본 연구의 목적은 초고령사회에 진입한 한국에서 노인친화형 건축과 복합형 노인주거복지시설의 제도화 방향을 규명하는 데 있다. 이를 위해 「건축법」, 「노인복지법」, 「장애인·노인·임산부 등의 편의증진 보장에 관한 법률」, 「주거기본법」 등 국내 법령과 중앙·지방정부의 정책 자료, 설계지침을 분석하고, 일본·독일·미국·스웨덴 등 고령사회 선도국의 법·제도 및 건축기준을 비교 검토하였다. 아울러 고령자복지주택, 지자체형 복합복지관, 민간복합형 실버타운을 중심으로 국내 복합형 노인주거복지시설의 설치·운영 현황과 한계를 유형별로 분석하였다.
연구결과, 한국의 노인주거복지 관련 법·제도는 다수의 개별 법령과 부처별 정책으로 분절되어 있으며, 주거·복지·의료·돌봄을 포괄하는 상위 개념과 법적 유형 규정이 부재한 것으로 나타났다. 노인친화형 설계요소는 건축법령, 편의증진법, 가이드라인 등에 산재해 있으나, 고령자의 신체·인지·정서 특성을 반영한 수치화된 건축기준과 통합관리체계로는 충분히 제도화되지 못하고 있다. 반면 일본 고령자주거법 및 설계지침, 독일 DIN 18040-2, 미국 HUD·ADA 기준, 스웨덴 지방정부 기반 커뮤니티케어 모델은 법령–건축기준–서비스 기준이 연계된 체계를 구축하고 있어 한국의 제도 개선을 위한 비교 기준으로 기능한다.
이에 본 연구는 (1) 「노인복지법」 내 ‘복합형 노인주거복지시설’ 정의 신설 및 통합관리법 제정을 통한 법·제도 통합 프레임워크, (2) KS·KDS 수준에서 문폭·복도폭·조도·색채 대비·손잡이 높이·회전반경 등을 세분화한 노인 친화형 건축기준 표준화, (3) 공공·지자체·민간 모델을 포괄하는 복합형 시설의 인허가·재원조달·품질관리 체계, (4) 커뮤니티케어와 연계된 생활권 단위 한국형 통합모델을 제안하였다. 학문적으로는 복지정책·건축계획·도시계획을 통합하는 고령자 주거복지 연구의 분석 틀을 제시하고, 실무적으로는 향후 법제 정비와 설계기준 고도화, 공공–민간 협력모델 설계를 위한 구체적 시사점을 제안하였다.

The purpose of this study is to identify directions for institutionalizing elderly-friendly and health-promoting architecture, as well as integrated senior housing welfare facilities, in Korea as it enters a super-aged society. To this end, the study analyzes domestic legal and policy frameworks—including the Building Act, the Welfare of Older Persons Act, the Act on the Promotion of the Convenience of Persons with Disabilities, the Aged, Pregnant Women, etc., and the Framework Act on Residence—alongside central and local government policy documents and design guidelines. It further conducts a comparative review of laws, systems, and building standards in leading aging societies such as Japan, Germany, the United States, and Sweden. In addition, the current status and limitations of integrated senior housing welfare facilities in Korea are examined by type, focusing on public senior welfare housing, municipality-led integrated welfare centers, and private integrated “silver town” complexes.
The analysis reveals that Korea’s legal and institutional framework for senior housing welfare is fragmented across multiple statutes and ministerial policies and lacks an overarching legal category that integrates housing, welfare, medical
care, and long-term care. Elderly-friendly design elements are scattered across the Building Act, the convenience promotion law, and various guidelines, but have not yet been fully institutionalized as quantified building standards and
integrated management systems that reflect older adults’ physical, cognitive, and emotional characteristics. By contrast, Japan’s Elderly Housing Law and design guidelines, Germany’s DIN 18040-2, U.S. HUD and ADA standards, and Sweden’s municipality-based community care model demonstrate a more consolidated framework that links laws, building standards, and service criteria, thus providing useful benchmarks for Korea.
Based on these findings, the study proposes: (1) a legal–institutional integration framework that introduces a legal definition of “integrated senior housing welfare facilities” within the Welfare of Older Persons Act and enacts a comprehensive management law; (2) standardized elderly- and health-friendly building criteria at the KS/KDS level, detailing door width, corridor width, illumination, color contrast, handrail height, and turning radius; (3) an integrated
system for approval, financing, and quality management of integrated facilities encompassing public, municipal, and private models; and (4) a Korean-style integrated model at the living-area scale linked to community care.
Academically, this study offers an analytical framework that bridges welfare policy, architectural planning, and urban planning in senior housing research. Practically, it provides concrete implications for legal reform, upgrading of design standards, and the design of public–private partnership models in preparation for a super-aged society.
