‘진정한 지구촌’을 향해 나아가기 위해서는 ‘지구촌’이라는 본래의 의미를 초월해야 한다. 지구촌이라는 용어는 세계의 모든 형제자매가 서로가 서로에게 닫혀 있지 않고 가까운 이웃임을 나타내는 표현이다. 현대 사회는 정보·통신·교통 수단의 발달로 지리적 장소와 공간의 장벽을 뛰어넘어 사람과 사람 사이에 초(超)연결되어 지구촌을 실현하였지만, 지구촌이라는 말이 무색할 만큼 무관심과 혐오가 서로에게 만연하고 심화되는 양상을 보이고 있다. 사람 간의 내적인 유대는 점차 손상되어 가고 있는 결과를 낳았으며 지구촌은 개인주의와 이기주의가 팽배한 사회로 변모하여 타자를 ‘환대’하는 것이 아닌 ‘혐오’를 앞세워 열린 형제애의 본질을 상실했다. 이는 2018년 무사증으로 제주에 찾아온 ‘제주 예멘 난민 사태’ 안에서 찾아볼 수 있다. 한국 사회는 타자인 환대가 아닌 배척으로 ‘예멘 난민’을 응대했다. 난민을 배척하는 가장 큰 원인은 바로 ‘혐오’였다.
본고는 ‘제주 예멘 난민 사태’ 사안을 중점적으로 살펴봄으로써 난민에 대한 정의와 난민 발생의 원인에 대해 살펴볼 것이다. 그리고 제주 예멘 난민에 대한 혐오가 형성되는 과정과 그 혐오가 인식으로 자리 잡는 방식에 대해 분석해 보고자 한다. 그리고 이러한 혐오 문제를 타개하기 위하여 ‘시대의 징표’를 읽어내고 쇄신하고자 하는 가톨릭교회의 입장을 자세히 고찰하고자 한다. 이를 위해 제2차 바티칸 공의회 이전의 교회 문헌과 공의회 이후의 문헌 안에서 나타나는 이민과 난민을 향한 교회의 입장을 살펴볼 것이다. 그리고 교회 문헌을 바탕으로 이민과 난민에 관련한 현대 세 교황의 ‘세계 이주민과 난민의 날’ 담화문을 통해 지구촌에 전파하고 있는 가르침을 살펴볼 것이다.
이를 통해 본고는 난민 문제에 대한 교회의 방향성, 곧 반(反)-난민 정서를 극복하기 위한 교회의 가르침을 모색해 보고자 한다. 교회는 지구촌 모두가 하나의 운명 공동체로 연결되어 있다는 ‘연대성’과 공동 발전을 위한 ‘보조성’을 인식해야 한다. 그리고 지구촌 모든 구성원이 인간의 존엄성과 일치와 평화를 위한 ‘공동선’을 실현해야 한다. 이를 위해서 교회는 모든 인류가 하느님 백성으로서 상호 경청과 대화 안에서 연대하고 공동선을 건설하기 위한 ‘시노달리타스’의 원리에 입각하여 난민에 대한 혐오적인 태도를 배격하고 환대의 문화를 실천할 것을 촉구해야 한다.
본고를 통해 혐오의 문화가 사랑의 문화로 탈바꿈되어 모든 이들이 모든 이들을 환영하는 환대의 문화를 건설하기를 기대해 본다. 이를 통해 지구촌이 단순한 연결에 그치는 것이 아닌 서로를 향한 환대인 ‘개방’으로 이어져 ‘개방된 지구촌’으로 변모해야 할 것이다.

To move toward a ‘truly global village,’ we must transcend the meaning of the term ‘global village,’ which conventionally denotes a world where all brothers and sisters are closely connected as neighbors rather than isolated individuals. Contemporary society—despite its hyper-connectivity achieved through advancements in information, communication, and transportation—reveals a growing indifference and hostility that contradicts the very spirit of the term. The inner bonds between persons have increasingly deteriorated, transforming the global village into a society dominated by individualism and egoism, where hospitality has given way to hatred, and the essence of universal fraternity is being lost. This tendency is clearly evidenced in the 2018 case of the Yemeni refugees who arrived in Jeju under visa-free entry policies. Rather than responding with hospitality, Korean society largely reacted with rejection, rooted predominantly in disgust.
This paper focuses on ‘the influx of Yemeni refugees on Jeju’ as a case study to explore the definition and causes of refugee flows, analyze the formation of hate directed toward refugees, and examine how such hate becomes socially ingrained. To address this issue, the paper turns to the Catholic Church’s efforts to discern ‘the signs of the times’ and renew itself in response to the reality of migration. It investigates the Church teachings on migrants and refugees, as found in both pre- and post-Vatican II documents. Furthermore, it examines the messages of recent Popes delivered on ‘the World Day of Migrants and Refugees.’
Ultimately, this study seeks to identify the Church’s theological and pastoral direction in confronting anti-refugee sentiment. The Church must recognize the ‘solidarity’ that global community is united in a shared destiny and ‘subsidiarity’ to pursue co-development, while committing to the promotion of the common good, rooted in human dignity, unity, and peace. By embracing the principle of synodality, the Church is called to foster a culture of encounter and hospitality, rejecting attitudes of hatred and indifference.
Through this study, it is hoped that the prevailing culture of hatred in modern society may be transformed into a culture of love—one in which all people welcome one another. In doing so, the global village will evolve into an open global community, not merely connected by networks, but united in genuine hospitality and mutual openness.
