    전 세계 자동차 산업은 전기화·지능화·네트워크화·공유화를 핵심으로 하는 이른바 ‘신사화(新四化)’ 전환과 「파리협정」의 저탄소 요구가 맞물리며 구조적 변혁기를 맞이하고 있다. 중국은 세계 최대 규모의 자동차 생산·판매국으로, 2024년 기준 생산량이 세계 최상위권에 이르며 수출 역시 두드러진 증가세를 보인다. 또한 신에너지 차량의 보급 수준도 높지만, 2025년경에는 에너지 절감 및 신에너지 분야에서 인재 부족이 심화될 것으로 예측된다. 한국은 기술 선도형이자 수출 중심의 산업 구조를 특징으로 하며, 자동차 수출액은 사상 최대 규모를 기록하고 있다. 수소연료전지 등 일부 핵심 기술은 세계적인 경쟁력을 확보했으나, 차량용 소프트웨어나 AI 알고리즘 인재의 수급 불균형이 산업의 잠재적 제약 요인으로 지적된다. 
    양국의 주요 대학 자동차공학과는 인력 공급의 핵심 기반이지만, 「기술 업데이트 속도와 교육 주기의 괴리」「산업 수요 교차화와 학문 분화 심화」라는 공통의 한계를 드러내고 있다. 이에 따라 본 연구는 PDCA(Plan–Do–Check–Act) 모형을 분석 틀로 설정하고, 문헌 분석·사례 연구·비교 연구의 복합적 접근법을 적용하였다. 연구 표본은 중국의 칭화대학교, 베이징항공항천대학교, 퉁지대학교, 지린대학교, 충칭대학교와 한국의 한양대학교, 국민대학교, 아주대학교, 경북대학교, 인하대학교로 구성하였다. 이를 바탕으로 양국 자동차공학 인력 양성 체계를 종합적으로 비교·분석하고, 구조적 병목 요인을 확인하여 개선 방향을 제시하였다.
    분석 결과, 한·중 대학은 PDCA 전 단계에서 뚜렷한 차이를 보였다. Plan(계획) 단계에서 중국은 국가 정책을 중심축으로 인재 양성 목표를 ‘이중탄소’, ‘신공과’ 전략과 긴밀히 연계하며, 이론 중심 교과가 높은 비중을 차지하고 지역 산업 적응성(예: 충칭대의 ‘산악 자동차’ 모듈)을 강조한다. 반면 한국은 시장 수요 기반 접근이 뚜렷하며, 현대자동차·LG 등 주요 기업의 기술 기준을 교육 목표에 반영하고, 선도 기술 관련 과목 비율이 과반을 넘는다. 또한 영어 매개 수업(EMI)은 핵심 전공 과목의 60% 이상을 차지한다. Do(실행) 단계에서 중국은 국가급 연구실을 중심으로 실습 플랫폼을 구축하나, 기업이 교과 설계에 참여하는 비율이 낮다. 반면 한국은 기업과 공동으로 구축한 실습 플랫폼을 기반으로 프로젝트형 학습(PBL)을 진행하며, 기업의 실제 생산 수요와 연계된다. 6개월 이상의 현장 실습도 필수화되어 있어 산업 적응도가 높게 나타났다. Check(점검) 단계에서 중국은 이론 중심 평가에 집중하고, 산업 데이터의 반영 비율이 낮다. 한국은 기술 실습 및 성과 전환을 중점 평가 항목으로 삼으며, 실습 평가 비중이 60% 이상, 기업 참여 비율이 70% 이상이다. 또한 졸업생의 중장기 경력을 추적 평가하여 포함한다. Act(처리) 단계에서 중국은 ‘국가–지방–대학’의 행정 연동 체계를 기반으로 피드백이 이루어져 응답 주기가 길다. 반면 한국은 ‘산업–대학’ 협력 구조에 기반해 피드백 속도가 빠르며, 정기적으로 ‘중소기업 기술 수요 리스트’를 갱신하는 체계를 갖추고 있다.
    핵심 병목 요인 또한 상이하게 나타났다. 중국은 교육 목표와 산업 수요 간 구조적 불일치, 교과와 기술 변화의 부적응 , 실습 과정의 단절, 평가–개선 간 연계 부재 문제가 지적되었다. 한국은, 교육 목표와 국내 산업 생태계의 연계 부족, 기초 역량과 첨단 교과의 불균형, 다양한 산업 생태계에 대한 대응 부족, 장기 역량 발전과 평가 간 불균형이 주요 문제로 나타났다.
    이에 본 연구는 단계별 최적화 방향을 제안하였다. 중국은 ‘정책 주도형’에서 ‘산업 생태계 반응형’ 체계로 전환하여, 산업 수요 예측 시스템, 산업 연계 교과 협력 체계, 기업 주도형 평가 및 신속 피드백 구조를 구축해야 한다. 한국은 ‘대기업 지향’에서 ‘산업 생태계 균형’으로 전환하여 국립대학의 지역 서비스 목표를 명확히 하고, 전통 기계 기초 교과를 보강하며, 실습 플랫폼을 중소기업에 개방해야 한다. 한·중 양국은 ‘2+2 이중 학위 프로그램’, ‘자동차 교육 자원 공유 라이브러리’, ‘글로벌 자동차 인재 4차원 역량 프레임워크’(기초 능력, 선도 기술, 산업 적응력, 소프트 스킬)를 공동으로 구축하고, 해당 프레임워크가 유엔산업개발기구(UNIDO)의 인증을 획득하도록 추진해야 한다.
    본 연구의 이론적 기여는 다음과 같다. 첫째, PDCA 모델을 국가 간 공학 교육 비교에 체계적으로 접목시켜 동적 분석 프레임워크를 제시했다. 둘째, ‘교과 강도 지수(CII)’라는 정량화 도구를 개발하여 기존 정성적 기술의 한계를 보완했다. 셋째, ‘정부 주도형’과 ‘기업 주도형’의 두 가지 산학협력 모델을 추출함으로써 고등 공학 교육 협력 이론을 확장했다. 실천적 가치는 한·중 대학의 교과 개혁 및 자동차 기업 인재 양성에 실행 가능한 개선 방안을 제공하며, 나아가 전 세계 자동차공학 교육에 ‘한·중 패러다임’을 제시했다는 점에 있다.
    본 연구는 표본 대학의 수가 제한적이며, 내부 작동 과정 분석과 장기적 실증 검증이 부족하다는 한계를 지닌다. 향후 연구에서는 표본을 유럽 및 미국 대학으로 확대하고, 교원의 학제 간 역량 구축 메커니즘을 심화하며, 협력 기반 인재 양성의 실증 검증을 강화할 필요가 있다. 또한 ‘소프트웨어 정의 자동차(SDV)’ 및 ‘차량-도로-클라우드 통합(V2X-Cloud Integration)’ 등 신기술이 인재 양성 시스템에 미치는 영향을 중점적으로 탐구해야 한다.

    The global automobile industry is facing profound changes driven by the transformation of "electrification, intelligence, connectivity and sharing" (the new four modernizations) and the low-carbon goals of the Paris Agreement. As the world's largest automobile production and marketing country, China ranks first in the world in terms of automobile production scale and export volume in 2024, and the penetration rate of new energy vehicles is at a high level. However, in 2025, the field of energy-saving and new energy vehicles will face a significant talent gap. South Korea is characterized by technology leadership and export orientation. It will export a large amount of cars in 2024 and lead the world in hydrogen fuel cell technology. However, it is trapped by the imbalance between supply and demand of talents in vehicle-mount software, AI algorithms and other fields. As the core of talent supply, the vehicle engineering major of first-class universities in both countries has common problems of "mismatch between technology iteration speed and training cycle" and "intersection of industrial demand and deepening of discipline differentiation", which are in urgent need of systematic optimization.
    This study takes PDCA (Plan-Do-Check-Process) quality management model as the analysis framework, adopts literature synthesis research method, case study method and comparative research method, Tsinghua University, Beihang University, Tongji University, Jilin University and Chongqing University (five representative "985" universities) in China and Hanyang University, Kookmin University, Aasia University, Kyungpook University and Inha University (five representative first-class universities) in South Korea were selected as samples to systematically compare the differences in the Developing Talent of Automotive Engineering Programs between the two countries. Identify core bottlenecks and propose optimization paths.
    The study reveals significant differences between China and South Korea in the whole PDCA cycle of talent training: in the Plan stage, China takes policy-driven as the core, and the training objectives are deeply bound to the "Carbon Peaking and Carbon Neutrality Goals" and "new engineering" strategies,.The proportion of theoretical courses in the curriculum system is significantly higher, and the regional industrial adaptation is highlighted (such as the "mountain vehicle" module of Chongqing University). South Korea is market-driven and aims to adapt to the technical standards of leading automobile companies such as Hyundai and LG. Cutting-edge technology courses account for more than half, and EMI courses account for more than 60% of professional core courses. In the Do (execution) stage, China's practice platform takes national laboratories as the core (such as the National Key Laboratory of Intelligent and Green Vehicles and Transportation of Tsinghua University), and the proportion of enterprises deeply participating in curriculum development is low. In South Korea, supported by enterprise-built platforms (such as the "Mini Factory" of Kookmin University), project-based learning (PBL) directly meets the mass production needs of enterprises, and 6-month internship is required, so the job matching degree is at a high level. In the Check stage, Chinese evaluation focuses on theoretical mastery (closed-book examination accounts for more than half of the evaluation), while industrial data accounts for a low proportion in the evaluation. South Korea focuses on technology implementation (practical assessment accounts for more than 60% of the evaluation), and enterprises participate in the evaluation accounts for more than 70%, including the tracking of graduates' mid - and long-term career development. In the Act (processing) stage, China relies on the three-level administrative linkage of "state-region-university", and the feedback and response cycle of enterprises is long. South Korea is dominated by collaborative decision-making of "automobile enterprises + universities," with a short response period, and regularly updates the List of Technology Needs of Small and medium-sized Enterprises.
    At the same time, the research points out the core bottlenecks of the two countries: China has structural misalignment between training objectives and industrial demand, insufficient adaptation between curriculum system and technology iteration, disconnection between training process and engineering practice, lack of evaluation system and quality improvement efficiency; In South Korea, there are disconnection between training objectives and local ecology, imbalance between curriculum system and basic ability, contradiction between training process and ecological diversity, and imbalance between evaluation system and long-term ability development. Based on this, a hierarchical optimization scheme is proposed: China needs to shift from "policy adaptation" to "ecological response", and build a dynamic prediction mechanism of industrial demand, a collaborative curriculum alliance of industrial chain, an enterprise-led evaluation system and a rapid feedback improvement mechanism; South Korea needs to shift from "large enterprise orientation" to "ecological balance", clarify the regional service goal of national universities, strengthen the traditional mechanical basic courses, and open the practice platform to small and medium-sized enterprises. China and the ROK have jointly built the "2+2 dual degree program", "Automotive Education Resource Sharing Database" and "Global Automotive Talent four-dimensional capability Framework" (basic ability, cutting-edge technology, industrial adaptation, soft skills), and promoted the framework to pass the certification of the United Nations Industrial Development Organization (UNIDO).
    The theoretical contributions of this study are as follows: for the first time, the PDCA model system is embedded into the transnational engineering education comparison, and the dynamic analysis framework is constructed; Innovate the quantitative tool of "Curriculum Intensity Index (CII)" to break through the limitation of qualitative description; This paper refines two types of industry-university collaboration modes of "government-led" and "enterprise-led", and enriches the collaboration theory of higher engineering education. The practical value lies in providing an operational scheme for curriculum reform of Chinese and South Korean universities and talent reserve of automobile enterprises, and providing a "Sino-South Korean paradigm" for global automotive engineering education.
    The research is limited by the fact that the sample does not cover application-oriented universities, the analysis of micro mechanism is insufficient, and the lack of long-term empirical evidence.In the future, we can expand the sample to European and American universities, deepen the interdisciplinary capacity building mechanism of teachers, carry out empirical test of collaborative training, and pay attention to the impact of new technologies such as "software-defined vehicles" and "vehicle-road-cloud integration" on the training system.

    The theoretical contributions of this study are as follows: for the first time, the PDCA model system is embedded into the transnational engineering education comparison, and the dynamic analysis framework is constructed; Innovate the quantitative tool of "Curriculum Intensity Index (CII)" to break through the limitation of qualitative description; This paper refines two types of industry-university collaboration modes of "government-led" and "enterprise-led", and enriches the collaboration theory of higher engineering education. The practical value lies in providing an operational scheme for curriculum reform of Chinese and South Korean universities and talent reserve of automobile enterprises, and providing a "Sino-South Korean paradigm" for global automotive engineering education.
    The research is limited by the fact that the sample does not cover application-oriented universities, the analysis of micro mechanism is insufficient, and the lack of long-term empirical evidence.In the future, we can expand the sample to European and American universities, deepen the interdisciplinary capacity building mechanism of teachers, carry out empirical test of collaborative training, and pay attention to the impact of new technologies such as "software-defined vehicles" and "vehicle-road-cloud integration" on the training system.
