본 연구는 일제강점기 말 병참 기지화 정책에 따라 인천 부평에 조성된 ‘산곡동(백마정) 영단주택’의 기록화와 근대적 주거가치를 규명하고자 한다. 백마정 영단주택 단지는 인천 최초의 근대적 계획 주거지로서 역사적 가치를 지니나, 2023년 전면 철거되어 현재는 물리적 실체가 소멸된 상태이다. 이에 본 연구는 철거 전인 2014년 실측 조사 보고서를 바탕으로, 산곡동(백마정) 영단주택의 단지 계획 및 건축적 특성을 분석하고 그 역사적 흔적을 기록 보존하는 데 목적이 있다. 주요 분석 결과는 다음과 같다.
첫째, 단지 계획적 측면에서 산곡동(백마정) 영단주택은 근대 도시계획 이론이 적용된 격자형 가구 구획과 위계적인 도로 체계(20m, 12m, 6m)를 갖추고 있었다. 특히 초기 건설된 ‘구(舊)사택’ 구역은 공용 공지와 공동 우물을 중심으로 6개 동이 집합을 이루는 단위 가곽(Block) 시스템을 구축하여 근대적 집합주거의 원형을 보여주었다.
둘째, 건축 계획적 측면에서 조선주택영단 표준설계도와 실제 시공 사례 간의 변용을 규명하였다. 구 사택은 표준형인 ‘무(戊)형(6평)’을 따르면서도, 도면상의 중복도 형식 대신 한국 전통의 ‘ㄱ자형 관서형 평면’을 채택하였다. 두 세대가 맞닿은 합벽 구조와 이를 통해 형성된 ‘ㅁ자형’ 지붕 구조는 전시 체제의 경제성과 한국 노무자들의 온돌 생활양식을 동시에 수용한 독특한 절충적 결과물로 분석된다.
셋째, 주거 변용의 측면에서 거주자의 필요에 따른 공간의 진화 과정을 확인하였다. 1960년대 불하 이후, 협소한 공간을 극복하기 위해 마당의 실내화와 도로변 증축이 지속적으로 이루어졌다. 이 과정에서 초기 계획된 사도는 유기적인 골목길로 변모하였으며, 이는 표준화된 공급 주택이 거주자의 삶에 맞춰 적응해 나가는 실증적 사례를 보여준다.
결론적으로 산곡동(구 백마정) 영단주택은 한국 근대 주거사에서 대단지 아파트 계획의 시초적 형태를 보여주는 핵심적 유산이다. 본 연구는 비록 사라진 건축물이지만, 2014년의 실측 기록을 학술적으로 재구성함으로써 향후 부평 캠프마켓(구 인천육군조병창) 공원화 및 근대 문화유산 기록화 사업을 위한 기초 자산으로서 중요한 의의를 지닌다.

English TranslationThis study aims to document the Sangok-dong (Baekmajeong) Yeongdan Housing Complex in Bupyeong, Incheon, which was developed under the logistics base expansion policy during the final period of Japanese colonial rule, and to elucidate its value as a form of modern housing. The Baekmajeong Yeongdan Housing Complex possessed significant historical value as one of the earliest examples of planned modern residential areas in Incheon; however, it was entirely demolished in 2023 and no longer retains its physical existence.Accordingly, this study is based on an on-site measured survey report conducted in 2014, prior to the demolition. Using this material as a primary source, the research analyzes the site planning and architectural characteristics of the Sangok-dong (Baekmajeong) Yeongdan Housing Complex and aims to document and preserve its historical traces. The main findings of the analysis are as follows.First, from the perspective of site planning, the Sangok-dong (Baekmajeong) Yeongdan Housing Complex featured a grid-based block structure and a hierarchical road system (with widths of 20 m, 12 m, and 6 m) informed by modern urban planning principles. In particular, the early-developed “old official housing” area adopted a unit block system in which six buildings were clustered around shared open spaces and communal wells, illustrating an early prototype of modern collective housing.Second, from an architectural planning perspective, this study identifies transformations between the standard design drawings of the Joseon Housing Corporation (Yeongdan) and the actual built forms. While the old official housing followed the standard “Type Mu (戊型, 6 pyeong)” model, it departed from the corridor-centered layout indicated in the design drawings and instead adopted an L-shaped official-residence plan derived from traditional Korean housing forms. The party-wall structure shared by two dwelling units, together with the resulting courtyard-like roof configuration, represents a distinctive hybrid architectural outcome that simultaneously accommodated the economic constraints of the wartime system and the ondol-based living practices of Korean laborers.Third, with regard to residential transformation, the study confirms an evolutionary process of spatial modification driven by residents’ needs. Following the privatization of the housing units in the 1960s, continuous alterations—such as the enclosure of courtyards and extensions along roadways—were undertaken to overcome spatial limitations. During this process, originally planned private roads gradually transformed into organic alleyways, providing empirical evidence of how standardized mass-produced housing adapted to everyday life.In conclusion, the Sangok-dong (former Baekmajeong) Yeongdan Housing Complex constitutes a key heritage asset in the history of modern Korean housing, demonstrating a formative model for large-scale apartment-style residential planning. Although the physical structure has disappeared, this study reconstructs the 2014 measured survey records in an academic framework, thereby offering an important foundational resource for future projects related to the park development of the Bupyeong Camp Market (former Incheon Army Arsenal) and the documentation of modern cultural heritage.
