 확인할 수 없었으며, 의무적 황 규제에 비해 자발적 정책 수단의 효과가 제한적임을 시사한다.
제5장에서는 한국의 배출 규제 해역(EmissionControlArea,K-ECA) 정책을 이중차분모형(Difference-in-Differences, DID)을 통해 평가하였다. 분석 결과, 배출규제해역 1 단계 시행 이후 항만도시의 이산화황 농도는 약 0.430ppb 감소하였으며, 이로 인해 항만도시 거주자 약 52.5 명의 조기사망이 연간 예방된 것으로 추정되었다. 본 연구는 직접적인 SO2 저감 효과로 건강 편익을 추정하였으나, 이산화황 감소에 따른 2차 황산염 초미세먼지 형성 억제 효과를 감안한다면 실제 건강 편익은 본 연구의 추정치보다 더 클 것으로 예상된다. 정책 시행 이후 항만도시의 이산화황 농도는 기존의 상대적으로 높은 수준에서 점차 감소하여 국가 평균 수준으로 수렴하였다. 이는 항만도시가 감내해 온 환경 부담의 지역적 불균형을 완화하는 데 정책이 기여했음을 의미한다.
종합적으로 본 논문은 항만도시가 국가 경제 번영을 견인하는 핵심 공간이 동시에, 기후 변화 취약성과 환경 부담이 구조적으로 중첩된 도시 유형임을 실증적으로 규명하였다. 또한 해양 환경정책이 대기질 개선을 넘어 공중보건과 환경형평성 증진에 기여할 수 있음을 보여준다. 이러한 결과는 항만도시의 지속가능한 발전을 위해 경제성장, 환경보전, 공중보건을 통합적으로 고려하는 해양-도시 연계형 정책 접근의 필요성을 시사한다.

This dissertation examines the climate vulnerability and maritime emission control policies in Korea’s port cities. These cities play an important role in Korea’s export-driven economic growth. However, port cities face such as Busan, Incheon, and Ulsan are increasingly exposed to compounding risks from coastal exposure, industrial concentration, and maritime activities. These characteristics amplify pressures from climate change, air pollution, and socio-economic vulnerability. The study aims to provide an integrated understanding of how maritime-dependent urban cities can achieve sustainable development under accelerating challenges.
The dissertation consists of three empirical essays. The first essay constructs a Climate Vulnerability Index (CVI) for fourteen major Korean port cities using indicators of exposure, sensitivity, and adaptive capacity. The CVI enables the prioritization of climate adaptation policies by identifying cities with elevated climate risks. Because each port city has distinct coastal, industrial, and institutional characteristics, the vulnerability indicators exhibit heterogeneous patterns across cities. The K-means clustering analysis based on the three CVI dimensions further classifies cities into distinct vulnerability typologies. This analysis allows for a more systematic understanding for the underlying risk profiles. The combined CVI and clustering results provide policy-relevant insights into the prioritization and design of targeted adaptation strategies.
The second essay evaluates the effects of international and national maritime environmental policies on urban air quality. Focusing on the IMO 2020 global sulfur cap and Korea’s Vessel Speed Reduction (VSR) program, the analysis employs a combination of Regression Discontinuity Design (RDD) and Interrupted Time Series (ITS). The RDD analysis shows significant reductions in PM 2.5 concentrations in Busan and Ulsan following policy implementation, whereas insignificant discontinuity is observed in Incheon. This regional heterogeneity reflects differences in local geographic and atmospheric conditions. The results indicate substantial short-term air quality improvements driven by sulfur-related pathways. However, the ITS analysis shows these initial gains gradually diminishing over time. Cluster-based ITS estimates further demonstrate structural heterogeneity. Reductions were concentrated in clusters in high- emission port cities, while low-exposure areas showed no significant impact. VSR’s specific contribution remains difficult to isolate from broader sulfur regulations, yielding no significant effect in the ITS analysis. The findings indicate that layered policy interventions can achieve measurable air quality improvements, although their effectiveness depends on enforcement mechanisms.
The third essay evaluates Korea’s Emission Control Area (K- ECA) policy using a Difference-in-Differences (DID) method. The analysis finds that Phase 1 of the K-ECA reduced SO2 concentrations by approximately 0.430 ppb. Based on this reduction, the policy is estimated to prevent approximately 52.5 premature deaths annually in port cities. Although this study quantifies health benefits from direct SO2 reductions, the results implicitly capture part of the broader PM 2.5-related benefits. It implicitly captures broader benefits through reduced formation of secondary sulfate PM 2.5. Following the policy’s enforcement, SO2 levels in port cities converged toward the national average. This highlights the policy’s contribution to environmental equity.
The dissertation demonstrates that port cities drive national prosperity, yet they disproportionately bear climate change risks and environmental burdens. The study underlines the need for integrated, place-based maritime and urban air quality policies. These align economic, environmental, and public-health objectives for sustainable and climate resilient port-city development.
