중국 일반계 고등학교 입학시험 체육정책 평가 연구 — 장강 삼각주 지역을 중심으로 — 서효연 중부 학교 학원 교육학과 (지도교수 안 선 회) 본 연구는 중국의 일반계 고등학교 입학시험 체육정책을 상으로, 해당 정책이 어떠 한 사회적 문제 인식과 정책 인과 논리에 기반하여 형성되었으며, 실제 집행 과정에서 어떠한 방식으로 작동하였고, 그 결과 어떤 정책 성과와 구조적 영향을 산출하였는지 를 체계적으로 분석・평가하는 데 목적이 있다. 본 연구에서 말하는 고등학교 입학시험 체육정책이란, 정부가 ‘체육 중考’라는 명칭으로 공표・집행한 공식적인 시험 제도에 한 정되지 않으며, 정책이 형성된 사회적・제도적 배경, 정책 문헌에 제시된 목표와 가치 지향, 정책 도입을 통해 기 된 효과, 그리고 제도 운영 전반에 내재된 정책 논리와 집 행 구조까지를 포괄하는 개념으로 정의된다. 이러한 정의를 통해 본 연구는 체육 중考 정책을 단순한 평가 제도가 아니라, 국가 차원의 건강 관리 전략, 교육 성과 관리 체계, 그리고 사회적 책임 분배 구조와 맞물린 복합적 교육・사회 정책 체계로 파악하고자 하 였다. 본 연구는 정책 평가를 특정 성과 지표의 증감 여부를 확인하는 데 국한하지 않고, 정책 형성–정책 집행–정책 성과 및 영향–정책 평가 및 환류라는 정책 전 과정의 연쇄 구조를 분석 상으로 설정하였다. 이는 정책이 단일 시점에서 성공 또는 실패로 판단 될 수 있는 상이 아니라, 각 단계에서의 선택과 조정이 누적되며 상호작용하는 동태 적 과정이라는 인식에 기반한 것이다. 이를 위해 본 연구는 정책 인과 분석 이론과 정 책 평가 이론을 결합한 분석 틀을 구축하고, 정책 문헌에 한 체계적 분석, 교사・학부 모를 상으로 한 설문조사, 그리고 교육행정 관리자 및 정책 집행자를 상으로 한 심층면담을 병행하는 혼합 연구 방법을 적용하였다. 이러한 연구 설계를 통해 본 연구 는 고등학교 입학시험 체육정책이 학교 체육 운영 방식, 학생의 신체 활동과 건강 행 동, 교육 행정 체계의 운영 논리, 그리고 가정과 사회 전반의 인식 변화와 부담 구조에 어떠한 영향을 미치는지를 다층적・입체적으로 검토하였다. 분석 결과, 정책 형성 단계에서 고등학교 입학시험 체육정책은 학생의 체질 건강 증 진과 체육교육의 위상 제고라는 가치 지향에 해 비교적 높은 사회적 공감 를 확보 하고 있었던 것으로 나타났다. 이는 청소년 건강 악화에 한 사회적 우려와 학교 체육 의 기능 회복이라는 요구가 정책 의제로 수렴되면서, 체육을 입시 제도와 직접 연계하 려는 정책적 선택이 일정 수준의 정당성을 확보하였음을 의미한다. 다시 말해, 정책의 문제 인식과 목표 설정 자체는 공공적 필요와 사회적 기 에 부합하는 방향에서 형성 되었다고 평가할 수 있다. 그러나 동시에 본 연구는 정책 수단으로 고위험・고이해관계 시험이 선택되면서, 정 책 목표와 정책 수단 간의 긴장이 형성 단계부터 구조적으로 내재화되었음을 확인하였 다. 시험이라는 정책 도구는 관리 가능성과 측정 가능성 측면에서는 효과적이지만, 건 강 행동의 형성이나 체육 소양의 확장과 같은 장기적・과정적 목표와는 본질적인 불일 치를 내포하고 있었다. 이러한 설계 특성은 이후 집행 단계에서 시험 종목 중심 훈련의 강화, 학교와 교사의 전략적 응, 자원 조건에 따른 집행 방식의 분화, 그리고 지역・학 교 간 정책 효과 편차의 확 라는 형태로 전이되었다. 정책 집행 과정에서 학교와 교사는 제도적 압력과 성과 책임 속에서 합리적인 응 전략을 선택하게 되었으며, 이는 체육 수업과 학교 체육 활동이 시험 비 중심으로 재구성되는 결과로 이어졌다. 본 연구는 이러한 현상을 현장의 일탈이나 집행 실패로 해석하기보다, 정책 설계와 집행 환경이 결합되면서 나타난 구조적 귀결로 분석하였다. 즉, 집행 단계에서 관찰된 문제들은 정책 형성 단계에서 이미 예비 규정된 인과 경로가 현실 조건 속에서 구현된 결과로 이해될 수 있다. 정책 성과 및 영향 단계에서는 체육 교과의 제도적 가시성 제고와 단기적인 참여 확 라는 긍정적 효과가 비교적 명확하게 확인되었다. 체육 성과가 진학 결과와 직접 연 계되면서 학생과 가정의 관심이 증 되었고, 학교 차원에서도 체육 관련 자원 투입과 운영의 우선순위가 상승하는 변화가 관찰되었다. 이는 체육이 더 이상 주변적 교과가 아니라, 제도적으로 중시되는 영역으로 재위치되었음을 보여준다. 그러나 이러한 성과는 주로 단기적・표층적 수준에 머물렀으며, 체육 소양의 확장이 나 건강 행동의 지속적 내면화와 같은 중・장기 목표는 제한적으로만 실현되었다. 반복 훈련과 점수 중심 활동은 학생의 흥미와 자율성을 약화시키는 경향을 보였고, 시험 종 료 이후 체육 참여가 급격히 감소하는 현상도 확인되었다. 특히 지역・학교・가정 간 자 원 격차는 체육 성과의 격차로 전환되면서 정책의 공정성과 형평성에 한 비판적 인 식을 증폭시키는 요인으로 작용하였다. 정책 평가 및 환류 단계에 한 분석 결과, 공식적인 정책 평가는 평균 점수, 합격률, 만점률과 같은 결과 지표에 편중되어 있었으며, 정책 인과 경로 전반을 점검하고 구조 적으로 개선하는 학습 기능은 충분히 작동하지 못하고 있는 것으로 나타났다. 그 결과 정책 조정은 종목 변경이나 배점 조정과 같은 기술적 미세 조정에 머무르는 경향을 보 였으며, 정책이 스스로 학습하고 진화하는 환류 구조는 제한적으로 형성되어 있었다. 이는 정책이 단기적 문제 응 능력은 유지하고 있으나, 구조적 성찰과 전환을 가능하 게 하는 제도적 학습 역량은 충분히 축적되지 못하고 있음을 시사한다. 종합하면, 고등학교 입학시험 체육정책은 체육을 입시 제도 내 핵심 요소로 재위치시 키는 데에는 일정한 성과를 거두었으나, 그 효과는 단기적・조건부로 작동하였으며, 장 기적 교육 목표와의 정합성 측면에서는 구조적 한계를 지니고 있었다. 본 연구는 이러 한 분석 결과를 통해 고등학교 입학시험 체육정책을 단순한 시험 제도가 아니라, 인과 구조를 지닌 교육 정책 체계로 재개념화하고, 향후 정책 개선이 단일 제도의 조정보다 는 정책 인과 경로 전반의 재설계와 학습 가능한 환류 구조의 구축을 중심으로 이루어 져야 함을 시사한다. 이는 체육 중考 정책뿐 아니라, 시험과 평가를 핵심 수단으로 활 용하는 다른 교육정책을 분석하고 개선하는 데에도 중요한 시사점을 제공한다. 주요어: 일반계 고등학교 입학시험 체육정책, 체육 중考, 정책 형성, 정책 집행, 정책 성과, 정책 환류, 정책 평가

This study examines the physical education component of China’s general upper secondary
school entrance examination policy (hereafter, the PE entrance examination policy), with the aim
of systematically evaluating its policy formation, implementation process, policy outcomes, and
feedback mechanisms. In this study, the PE entrance examination policy is defined not only as
officially promulgated policy documents issued under the name of the PE entrance examination,
but also as the broader policy context, implementation rationale, and intended policy objectives
articulated by the government.
Rather than limiting policy evaluation to outcome-based analysis, this research adopts a
four-stage analytical framework—policy formation, policy implementation, policy outcomes and
impacts, and policy evaluation and feedback—and integrates causal analysis theory with policy
evaluation theory. Through this framework, the study seeks to clarify how the PE entrance
examination policy functions as a comprehensive educational and social policy that reshapes
school physical education practices, student health behaviors, educational administration, and
family and societal dynamics.
Chapter 1 identifies the research problem and necessity of the study. Against the backdrop of the
persistent decline in adolescent physical health in China, the chapter reviews the government’s
policy responses aimed at addressing this issue. Special attention is given to the historical
evolution of the PE entrance examination policy as a core policy instrument for improving student
physical health. By analyzing the characteristics, achievements, and limitations of policies across
different periods, the chapter establishes the research purpose, research questions, and key
conceptual definitions.
Chapter 2 provides the theoretical background and literature review. It systematically examines
China’s general upper secondary school entrance examination system, the development and
current status of the PE entrance examination, major controversies, and structural features of the
policy. Building on this review, the chapter analyzes the policy logic linking physical
examination-based assessment with student health promotion and holistic development. In
addition, it clarifies the conceptual distinctions between policy evaluation and educational policy
evaluation, and identifies the methodological and theoretical gaps in existing research on PE
entrance examination policy evaluation.
Chapter 3 outlines the research methodology. The study employs a mixed-methods design
combining quantitative surveys and qualitative interviews, with the Yangtze River Delta region
selected as the primary research area. Key policy actors—including education administrators,
school principals, teachers, and parents—are incorporated as research subjects. The PE entrance
examination policy is analytically divided into four stages—formation, implementation, outcomes,
and feedback—and stage-specific evaluation criteria and indicators are established. These
elements are synthesized into an integrated policy evaluation model, which serves as the analytical
foundation of the study.
Based on empirical data analysis, Chapter 4 presents the main findings. First, during the policy
formation stage, the PE entrance examination policy demonstrates relatively strong value
legitimacy and goal consensus. However, inherent design limitations are evident in the structure of
policy instruments, contextual adaptability, and procedural openness. These limitations
foreshadow subsequent tendencies toward training-oriented implementation, resource
differentiation, and social spillover effects.
Second, in the policy implementation stage, both content suitability and implementation
distortion coexist. The policy exhibits a dual characteristic of “strong administrative mobilization
and rapid rollout” alongside “high standards and weak contextual adaptability.” While
administrative authority facilitates nationwide implementation, standardized requirements
interact problematically with diverse regional and school-level conditions, resulting in systematic
distortions.
Third, at the policy outcomes and impact stage, the policy produces a complex pattern of
“significant short-term performance gains and pronounced long-term concerns.” Improvements in
physical fitness indicators and increased resource investment are observable, yet the
internalization of healthy behaviors remains limited. Concurrently, issues such as
examination-oriented training, ecological distortion of school physical education, and the
externalization of family economic burdens become increasingly salient. Policy satisfaction
among administrators, teachers, and parents is fragmented, with widespread public debate
concerning effectiveness and equity.
Fourth, at the policy evaluation and feedback stage, existing evaluations are characterized by
official dominance and temporal lag, limiting their capacity to provide comprehensive and
objective assessments. Although some feedback-driven adjustments occur, these remain largely
superficial, and a fully institutionalized feedback loop capable of policy learning and continuous
improvement has yet to be established.
Overall, the PE entrance examination policy has contributed to reversing the marginalization of
school physical education. However, it has simultaneously functioned as a process of “problem
reproduction.” While strong incentives enhance participation, they also reinforce
examination-oriented practices, exacerbate resource-dependent inequities, and generate new
family-level costs and social anxieties. These challenges reflect structural contradictions inherent
in the policy design rather than mere implementation failures.
Chapter 5 synthesizes the theoretical contributions, empirical findings, policy implications, and
practical significance of the study. The research contributes theoretically by constructing and
empirically validating a comprehensive, four-stage policy evaluation framework that aligns
theoretical dimensions, operational indicators, and measurement tools. Empirically, the study
identifies the policy’s dual-edged effects, fairness paradoxes in implementation, pronounced
spillover effects and responsibility transfer, and institutional path dependence. Policy implications
emphasize the necessity of shifting from an examination-management paradigm toward a health
governance paradigm through comprehensive evaluation systems, strengthened resource
guarantees and institutional compensation mechanisms, multi-actor collaborative networks, and
institutionalized evaluation and feedback loops. Practical implications are discussed for
educational authorities, schools and teachers, students and parents, and future academic research.
Finally, the study acknowledges limitations related to research scope, methodology, data
sources, theoretical depth, and external contextual factors, and proposes directions for future
research.
