    정부는 기후위기 대응을 위한 농업 분야 탄소중립 실현 전략 중 하나로 2014년부터 저탄소 농산물 인증제를 국가인증제로 지정하여 운영하고 있다. 저탄소 농산물 인증을 국가인증으로 운영한 지 10년이 지났으나, 전체 농산물 대비 저탄소 농산물이 차지하는 비율은 미흡하며, 재인증률도 저조하다. 따라서, 저탄소 농산물 인증 활성화 방안 마련이 중요한 시점이다. 본 연구는 저탄소 인증 농가를 대상으로 저탄소 농산물 인증의 애로사항, 사전인증 요건 필요성, 기회비용과 WTA 등에 대한 인식조사를 수행하여, 저탄소 농산물 인증 활성화 방안을 제시하는 데 목적이 있다. 이를 위해 한국농업기술진흥원의 협조를 받아 2025년 상반기를 기준으로 저탄소 농산물 인증을 취득하여 유지하고 있는 농가를 대상으로 설문을 실시하고, 저탄소 농산물 인증 유지 의향과 WTA 영향 요인 분석을 진행하였다. 본 연구의 주요 결과를 요약하면 다음과 같다. 첫째, 저탄소 농산물 인증 취득 이유로 온실가스 감축을 통해 환경보존에 공헌할 수 있어서(56.7%; 응답자 기준)가 가장 많았으며, 인증 취득 시 애로사항으로는 인증 취득으로 인해 추가로 얻을 수 있는 혜택이 작다는 응답(69.2%; 응답자 기준)이 가장 높게 나타났다. 이는 저탄소 인증 농가가 제공하는 공적 편익에 비해 얻을 수 있는 경제적 혜택이 작음을 시사한다. 따라서, 인증 농가가 추후 저탄소 인증을 포기하지 않도록 인센티브 지원 정책을 확대해야 한다. 둘째, 저탄소 인증 농가의 82.0%가 저탄소 농산물 사전인증 요건이 필요하다고 인식하였으며, 필요 이유로는 사전인증이 있어야만 저탄소 농산물의 경쟁력을 확보할 수 있다는 응답이 가장 높게 나타났다. 따라서 저탄소 농산물이 친환경농산물과 GAP 농산물의 프리미엄급 농산물로 작용하기 위해서는 가격 및 품질 차별화가 이루어져야 한다. 이를 위해서는 적정 수준의 고가 전략이나 친환경농산물 및 GAP 농산물의 프리미엄급 농산물임을 홍보하는 품질 차별화 전략을 마련해야 한다. 셋째, 저탄소 농산물 인증 유지 의향 영향 요인 분석결과, 저탄소 농산물 사전인증이 필요하다고 인식할수록 저탄소 농산물 인증 유지 의향이 낮아지는 것으로 나타났다. 저탄소 농산물 인증 취소 사유의 대부분이 사전인증 유효기간 만료임을 고려할 때, 저탄소인증 농가 중 사전인증 유효기간 만료가 다가오는 농가에게 사전인증 갱신을 권유하는등의 사후관리 대책을 세울 필요가 있다. 넷째, 저탄소 농산물 인증 취득 및 유지 시 발생하는 기회비용의 중요도 인식조사 결과, 모든 비용에 대해 보통에서 중요한 편이라고 응답하였으며, 그중 생산비를 가장 중요하게 인식하였다. 따라서, 생산비를 줄일 수 있도록 유기농업자재 지원사업과 유사하게 저탄소농업자재 지원사업을 운영하여 저탄소 농업기술 도입 시 보조금을 지원하는 등의 방안을 마련해야 한다. 마지막으로, 저탄소 농산물 WTA 영향 요인 분석결과, 거래비용을 중요하게 인식할수록 일반 관행 농산물 대비 저탄소 농산물 WTA가 커지는 것으로 나타났다. 향후 저탄소농산물 인증 관리기관(한국농업기술진흥원)은 거래비용 부담으로 저탄소 인증을 포기하는 농가가 발생하지 않도록, 고정 거래처를 발굴하여, 저탄소 농가가 안정적인 판로를확보할 수 있도록 해야 한다. 또한, 거래처와 저탄소 농가 간 거래가 원활하게 이루어지고 있는지 감독할 필요가 있다.

    Since 2014, the government has operated a national certification system for low-carbon agricultural products as a key strategy to achieve carbon neutrality in the agricultural sector in response to the climate crisis. Despite a decade of operation, the proportion of low-carbon agricultural products relative to total agricultural output remains insufficient, and recertification rates are notably low. Consequently, it is imperative to devise strategies to promote the adoption of low-carbon agricultural product certification. This study aims to propose measures for activating low-carbon agricultural product certification by surveying certified low-carbon farmers regarding the challenges associated with certification, the perceived necessity of pre-certification requirements, and their perceptions of opportunity costs and willingness to accept (WTA). To achieve this, a survey was administered to farmers who had obtained and maintained low-carbon agricultural product certification as of the first half of 2025 with the cooperation of the Korea Agriculture Technology Promotion Agency (KOAT), and an analysis was conducted to identify factors influencing farmers’ intention to maintain low-carbon certification and their WTA. The main results of this study are summarized as follows. First, the most frequent reason cited for obtaining low-carbon agricultural product certification was the desire to contribute to environmental preservation through greenhouse gas reduction (56.7% of respondents), while the primary challenge identified during the certification process was the perception that the additional benefits gained from certification were negligible (69.2% of respondents). This suggests that the economic benefits accruing to certified low-carbon farmers are modest compared to the public benefits they provide, indicating the need to expand incentive-based support policies to encourage certified farmers to maintain their low-carbon status. Second, 82.0% of certified low-carbon farmers recognized the necessity of pre-certification requirements for low-carbon agricultural products, and the most common rationale for this perception was that pre-certification is essential for securing the competitiveness of low-carbon agricultural products. Therefore, for low-carbon agricultural products to function as premium offerings alongside eco-friendly and GAP-certified products, price and quality differentiation strategies such as premium pricing or campaigns emphasizing their superior value should be implemented. Third, the analysis of factors influencing the intention to maintain low-carbon agricultural product certification revealed that a stronger perception of the necessity for low-carbon agricultural product pre-certification was associated with a lower intention to maintain certification. Considering that most certification cancellations occur due to the expiration of the pre-certification validity period, follow-up management measures should be established, including encouraging pre-certification renewal among certified farmers approaching the expiration of their validity periods. Fourth, a survey on the perceived importance of opportunity costs incurred during the acquisition and maintenance of low-carbon agricultural product certification indicated that all cost categories were considered to be of moderate to significant importance, with production costs perceived as the most critical. Accordingly, strategies should be developed to reduce production costs, such as operating a low-carbon agricultural material support program similar to the organic agricultural material support program to subsidize the adoption of low-carbon agricultural technologies. Finally, the analysis of factors influencing the WTA for low-carbon agricultural products showed that a greater perceived importance of transaction costs led to a higher WTA for low-carbon agricultural products compared to conventionally grown products. Therefore, the managing agency for low-carbon agricultural product certification, the Korea Agency of Education, Promotion and Information Service in Food, Agriculture, Forestry and Fisheries, should proactively identify stable buyers to ensure that low-carbon farmers can secure reliable sales channels and prevent farmers from abandoning low-carbon certification due to transaction cost burdens, while also monitoring the smooth flow of transactions between buyers and low-carbon farmers.
