본 연구는 인공지능(AI) 기술을 활용한 철도 안전 시스템의 혁신 방안을 다각적으로 분석하고, 전이학습 기반 실증 실험을 통해 그 기술적 타당성을 검증하는 것을 목적으로 한다. 먼저 딥러닝·머신러닝·컴퓨터 비전·IoT·디지털트윈·강화학습 등 철도 안전 분야에 적용되는 핵심 AI 기술의 구조와 원리를 체계적으로 정리하고, 전 세계 주요 철도 운영기관(EU, 미국, 독일, 영국, 인도 등)의 AI 기반 안전 기술 도입 사례를 분석하였다. 예측 유지보수, 장애물 및 침입 감지, 선로 및 부품 결함 탐지, 충돌 회피, 자율주행 열차 운행 등 AI 응용 기술의 효과도 정량적으로 검증하였다.
실증 연구에서는 Kaggle의 Railway Track Fault Detection 데이터셋을 이용해 EfficientNetB0 기반 전이학습 모델, 기본 CNN, HOG+SVM을 비교하였으며, 전이학습 모델이 81.82%의 정확도(F1=0.818)를 보여 소규모 데이터 환경에서도 기술적 가능성을 확인하였다. 또한 혼동행렬, 성능 비교, 부트스트랩 기반 95% 신뢰구간을 제시함으로써 학술적·통계적 신뢰성을 높였다.
아울러 철도 인프라 노후화, 기후변화, 신호 시스템 고장, 인적 오류, 건널목 사고 등 주요 안전 이슈를 분석하고, 데이터–조직–정책–인증을 아우르는 AI 기반 철도 안전 프레임워크(EN 50126/128/129, GDPR, EU AI Act 등)를 제시하였다. 마지막으로 디지털트윈 통합, 실시간 모니터링, AI 안전 인증 체계, 자율주행 열차 확대 등을 포함한 중장기 로드맵을 제안하였다.
본 연구는 기술적 분석·실증 실험·정책·조직·표준·시장성·미래 전망을 통합적으로 다룸으로써 철도 안전 분야에서 AI 기술의 실질적 적용을 위한 학술적·실무적 근거를 제공한다.

This study aims to provide a comprehensive framework for AI enabled innovation in railway safety and to empirically validate the technical feasibility of AI based fault detection models. The research systematically reviews core AI technologies applied to railway safety including deep learning, machine learning, computer vision, IoT sensing, digital twins, and reinforcement learning and analyzes global adoption cases from major operators in the EU, the United States, Germany, the United Kingdom, and India. The study also evaluates the quantitative effects of AI applications in predictive maintenance, obstacle and intrusion detection, track and component defect inspection, collision avoidance, and autonomous train operation.
An empirical experiment was conducted using the Railway Track Fault Detection dataset from Kaggle. EfficientNetB0 based transfer learning, a baseline CNN, and HOG+SVM classifiers were compared. The transfer learning model achieved 81.82% accuracy (F1=0.818), demonstrating technical feasibility even under limited data conditions. Confusion matrices and bootstrap based 95% confidence intervals were presented to enhance statistical robustness.
In addition, the study examines major safety challenges including infrastructure aging, climate change, signal system failures, human errors, and level crossing accidents and proposes an integrated AI safety framework encompassing data, organization, regulation, and certification (EN 50126/128/129, GDPR, EU AI Act). A long term roadmap is also presented, covering digital twin integration, real time monitoring, AI safety assurance procedures, and the expansion of autonomous train systems.
By combining technological analysis, empirical validation, policy and organizational frameworks, safety standards, and future outlooks, this research provides both academic and practical foundations for the strategic deployment of AI in railway safety management.
