현행 도시철도의 「선로정비규정(2023)」은 건설 당시 철도건설 및 유관기관 기준을 준용하고, 2017년 통합 과정에서 양 공사의 규정을 단순 통합하여 운영함으로써, 호선별 운영환경과 궤도시설 특성이 충분히 반영되지 못한 한계를 가진다. 궤도틀림 관리기준은 도시철도 특유의 토공노반이 아닌 콘크리트노반에서의 특성과 도시철도의 운행속도, 구조형식, 곡선반경, 열차 운행 패턴 등을 고려한 체계적인 재검토가 미흡한 실정이다. 이에 본 연구에서는 국내외 궤도틀림 관리기준을 조사·분석하고, 검측차 및 차량진동 계측자료, 수치해석 결과를 종합하여 도시철도 운영환경에 적합한 궤도틀림 관리기준(안)을 제시하는 것을 목적으로 한다.
국내 도시철도 및 일반철도, EN 13848·EN 13231, 주요 해외 운영기관의 궤도틀림 관리기준을 항목별로 조사·정리하고, 이를 상호 비교·분석하였다. 현장측정에서는 검측차를 이용하여 고저, 방향, 수평, 뒤틀림, 궤간틀림에 대한 궤도틀림 데이터를 호선별로 분석하여 궤도틀림 분포현황을 고려한 수치해석 범위를 선정하여, 보수량에 미치는 영향을 검토하였다. 도시철도 실제 노선(Line 1~8)을 대상으로 차량진동가속도를 현장에서 계측하고, UIC 518 기준과 비교·검토함으로써 궤도틀림에 따른 주행거동과 주행안전성을 검증하였다. 또한 차량-궤도 상호작용 해석을 통해, 궤도틀림 유형별 해석 시나리오를 설정하여 수치해석을 수행함으로써 궤도틀림이 탈선계수, 횡압, 차체대차 가속도 등 주행안전성 및 승차감 지표에 미치는 영향을 평가하였다.
연구결과, 고저틀림과 수평틀림의 보수기준치는 국내외 유관기관 대비 낮은 수준이었고, 방향틀림과 뒤틀림은 유사한 수준으로 나타났으며, 특히, 궤간틀림은 아주 낮은 수준으로 나타나 보수기준의 합리적인 재정립이 필요한 것으로 분석되었다. 궤간확대·축소의 경우 EN 규정에서 제시하는 정의와 측정방식을 도입하여 관리체계를 정비하는 것이 타당한 개선방안으로 도출되었다. 차량진동가속도 현장측정을 통해 Line 1~8 구간의 주행안전성과 주행거동을 평가하였다. Line 4~5에서 측정된 대차진동가속도는 UIC 518에서 제시하는 열차주행 안전성 평가기준(10.92 m/s²)을 모두 만족하였으며, Line 1~8 전 구간에서 측정된 차체 수직방향 가속도는 최대 1.6 m/s²를 넘지 않았다. 또한 횡방향 차체진동가속도는 최대 1.4 m/s²수준으로 분석되어, UIC 518의 주행거동 및 주행안정성 기준인 2.5 m/s²를 만족하여 현재 Line 1~8의 궤도틀림에 의한 주행거동에는 문제가 없음을 분석하였다. 궤도틀림이 차량응답에 미치는 영향을 수치해석을 통해 항목별로 분석하였다. 고
저틀림과 수평틀림은 탈선계수, 횡압, 차체가속도, 차륜상방향 변위의 허용기준 이내이고, 특히, 궤간틀림은 차량응답에 미치는 영향이 미미하여 보수기준치의 완화가 가능한 것으로 분석되었다. 반면, 방향틀림은 탈선계수와 대차횡가속도가 허용기준에 근접하거나 일부 진폭에서 허용기준을 초과하여 안전성 확보를 위하여 관리가 필요한 것으로 분석되었다.
본 연구에서는 고저·방향·수평·뒤틀림·궤간틀림 각 항목별로 차량응답과의 관계를 분석하고 이를 반영한 국내 도시철도 궤도틀림 관리기준(안)을 제시하였다. 향후 제시된 기준은 노선 특성(운행속도, 구조형식, 곡선반경 등)에 따른 세분화·보완을 통해 실무 적용성을 한층 더 높일 수 있을 것으로 기대된다. 이를 통해, 국내 궤도틀림 관리체계가 주행안전성 중심의 과학적·합리적 기준으로 고도화되는 데 기여할 수 있을 것으로 판단된다.

The current "Track Maintenance Regulations (2023)" for urban railways rely on criteria established during initial construction or standards borrowed from related organizations. Furthermore, the 2017 integration process merely merged the regulations of two separate corporations, failing to sufficiently reflect line-specific
operating environments and the distinct characteristics of track facilities. In particular, systematic reviews of track irregularity management standards have been insufficient, neglecting factors such as concrete roadbed characteristics—distinct from traditional earthwork roadbeds—as well as operating speeds, structural forms, curve radii, and train operation patterns. Therefore, this study aims to propose an optimized set of track irregularity management standards for urban railways by analyzing domestic and international standards, inspecting data from track recording cars and vehicle vibration measurements, and performing comprehensive numerical analysis.First, track irregularity management standards from domestic urban and conventional railways, EN 13848, EN 13231,
and major overseas operators were investigated and comparatively analyzed by item.
Field measurements using track recording cars were conducted to analyze data on longitudinal level, alignment, cross-level, twist, and gauge irregularity for each line. Based on the distribution of these irregularities, the scope of numerical analysis was determined to examine their impact on maintenance workloads.
Vehicle vibration acceleration was measured on actual urban railway lines (Lines 1–8) and verified against UIC 518 standards to validate running behavior and safety relative to track irregularities. Additionally, vehicle-track interaction analysis was performed by setting scenarios for each type of irregularity to evaluate their effects on running safety and ride comfort indices, such as the derailment coefficient, lateral force, and carbody/bogie acceleration.
The research findings revealed that maintenance thresholds for longitudinal level and cross-level were lower than those of comparable domestic and international agencies, while alignment and twist were at similar levels. Notably, gauge irregularity standards were found to be excessively stringent, indicating a need for a more rational re-establishment of maintenance criteria. For gauge widening and contraction, adopting the definitions and measurement methods proposed in EN standards was identified as a viable improvement for the management system.
Field measurements of vehicle vibration showed that the running safety and behavior across Lines 1–8 were satisfactory. Bogie vibration accelerations on Lines 4 and 5 met the UIC 518 safety limit (10.92m/s2). Vertical carbody acceleration across all lines did not exceed 1.6m/s2, and lateral carbody acceleration reached a
maximum of 1.4m/s2, comfortably within the UIC 518 limit of 2.5 m/s2.
Numerical analysis further demonstrated that while longitudinal level and cross-level irregularities remained within allowable limits for the derailment coefficient, lateral force, and carbody acceleration, gauge irregularity had a negligible impact on vehicle response, suggesting room for relaxation of its maintenance standards. Conversely, alignment irregularity required stringent management, as the derailment coefficient and bogie lateral acceleration approached or partially exceeded allowable limits at certain amplitudes.
Based on these analyses of the relationship between each irregularity item and vehicle response, this study proposes a draft of new track irregularity management standards for domestic urban railways. It is expected that the proposed standards can be further refined according to line-specific characteristics (operating speed, structural type, curve radius, etc.) to enhance practical applicability. Ultimately, this research contributes to the advancement of domestic track management systems toward more scientific and rational standards centered on running safety.
