본 연구는 COTS(Commercial Off-The-Shelf) EEE(Electrical, Electronic, and Electromechanical) 부품의 우주 적용 확대에 대응하여, NASA와 ESA의 상향선별 정책을 비교·분석하였다. 이를 기반으로 시험 중심과 공정 중심 접근을 통합한 상향선별 통합관리모델(Hybrid Up-screening Management Model, HUMM)을 제안하였다. HUMM은 시험지수(), 공정지수(), 정책지수()로 구성된 정량화 지수체계를 기반으로, 상향선별의 세 관리요소를 상호 연계하는 3중 루프 관리체계를 구성한다. 본 모델은 기존의 단순 시험 효율 분석에서 확장하여, 정책의 이행도와 공정의 품질성숙도를 포함하는 데이터 기반 평가체계로 설계되었다.
GNSS/IMU 항법장치(LEO 500 km, 3년 임무)를 대상으로 수행한 시뮬레이션 결과, NASA형(시험 중심), ESA형(공정 중심), Hybrid형(통합형) 세 시나리오 중 Hybrid형의 HUMM 지수는 0.78, 예측 신뢰도 로 산출되어 요구 신뢰도()를 만족하였다. 이는 NASA의 실증적 시험 검증 철학과 ESA의 예방적 공정관리 철학을 병렬적으로 고려할 때, 상향선별 관리의 효율성과 정책 피드백 일관성이 동시에 향상될 수 있음을 의미한다.
결과적으로 HUMM은 시험–공정–정책 간의 상호피드백을 정량적으로 표현하는 데이터 기반 정책평가 모델(Data-driven Policy Evaluation Model)로 기능하며, 기관별 상향선별 절차의 정합성 검토와 정책 효율성 분석에 활용될 수 있다. 이는 향후 COTS EEE 부품의 우주적용 표준화 및 국제 공동정책 수립을 위한 정량적 평가체계로 발전할 수 있음을 시사한다.

This study compares and analyzes the up-screening policies of NASA and ESA in response to the increasing adoption of Commercial Off-The-Shelf (COTS) Electrical, Electronic, and Electromechanical (EEE) components for space applications. Based on this analysis, a Hybrid Up-screening Management Model (HUMM) is proposed, integrating test-centric and process-centric approaches. HUMM employs a quantitative index framework composed of the Test Index (), Process Index (), and Policy Index (), forming a triple-loop management structure that interlinks the three key elements of up-screening. The model extends beyond traditional test-efficiency evaluations and establishes a data-driven assessment scheme that incorporates policy compliance and process maturity.
A simulation performed for a GNSS/IMU navigation unit operating in a 500-km LEO environment for three years demonstrates that among the NASA-type (test-centric), ESA-type (process-centric), and Hybrid-type (integrated) scenarios, the Hybrid approach yields a HUMM score of 0.78 with a predicted reliability of approximately R ≈ 0.92, satisfying the mission requirement of R > 0.9 over three years. These results indicate that combining NASA’s empirical test-verification philosophy with ESA’s preventive process-control philosophy improves both up-screening efficiency and policy-feedback consistency.
Consequently, HUMM functions as a data-driven policy evaluation model that quantitatively represents the feedback interactions between testing, processes, and policy, supporting the assessment of alignment and effectiveness in agency-specific up-screening procedures. This suggests its potential as a quantitative framework for future standardization and international cooperative policy development concerning COTS EEE components in space systems.
