본 연구는 중소기업 근로자의 평생교육 참여 실태와 결정 요인을 종합적으로 분석하고, 이를 토대로 평생교육 활성화를 위한 실천적·정책적 방안을 모색하는 것을 목적으로 수행되었다. 연구를 위해 대구광역시와 경상북도 소재 중소기업에 재직 중인 근로자 318명을 대상으로 설문조사를 실시하고, 중소기업 대표 및 관계자 10명을 대상으로 심층면담을 수행하여 양적 및 질적 자료를 통합한 혼합연구 방법을 적용하였다.
연구결과, 첫째, 중소기업 근로자는 평생교육의 필요성을 높게 인식하였으나, 관련 제도와 교육내용에 대한 이해 수준이 낮아 실제 참여로 연결되지 않는 경향이 나타났다. 이는 평생교육 참여가 개인의 학습 의지뿐 아니라 교육 정보접근성과 이해 수준에 크게 영향을 받음을 시사한다. 둘째, 근무여건과 시간적 제약은 참여를 제한하는 핵심요인으로 확인되었으며, 이에 따라 유연한 교육운영, 원격·온라인 교육, 자기주도형 학습환경 구축이 필요함이 강조된다. 셋째, 근로자는 직무역량 강화, 실무연계, 자격증 취득 등 실질적 학습성과를 기대하였으며, 직무중심 맞춤형 교육 프로그램이 참여 동기를 높이는 중요한 요소로 나타났다. 넷째, 재정적 지원, 지역 기반 인프라, 산학협력, 학습 성과 인정 체계 등 제도적 지원은 참여를 촉진하는 핵심 요인으로 확인되었다. 다섯째, 기업 내 평생교육 친화적 조직문화 조성과 경영진의 인식 제고는 근로자의 지속적인 학습 참여를 가능하게 하는 핵심 요소로 평가되었다.
이상의 결과를 종합하면, 중소기업 근로자의 평생교육 활성화는 단순히 개인의 학습 의지에 의존하기보다는, 교육정보 제공, 근무여건 개선, 맞춤형 프로그램 개발, 제도적·재정적 지원, 지역 및 산학 협력, 조직문화 조성 등 다차원적 요소가 유기적으로 연계될 때 효과적으로 달성될 수 있음을 보여준다. 본 연구는 중소기업 근로자 중심의 현장 맞춤형 평생교육 정책설계와 실천전략 마련을 위한 기초자료를 제공한다는 점에서 의의가 있다.

This study aims to comprehensively analyze the lifelong learning participation and its determining factors among employees of small and medium-sized enterprises (SMEs) and to explore practical and policy measures to promote lifelong learning. A mixed-methods approach was employed, integrating quantitative and qualitative data. For the quantitative component, a survey was conducted with 318 employees working in SMEs located in Daegu Metropolitan City and Gyeongsangbuk-do. For the qualitative component, in-depth interviews were conducted with 10 SME representatives and stakeholders to gain insights into employees’ experiences and organizational perspectives.
The findings are summarized as follows. First, SME employees demonstrated a high awareness of the necessity of lifelong learning; however, their understanding of relevant systems and educational content was limited, which hindered actual participation. This suggests that lifelong learning participation is influenced not only by individual learning motivation but also by access to and understanding of educational information. Second, working conditions and time constraints were identified as major barriers, highlighting the need for flexible program delivery, online or remote learning, and self-directed learning environments. Third, employees expected tangible learning outcomes such as enhanced job competencies, practical skill development, and professional certifications, indicating that job-centered and customized learning programs play a crucial role in motivating participation. Fourth, institutional support—including financial assistance, regional infrastructure, industry-academia collaboration, and recognition systems for learning outcomes—was found to be a key factor in promoting participation. Fifth, a lifelong learning-friendly organizational culture and management awareness were identified as essential for sustaining continuous employee participation.
Overall, the promotion of lifelong learning among SME employees cannot rely solely on individual motivation. Instead, it requires an integrated approach that connects educational information provision, improved working conditions, customized program development, institutional and financial support, regional and industry-academia cooperation, and organizational culture. This study provides foundational data for developing employee-centered, field-oriented lifelong learning policies and practical strategies in SMEs.
