지역 소멸의 대안으로 기존 자원을 활용해 지역의 경제 활성화, 브랜드화를 꾀하는 것은 이제 지역의 필수 과제가 되었다. 이때 지역 소멸 문제에 대응하고 주민들의 생활에 지속적인 삶에 활기를 불어넣기 위해 문화 자원을 활용하는 것은 지속적인 발전 가능성이 있는 지역 브랜딩의 좋은 선례가 되었다. 전 세계의 도시들은 문화적 가치와 이미지를 창출하는 지역 브랜딩의 일환으로 지역 영화제를 개최해 왔으며, 지역 문화 커뮤니티와 소통하면서 지역 주민들에게 새로운 문화 경험을 선사하고 문화 인프라를 개선함으로써 지역 개발의 대안으로서 크게 이바지해 왔다. 그러나 지역민과 영화인, 방문객에게 새로운 축제를 각인시키지 못하거나, 지방자치단체의 지원 철수 및 영화제 예산 삭감으로 인해 지역 영화제의 운영이 어려운 실정이 되었다. 수도권과 비수도권의 지역 격차 및 인구 감소로 인한 지방 소멸 문제가 가속화되는 지금, 지역 영화제는 지역의 경쟁력을 강화할 뿐만 아니라 지역 주민의 보편적으로 누려야 할 권리인 문화 향유의 권리를 보장하는 중요한 행사로서 지역 커뮤니티와 협력하여 지역 문화주도 재생을 목표로 지속적으로 운영되어야 한다.
본 연구의 목적은 지방 소멸의 문화적 대응의 중요성을 확인하고 지역 영화제의 역할 및 순기능을 기반으로 하여 지역 활성화 및 지역 문화적 주도재생 성과를 거둘 수 있는 지역 영화제 개발 가이드라인을 구축하는 것이다. 이를 위하여 논문, 문헌, 보도자료 등을 살피며 지역 소멸, 지역 브랜드 아이덴티티 및 영화제의 선행 연구에 대하여 폭넓게 고찰하였으며 국내 지역 영화제의 우수 사례로 무주산골영화제와 정동진독립영화제를 선정하여 심층 분석하였다. 분석 시 영화제와 지역 자원에 대한 선행 연구, SWOT 분석에 따른 분류 기준 및 그레이엄 에반스의 문화 주도재생 평가 기준을 기반으로 한 지역 영화제 평가 기준안을 마련하여 적용한 후 비교 분석을 통해 국내 지역 영화제에서 벤치마킹할 수 있는 우수 특성을 파악하였다. 심층 면접법을 채택하여 공공디자인 전문가와 지역 영화제 종사자들을 대상으로 지역 영화제 개발을 통한 지방 소멸의 문화적 대응책에 대하여 논의한 후, 논의된 내용을 토대로 지역 영화제 개발 가이드라인을 제시하였다.
연구 결과를 종합하면 지방 소멸의 문화적 대응은 지역 주민들의 삶의 질과 지역 소속감을 고취시키고 지역 브랜드 아이덴티티를 강화하여 지역 경쟁력을 갖추는 좋은 방법이며, 지역 영화제는 지역 주민들에게 다양한 문화 경험의 기회를 제공하고, 영화인들을 위한 새로운 영화의 장, 휴양 목적의 방문객을 대상으로 한 매력적인 지역 관광 브랜드로서 기능하면서 지역의 물리적, 경제적 측면에서의 문화 재생을 꾀할 수 있음을 확인하였다. 다만 지역 영화제의 운영 불안정성과 소규모 운영에 따른 영화 산업 발전의 어려움 등의 측면에서 지역 영화제가 비정주 인구까지 실질적으로 유입시킬 수 있을지에 대해서는 부정적인 의견이 제시되었다. 이를 바탕으로 개최 지역 및 영화제의 규모 및 기존 성과를 기준으로 문화주도 재생 목표를 점진적으로 확대해나갈 수 있는 방향으로 지역 영화제 개발 가이드라인을 구축할 필요가 제시되었다.
본 연구 결과를 바탕으로 지역의 문화주도 재생과 지역 소멸의 대안으로 지역 영화제를 운영할 시 필요한 개발 가이드라인을 다음과 같이 제시하고자 한다.
첫째, 지역 영화제의 브랜드 아이덴티티는 지역의 브랜드 아이덴티티와 지역 문화 자원을 기반으로 기획되어야 하며, 영화제 전반에서 높은 연계성을 보여야 한다.
둘째, 지역 영화제는 지역 커뮤니티의 구축 및 활성화를 목표로 운영되어야 하며, 지역 주민의 동참을 실질적으로 이끌어낼 수 있어야 한다.
셋째, 지역 영화제는 연간 프로젝트로 운영되어야 한다. 지역 주민들에게 일시적인 문화 행사 경험이 아닌 지속적인 문화예술 향유의 기회를 제공할 뿐만 아니라 행사의 규모를 확대해 나가면서 영화 휴양 도시로서의 아이덴티티를 견고히 할 필요가 있다.
넷째, 지역 활성화 측면에서의 지역 영화제의 목표는 물리적, 경제적, 사회문화적 측면에서의 문화주도 재생을 기준으로 설정해야 한다. 각 지역의 규모 및 특성에 따라 도달할 수 있는 목표의 한계는 존재할 수 있으나 관객 수, 관객 만족도, 경제적 파급 효과 외 객관적인 지표를 기준으로 지역 영화제의 성장 및 기대 효과를 점검해야 한다.
다섯째, 지역 영화제는 지역 소멸을 막고 비정주 인구를 증가시키기 위하여 지역 영화 산업에 기여할 수 있는 방향을 목표로 설정해야 한다. 지역 영화제 종사자의 안정적인 일자리 창출 및 각종 영화 산업 발전을 통하여 지역 영화제가 지속적으로 운영될 수 있다면 비정주 인구 및 정주 의사를 높이는 것까지 영화제의 역할이 이어질 수 있을 것이다.
본 연구자는 국내 지역 영화제 우수 사례로 무주산골영화제와 정동진독립영화제를 중점적으로 분석하여 타 지역 영화제가 벤치마킹할 수 있는 요소를 도출하였다. 또한 공공디자인 전문가와 지역 영화제 종사자와 함께 심층 면접을 통해 지방 소멸과 지역 영화제에 대한 다각적인 관점의 깊이 있는 논의를 이끌어내어 지역 영화제 개발 가이드라인을 제시하였다.
그러나 우수사례 외 국내의 다양한 지역 영화제를 모두 아우르고 분석하기에는 한계가 있었으며, 지역 활성화 및 문화주도 재생 측면에서 성과가 부족한 타 지역 영화제에 개발 가이드라인을 직접 대입, 적용하여 대안을 제시하는 등 개발 가이드라인을 응용하지 못했다. 또한 개최지역 거주민이나 예비 방문객들의 인식과 의사가 반영되지 못했다는 점에서 한계가 있다.
그럼에도 불구하고 본 연구는 지방 소멸의 문화적 대응에 초점을 맞추어 국내 지역 영화제의 지역 활성화 측면의 기능을 조명하였을 뿐만 아니라, 지역과 합께 협력하여 지역 경쟁력을 키우는 방향의 지역 영화제 개발 방안을 모색하였다는 점에서 의의가 있다. 본 연구를 기반으로 지역 영화제에 대한 학문적 성과와 실무적 실용성을 모두 아우르는 구체적이고 체계적인 후속 연구를 진행할 수 있을 것을 기대해볼 수 있을 것이다. 우선 개최지역 거주민을 대상으로 한 지역 영화제 만족도 및 문화적 측면에서의 정주 의사를 조사하거나 예비 관객을 대상으로 지역 영화제의 인식과 수요를 조사하는 양적 연구가 필요하다. 또한 타 지역 영화제에 평가안과 개발 가이드라인을 실제로 접목하여 영화제 운영의 발전 방향성 논의가 이루어져야 할 것이다.
본 연구가 영화제 주최와 지방자치단체 간의 의견의 차이를 좁혀 나가며, 지역 소멸의 문화적 대안과 지역의 문화주도 재생의 방안으로서 기여할 수 있기를 기대해본다.

Utilizing existing resources to revitalize the local economy and build a brand identity has become an essential task for regions facing depopulation. In this context, leveraging cultural resources to address regional extinction and inject sustained vitality into residents' lives has set a promising precedent for regional branding with long-term development potential. Cities worldwide have hosted local film festivals as part of regional branding to create cultural value and image. By engaging with local cultural communities, offering residents new cultural experiences, and improving cultural infrastructure, these festivals have significantly contributed as an alternative for regional development. However, many face operational difficulties due to failing to establish a distinct identity for new festivals among locals, filmmakers, and visitors, or because of local government support withdrawal and festival budget cuts. At a time when regional disparities between metropolitan and non-metropolitan areas, coupled with population decline, are accelerating the problem of regional extinction, local film festivals must continue to operate in collaboration with local communities. They serve not only to strengthen regional competitiveness but also as vital events that guarantee the right to cultural enjoyment—a universal right that local residents should enjoy. Their ongoing operation should aim for locally driven cultural regeneration.
The purpose of this study is to confirm the importance of cultural responses to regional extinction and to establish guidelines for developing local film festivals that can achieve regional revitalization and cultural regeneration outcomes, based on the role and positive functions of local film festivals. To this end, this study broadly examined existing research on regional extinction, regional brand identity, and film festivals through papers, literature, and press materials. It selected the Muju film festival and the Jeongdongjin Independent Film Festival as exemplary domestic local film festivals for in-depth analysis. During the analysis, preliminary research on film festivals and local resources, classification criteria based on SWOT analysis, and Graham Evans's cultural regeneration evaluation criteria were used to establish and apply draft evaluation criteria for local film festivals. Comparative analysis then identified outstanding characteristics from domestic local film festivals suitable for benchmarking. Using in-depth interviews, discussions were held with public design experts and local film festival practitioners regarding cultural countermeasures against regional extinction through local film festival development. Based on these discussions, guidelines for local film festival development were proposed.
The research findings confirm that cultural responses to regional extinction are an effective method for enhancing residents' quality of life and sense of belonging, strengthening regional brand identity, and building local competitiveness. local film festivals provide diverse cultural experiences for residents, serve as new platforms for filmmakers, and function as attractive regional tourism brands for leisure visitors, thereby facilitating cultural regeneration in both physical and economic aspects. However, negative opinions were raised regarding whether local film festivals can effectively attract non-resident populations, citing operational instability and difficulties in developing the film industry due to small-scale operations. Based on this, it was suggested that local film festival development guidelines should be established to gradually expand the scope of culture-led regeneration goals, using the host region, festival scale, and existing achievements as benchmarks.
Based on the findings of this study, the study proposes the following development guidelines necessary for operating a local film festival as an alternative for culture-led regeneration and countering regional extinction.
First, the brand identity of a local film festival should be planned based on the region's brand identity and local cultural resources, demonstrating strong cohesion throughout the festival.
Second, local film festivals should be operated with the goal of building and activating the local community, effectively drawing in the participation of local residents.
Third, local film festivals should be operated as annual projects. This not only provides local residents with ongoing opportunities to enjoy culture and the arts, rather than just temporary cultural event experiences, but also requires expanding the scale of the event to solidify the identity as a film resort city.
Fourth, the goals of local film festivals in terms of regional revitalization should be set based on culture-led regeneration in physical, economic, and socio-cultural aspects. While limitations on achievable goals may exist depending on each region's scale and characteristics, the growth and expected effects of local film festivals should be evaluated based on objective indicators beyond audience numbers, audience satisfaction, and economic ripple effects.
Fifth, local film festivals should aim to contribute to the local film industry to prevent regional extinction and increase the non-resident population. If local film festivals can be sustainably operated through the creation of stable jobs for festival staff and the development of various film industries, the festival's role can extend to increasing the non-resident population and the desire to settle.
This researcher focused on analyzing the Muju Film Festival and the Jeongdongjin Independent Film Festival as exemplary cases of domestic local film festivals, deriving elements that other local film festivals can benchmark. Furthermore, through in-depth interviews with public design experts and local film festival practitioners, the study facilitated multifaceted, in-depth discussions on regional depopulation and local film festivals, presenting guidelines for local film festival development.
However, there were limitations in comprehensively covering and analyzing all diverse local film festivals in Korea beyond the best practices. The development guidelines could not be applied to propose alternatives for other local film festivals lacking sufficient achievements in regional revitalization and culture-led regeneration. Furthermore, there was a limitation in that the perceptions and intentions of residents in the host regions or potential visitors were not reflected.
Nevertheless, this study holds significance in that it focused on cultural responses to regional extinction, shedding light on the role of domestic local film festivals in revitalizing local areas. It also explored development strategies for local film festivals aimed at enhancing regional competitiveness through collaboration with local communities. Based on this research, it is anticipated that concrete and systematic follow-up studies encompassing both academic achievements and practical applicability regarding local film festivals can be conducted. First, quantitative research is needed, such as surveying residents of host regions on their satisfaction with local film festivals and their willingness to settle there from a cultural perspective, or surveying potential audiences on their perceptions and demand for local film festivals. Furthermore, discussions on the developmental direction of festival operations should be held by actually applying evaluation plans and development guidelines to film festivals in other regions.
It is hoped that this study will help bridge the gap between festival organizers and local governments, contributing as a cultural alternative to regional extinction and a strategy for culture-led regional regeneration.
