본 연구는 대내외 경제 불확실성이 심화되는 가운데, 부산 중소기업 밀집지역 기 업들이 직면한 경영환경의 변화가 실제 지역경제 실물 지표와 어떠한 동태적 연 계성을 갖는지 실증적으로 규명하였다. 특히 최근 고금리·고물가 기조의 장기화와 내수 침체로 인해 기업의 비용 부담이 가중되고 수요 위축이 심화되는 상황에서, 기존의 거시지표만으로는 포착하기 어려운 현장의 체감경기를 심층적으로 분석할 필요성이 제기된다. 이에 본 연구는 2023년 상반기부터 2025년 상반기까지 수행된 반기별 중소기업 실태조사(표본오차 ±4.86~±5.75%) 데이터와 부산 지역의 제조업 생산지수, 기업경 기실사지수(BSI), 수출입 실적, 전력사용량 등 주요 지역경제 지표를 결합하여 연 계성 분석을 수행하였다. 이를 통해 기업의 주관적 경영 애로사항과 객관적 경제 지표 간의 상관관계 및 구조적 괴리를 입체적으로 분석하였다. 분석 결과, 연구 기간 동안 중소기업들은 내수 부진과 인건비 상승을 지속적인 핵심 애로요인으로 지목하였으며, 이는 단순한 일시적 경기 변동이 아닌 노동시장 불안정과 지역 산업 구조의 취약성과 밀접하게 연계되어 있음을 확인하였다. 특히 주목할 점은, 분석 기간 중 일부 거시적 실물경제 지표가 개선 흐름을 보였음에도 불구하고, 이것이 개별 중소기업의 실질적인 체감경기 회복이나 매출 증대로 전이 되지 못하는 ‘체감경제와 실물경제 간의 괴리(Decoupling)’ 현상이 지속되고 있다 는 사실이다. 본 연구는 중소기업 밀집지역이라는 공간적 특성을 반영한 실태조사 데이터를 시계열적으로 축적하고, 이를 거시 지표와 연계 분석함으로써 현장의 목소리와 실 물경제의 간극을 구조적 관점에서 실증했다는 데 학술적 의의가 있다. 이러한 분 석 결과를 바탕으로 본 연구는 단기적인 자금 지원을 넘어, 고용 안정성 확보, 내 수 기반의 질적 강화, 그리고 금융 접근성 제고를 포함한 중장기적이고 구조적인 정책 대응이 시급함을 제언한다. 주요어: 중소기업 밀집지역, 체감경제, 실물경제, 연계성 분석, 부산 경제

This study empirically investigates the dynamic relationship between changes in the business environment faced by firms located in Busan’s SME clusters (or SME-concentrated areas) and key indicators of the regional real economy under heightened domestic and external economic uncertainty. Amid a prolonged phase of high interest rates and inflation, combined with a deepening slump in domestic demand, SMEs have been exposed to rising cost burdens and weakening demand. Against this backdrop, the study highlights the need to analyze in greater depth the micro-level (or on-the-ground) economic sentiment of firms—which cannot be fully captured by conventional macroeconomic indicators alone.
To this end, the analysis integrates semiannual SME survey data collected from the first half of 2023 to the first half of 2025 (sampling error: ±4.86%–5.75%) with core regional economic indicators for Busan, including the manufacturing production index, the Business Survey Index (BSI), trade statistics, and electricity consumption. By combining these datasets, the study examines the correlations and structural gaps between SMEs’ subjective perceptions of business difficulties and objective real-economic indicators.
The empirical results show that, throughout the study period, SMEs consistently identified sluggish domestic demand and rising labor costs as their most critical management challenges. These factors are closely associated not with short-term cyclical fluctuations, but with structural vulnerabilities embedded in the local industrial economy and labor market instability. Notably, even in periods when certain macro-level real-economic indicators, such as manufacturing production or exports, exhibited signs of improvement, these positive signals did not translate into a tangible recovery in perceived business conditions or sales performance at the firm level. This points to a persistent “decoupling” between economic sentiment and real economic activity.
The study contributes to the literature by constructing a time-series dataset based on field surveys tailored to SME clusters and linking it with regional macroeconomic indicators, thereby empirically identifying the structural gap between micro-level perceptions and real-economic dynamics. Based on these findings, the study argues that policy responses must go beyond short-term liquidity support and instead focus on medium- to long-term structural measures, including strengthening employment stability, enhancing the quality and resilience of the domestic demand base, and improving SMEs’ access to finance.
