상대적으로 낮은 경제 성과로 글로벌 의료기기 기업들은 아세안(ASEAN) 지역을 주변 시장으로 간주해왔다. 그러나 최근 한국의 아세안 지역과의 무역이 활발해지고 현재 대 아세안 지역에 대한 수출 규모는 중국에 이어 두 번째로 큰 시장이 되었다. 전 세계에서 가장 시장규모가 크고 대한민국과 정치적 동맹을 수십 년간 이어오고 있는 미국에 대한 수출 규모보다 교역량이 많다는 점에서 많은 시사점을 주고 있다. 아세안이라는 이름으로 한 시장으로 분류되기는 하지만, 아세안 지역은 경제, GDP, 인구규모, 보건의료 역량, 의료기기의 규제 성숙도 측면에서 큰 다양성을 보이고 있다. 본 연구의 목적은 아세안 국가들의 의료기기 시장 잠재력을 평가할 수 있는 [보건의료 지출 기반 프레임워크]를 제안하는 데 있다. 이는 대한민국에 대한 아세안 시장의 중요성이 많이 증가했음에도 불구하고 관련 선행연구의 부족하고 세계시장으로 수출을 꾀하고 있는 국내 의료기기 제조사들의 잠재적인 요구에 대한 공백을 해소하기 위함이다.
본 연구에서 제시하는 프레임워크는 아세안 시장의 의료시장 접근에 대한 우선순위 평가를 위해 세계은행(World Bank)의 데이터뱅크(Data Bank)에서 제공하는 두 가지 변수(X축: 현재 보건의료 지출과 Y축: 1인당 보건의료 지출)를 사용하여 사분면 형태의 행렬(matrix)로 정리하였다. 이 새로운 방법론은 시장진입 전 시장탐색단계 또는 초기 시장진입단계에서 한 지역의 시장을 세분화할 수 있게 도와주며, 의료기기 제조사, 투자자, 정책 관리자 등의 이해관계자가 의사 결정 시 데이터 기반 도구를 제공함으로써 경제적 측면에서 다양성이 높은 지역의 객관적인 비교를 가능케 한다. 이 프레임워크에 따르면, 싱가포르, 태국, 베트남은 ‘우선 시장(Priority Markets)’으로, 브루나이와 말레이시아는 ‘틈새 기회 시장(Niche Opportunity Markets)’으로, 인도네시아와 필리핀은 ‘성장 잠재력 시장(Growth Potential Markets)’으로, 캄보디아, 미얀마, 라오스는 ‘성장 잠재력이 낮은 시장(Limited Potential Markets)’으로 분류된다.
이 연구 결과는 의료기기 제조사가 수출시장탐색 과정에서 시장 접근을 위한 자원 배분의 우선순위 결정 시 객관적인 지표로 활용할 수 있다. 또한, 이 프레임워크는 쉽게 확보 가능한 데이터를 바탕으로 아세안 시장 잠재력을 효과적으로 평가하는 새로운 방법을 제시하였다. 그뿐만 아니라, 한 시장으로 분류되지만 다양한 구성으로 이루어진 아세안 시장을 데이터 기반으로 분석함으로써 의료기기 제조사들의 시장 진출에 대한 토대를 마련하였다. 마지막으로, 이 프레임워크를 활용하여 비교적 단순하고 효율적인 방법으로 아프리카 지역이나 중남미 시장 등 아직 충분히 연구되지 않은 다른 시장에 적용할 수 있으므로 재현성(reproducibility)이 높은 방법론이라 할 수 있다.

Due to its relatively underperforming economy, global companies have viewed the ASEAN region as a peripheral market over the past few decades. However, ASEAN’s combined nominal GDP reached approximately $3.98 trillion, supporting a total population of 685 million, which positions the bloc as a noteworthy global player. Currently, ASEAN is the second-largest trade partner of South Korea, following China and preceding the US. The ASEAN region is critical not only for overall exports but also for exports in the medical device sector. The aim of this study is to propose a structured healthcare expenditure-based framework to evaluate the medical device market potential across the ASEAN region, addressing a gap in existing academic research and the commercial needs of medical device manufacturers. The ASEAN’s economic landscape shows a wide range of diversity in GDP, population size, healthcare capacity, and medical device regulatory maturity.
The framework developed in this study, a two-dimensional matrix for prioritizing healthcare markets, employed two variables, current healthcare expenditure (horizontal axis) and current health expenditure per capita (vertical axis), which are publicly obtainable from the Data Bank provided by the World Bank. This approach enables market segmentation and provides a comparative data-driven tool to guide decision-making for medical device manufacturers, investors, and policy stakeholders. Based on this framework, Singapore, Thailand, and Vietnam are classified as 'Priority Markets', and Brunei and Malaysia are classified as 'Niche Opportunity Markets', while Indonesia and the Philippines are segmented as 'Growth Potential Markets', and Cambodia, Myanmar, Lao PDR are classified as 'Limited Potential Markets'.
One of the noticeable findings is that the medical device market potential in the ASEAN region is largely underexplored and needs to be further investigated so that medical device manufacturers can allocate proper resources for the market. Additionally, this study also emphasizes the need to develop tailored market entry strategies, especially in a region where healthcare access and financial ability remain uneven. With the data-driven framework suggested in this study for analysis of the ASEAN region's medical device market potential, a new approach to neglected regional market analysis was introduced for practical engagement in Asia's emerging but fragmented markets. Lastly, this framework enables reproducibility for other under-researched markets, such as African states and the Latin American region, through a straightforward and efficient process.
