현대 산업의 발전과 함께 화학물질의 생산과 사용이 빠르게 증가하고 있으며 이에 따라 화학사고의 발생 가능성도 지속적으로 높아지고 있다. 화학물질은 산업 전반에서 널리 활용되고 있지만, 동시에 누출이나 폭발, 화재 등의 사고로 이어질 경우 인명과 재산, 환경에 심각한 피해를 초래할 수 있다. 국내에서는 「화학물질관리법」이 제정되어 화학물질의 등록, 평가, 관리 체계가 강화되었으나 여전히 전국에서 다양한 형태의 화학사고가 발생하고 있다. 이러한 사고는 단순히 사업장 내부의 문제에 그치지 않고, 인근 지역 주민과 취약계층에게까지 영향을 미치는 사회적 재난으로 확산되는 경우가 많다. 특히, 병원, 요양시설, 어린이집, 학교 등과 같이 스스로 대피가 어려운 사람들이 이용하는 재난취약시설은 화학사고 발생 시 피해 가능성이 높다.
그러나 현재의 화학사고 위해도 평가는 대부분 사업장의 내부 요인에 한정되어 있어 주변 지역이나 재난취약시설의 영향을 충분히 고려하지 못하는 한계를 지니고 있다. 이러한 한계를 극복하기 위해서는 화학물질 취급 사업장의 위해도를 평가할 때 단순히 물질이나 장비 중심의 기술적 지표뿐만 아니라, 지역사회의 특성까지 반영하는 포괄적인 평가체계가 필요하다.
이에 본 연구는 화학물질을 취급하는 사업장에서 발생할 수 있는 사고의 위해도를 보다 현실적이고 종합적으로 평가하기 위해 새로운 화학사고 위해도 평가 기준을 제시하고자 하였다. 특히 기존 평가 기준에 포함되지 않았던 재난취약시설의 수를 새로운 평가 항목으로 도입함으로써 사업장 중심의 평가에서 지역 중심의 평가로 확장하고자 하였다.
새로운 위해도 평가를 위한 연구의 임시 지역은 화학물질 배출량이 가장 많은 A지자체로 설정하였다. 해당 지역은 대규모 산업단지가 조성되어 있고, 인근에 다양한 재난취약시설이 분포되어 있어 화학사고의 영향 범위를 분석하기에 적합하다.
연구를 위해 화학물질안전원의 사고 통계자료, 지방자치단체의 연보, 관련 법규 및 제도를 활용하였으며 부족한 자료는 일부 화학물질 취급 사업장을 대상으로 설문을 진행하여 실태를 파악하였다.
연구는 국내외 화학사고 관련 기존 연구와 위해도 평가 체계를 검토하고 재난취약시설의 개념을 정리하며 해당 연구에서 사용할 재난취약시설의 정의를 확립하였다. 또한 화학물질 취급 사업장의 현황을 파악하고 사고이력, 취급물질 수, 연간 취급량, 사고대비물질 수 등 기존 평가 요소를 정리하며 기존의 위해도 평가를 우선적으로 진행하였다. 이후 기존 평가항목에 ‘재난취약시설 수’ 지표를 추가하고 가중치 설정 및 등급 구분 기준을 마련하여 새로운 평가체계를 설정하였다.
본 연구는 화학사고의 위험을 단순히 물질적으로만 판단하지 않고, 사고 발생 시 실제 피해가 미칠 수 있는 범위와 대상을 함께 고려함으로써 보다 현실적인 위해도 평가가 이루어질 수 있도록 하는 것에 의의를 둔다. 이를 통해 화학물질 취급 사업장의 안전관리 수준을 객관적으로 진단하고 지역 단위의 화학사고 예방 및 대응 정책 수립에 기초자료로 활용할 수 있는 방향을 제시하고자 한다. 또한 본 연구는 향후 재난약자 보호 중심의 지역 안전관리 체계를 구축하는 것에 기여하고 화학사고로 인한 사회적 피해를 최소화하기 위한 제도적기술적 방향을 마련하고자 하였다.

With the development of modern industry, the production and use of chemical substances have rapidly increased, and the likelihood of chemical accidents has also continued to rise. Although chemical substances are widely utilized across various industrial fields, accidents such as leaks, explosions, or fires can cause serious harm to human life, property, and the environment. In Korea, the Chemical Substances Control Act was enacted to strengthen the registration, evaluation, and management system of chemical substances. However, various types of chemical accidents still occur nationwide. These accidents often extend beyond individual workplaces and spread as social disasters that affect nearby residents and vulnerable groups. In particular, disaster-vulnerable facilities, such as hospitals, nursing homes, daycare centers, and schools—where people have difficulty evacuating on their own—are more likely to suffer severe damage in the event of a chemical accident. Nevertheless, current chemical accident risk assessments are mostly limited to internal factors within workplaces and fail to adequately consider the influence of surrounding areas or disaster-vulnerable facilities. To overcome these limitations, it is necessary to establish a comprehensive risk assessment system that not only focuses on technical indicators related to materials and facilities but also reflects the environmental and social characteristics of the surrounding community.
This study aims to propose a new chemical accident risk assessment method that evaluates the potential hazards of chemical-handling workplaces in a more realistic and comprehensive manner. In particular, the study expands the traditional workplace-centered evaluation by introducing the number of nearby disaster-vulnerable facilities as a new assessment factor, thereby shifting toward a regionally integrated approach. For the application of this new assessment model, the study selected Municipality A, which has the highest chemical emissions in the country. This region, characterized by large-scale industrial complexes and a high concentration of disaster-vulnerable facilities nearby, was deemed suitable for analyzing the spatial range of chemical accident impacts. Data were collected using the accident statistics provided by the National Institute of Chemical Safety, local government yearbooks, and relevant legal and institutional materials. Additionally, a survey was conducted among several chemical-handling workplaces to supplement insufficient data and to understand the actual management practices.
The study reviewed domestic and international research related to chemical accidents and existing risk assessment frameworks and defined the concept and scope of disaster-vulnerable facilities applied in this study. It also examined the current status of chemical-handling workplaces and organized key assessment elements such as accident history, the number of handled chemicals, annual handling volume, and the number of substances subject to accident preparedness. Based on these, a preliminary risk assessment was performed, and a new risk assessment framework was developed by adding the indicator of “number of disaster-vulnerable facilities” and establishing corresponding weighting and classification criteria.
The significance of this study lies in presenting a more practical risk assessment approach that considers not only the technical aspects of chemical accidents but also the actual scope and scale of potential impacts on surrounding communities. This study aims to provide a foundation for objectively diagnosing the safety management level of chemical-handling workplaces and to suggest directions for establishing regional chemical accident prevention and response policies. Furthermore, it seeks to contribute to building a community-based safety management system that prioritizes the protection of disaster-vulnerable groups and to propose institutional and technical directions to minimize the social damage caused by chemical accidents.
