4차 산업혁명의 진전에 따라 장애 학생의 디지털 접근성이 향상되면서, 일상 활동과 사회 참여의 기회가 확대되고 있다. 이러한 변화 속에서 AI·SW(인공지능·소프트웨어) 교육은 장애 학생의 정보 접근성과 자립성을 높이는 핵심 요소로 부상하였다. 그럼에도 불구하고 현장에서는 장애 학생을 위한 AI·SW 교육 기회가 충분하지 않고, 특수교육 맥락에 적합한 교수·학습자료 역시 제한적인 실정이다.
초등학교의 경우 2022 개정 교육과정에서 디지털·AI·정보 영역이 강화되었으나, 독립 교과로서의 운영은 학교 여건에 좌우되며 학교자율시간을 활용하여 최소 34시간 이상 AI·정보 수업이 필수 편성되어야 한다고 명시되어 있다. 반면 특수교육 교육과정은 ‘장애 특성 및 요구에 따른 맞춤형 교육 강화’를 표방하지만, AI·SW 영역의 별도 성취기준이나 전용 교수·학습 내용은 상세히 제시되어 있지 않다. 이로 인해 장애 학생이 실제로 AI·SW 기술을 활용한 문제 해결 과정을 경험하고, 컴퓨팅 사고를 적용하는 수업을 운영하기 위한 교수 전략과 자료가 현저히 부족하다.
특수교육 교육과정에서 일부 교과에서는 ‘장애 유형별 지도·학습과 평가의 방향’을 통해 조정 원칙을 제공하지만, 정보 교과 영역에서는 해당 지침이 충분히 마련되어 있지 않다. 또한 2022 개정 교육과정에서 중·고등학교 정보 교과서의 AI·SW 단원은 다양한 사례를 담고 있으나, 전반적으로 이론 중심·학습자 중심 활동 비중이 높아 특수학생 대상의 실제 적용 가능성이 제한된다. 이로 인해 교사는 수준별·장애 유형별 수업 설계에 어려움을 겪는다.
본 연구는 이러한 공백을 보완하고자 중·고등 특수교육 정보 영역을 준거로 분석하여 초등 특수교육 맥락에 적용 가능한 방향성을 도출하고, 시각·청각·지적·지체 장애 초등학생을 대상으로 성취기준 10개를 개발하였다. 성취기준에 근거하여 아날로그 코딩-블록형-텍스트 코딩으로 이어지는 수준별 교재를 구성하고, 체험 중심 활동을 강화하기 위해 코딩 로봇 알버트(Albert)를 도입하였다.
현장 검증은 특수학급을 운영하는 초등 14곳(지적 13, 지체 13)에서 9-11월 동안 주 1회 2시간, 총 10주 20시간으로 진행되었다. 현장 수업 결과 학생들의 성취 기준 도달도를 확인하기 위해 성취도는 관찰 중심의 3수준 루브릭(상·중·하)으로 평가하였다. 현장 적용 결과, 참여 학생들은 실생활 문제를 절차적으로 분석하고 논리적으로 해결하는 수행에서 유의미한 개선을 보였다. 이는 장애 유형별 특성과 학습 특성을 반영한 맞춤형 AI·SW 교육이 초등 특수학생의 컴퓨팅 사고력과 문제 해결력 향상에 효과적인 접근임을 시사한다.

With the advancement of the Fourth Industrial Revolution, the digital accessibility of students with disabilities has improved, expanding opportunities for daily activities and social participation. Amid these changes, AI and software (AI·SW) education has emerged as a key factor in enhancing information accessibility and independence for students with disabilities. Nevertheless, in practice, there remains a lack of sufficient AI·SW education opportunities for students with disabilities, as well as limited teaching and learning materials suitable for the context of special education.
In elementary schools, the 2022 revised curriculum has strengthened the digital, AI, and information domains. However, their operation as independent subjects depends on school conditions, and it is stipulated that at least 34 hours of AI and information classes must be organized using school discretionary hours. On the other hand, the special education curriculum emphasizes “enhancing customized education based on the characteristics and needs of disabilities,” but does not provide detailed achievement standards or dedicated instructional content for AI·SW education. As a result, there is a significant lack of instructional strategies and materials that allow students with disabilities to experience problem-solving processes using AI·SW technologies and apply computational thinking in practice.
While some subjects within the special education curriculum offer adjustment principles through “guidelines for teaching, learning, and assessment by disability type,” such guidance is insufficient in the information subject area. Moreover, the AI·SW units in middle and high school information textbooks developed under the 2022 revised curriculum include various examples, but they remain largely theoretical and learner-centered, making them difficult to apply effectively to students with disabilities. Consequently, teachers face challenges in designing lessons differentiated by level and disability type.
To address these gaps, this study analyzed the information domain of middle and high school special education as a reference and derived directions applicable to the elementary special education context. Based on this, ten achievement standards were developed for elementary students with visual, hearing, intellectual, and physical disabilities. The study also designed level-based teaching materials progressing from analog coding to block-based and text-based coding and introduced the coding robot “Albert” to strengthen experiential learning activities.
Field validation was conducted in 14 elementary schools operating special classes (13 for intellectual disabilities and 13 for physical disabilities) once a week for 2 hours over a 10-week period from September to November (a total of 20 hours). To assess students’ achievement levels, a three-level rubric (high, medium, low) was used. The results of classroom application showed that participating students demonstrated significant improvement in analyzing real-life problems procedurally and solving them logically. This suggests that customized AI·SW education reflecting the characteristics and learning needs of each disability type is an effective approach for enhancing computational thinking and problem-solving skills among elementary students with disabilities.
