In order to become a tree that is legally protected as a protected tree, it is necessary to first understand the concept of an old tree and a traditional village tree that becomes the heritage of the village community. The physical receipt of an old tree is not fixed, and a large tree refers to the size of the tree, which can be designated by judging the size of the trees' labor, chest, and crown. According to the Ministry of Interior in 1972, the number of trees over 100 years old was surveyed as 13,784 at the time. Another classification is natural monuments, which refers to plants or their native habitat of great historical, landscape, and academic value in accordance with Article 11 of the 'Act on Conservation and Utilization of Natural Heritage'. Designation and management are designated and managed by the National Heritage Administration. As such, the name changes according to the designation criteria of the tree, and the protected tree and natural monuments are included in the largest category, the old tree. The number of old trees is the largest, followed by protected trees, local monuments, and natural monuments. The reality is that there are many cases where a large number of old trees are neglected or lost due to natural disasters, artificial damage or intentional damage by humans. In this study, the protected tree, which occupies the largest number among old trees, was studied.
Due to the lack of detailed regulations on the lifting of the designation of protected trees specified in the Forest Protection Act, special local governments across the country, and ordinances of metropolitan and provincial governments, the remaining life of protected trees may be extended by protecting or post-recovery management of protected trees except for complete deaths in the process of designation cancellation after designation. This possibility of recovery should be excluded and damage should be minimized if simple treatment is performed. To study ways to improve the process of designation of protected trees, in Daegu Metropolitan City and Gyeongsangbuk-do Province, which have been studied based on the designation of protected trees for the past 10 years (2013-2022) and to analyze the appropriateness of the forest protection law enacted by each local government nationwide. Based on this answer data, after comparing and analyzing the relationship between the administrative processing results of the cause of the designation of protected trees and the cause of the designation of protected trees through the analysis indicators presented by the researcher, appropriate data were presented when enacting and revising ordinances related to protected trees nationwide, and systematic management and release of remaining protected trees were defined based on the cause of the designation.
First, the cases of designation cancellation and management preservation cases were analyzed. Cases of designation cancellation were compared and analyzed centering on cases in Japan, Germany, and the United States, and cases of management preservation were analyzed in Japan, the United Kingdom, and the United States.
Second, for the analysis of laws and regulations, the number of protections subject to designation, the criteria for lifting the designation, the criteria for restricting behavior, and the criteria for holding a deliberation committee were analyzed.
Third, through location analysis, the relationship with the removal of the designation of protected water was analyzed by dividing it into location type and accessibility, distance to adjacent roads, size of adjacent roads, use of adjacent land, land titles, and distribution of adjacent public facilities.
Fourth, the location and owner of the protected tree were identified through land analysis, and the possibility of extending the lifespan of the protected tree was analyzed through measures such as purchase or lease, considering that places with many private estates would have management difficulties depending on the owner. As for the location of the protected tree, it was intended to analyze the relationship between the autonomous city and county belonging to the metropolitan area and the designation release of the protected tree located in the metropolitan city, and to prepare management measures.
Fifth, through the analysis of the current status of protected trees, a survey was conducted on the number of years after the designation, the number of days after designation, the number of years after designation, the number of trees, the number of trees, the number of trees, the number of trees, and the circumference of the chest were conducted to analyze the relationship between designation of the average designation, changes in labor due to battery vestibule, etc., and the swelling of the trunk due to pests and wounds, and to suggest management measures.
Sixth, through the analysis by the type of use of protected trees, the relationship between the type of detailed function, the type of planting, spatial use and park designation, the target of use, and the facility was investigated to analyze the relationship with the removal of the designation of protected trees, and appropriate management measures were also suggested. The removal of the designation of protected trees is a matter that can be handled relatively simply through administrative procedures. However, the discovery and designation of protected trees should be carried out with the mind of discovering living cultural properties.
