The purpose of this study is to understand a series of changes in the EU's migration and refugee policy in the face of rapidly increasing migration and refugee problems, and to derive implications and implications for us, where refugee applications are increasing for various reasons such as aging, low birth rate, war, and climate crisis. In the process, it is particularly noteworthy that the main contents of the agreement change as the EU's migration and refugee policy develop. In particular, looking at the factors that cause related policies to change and analyzing the limited circumstances that led to such change will be a precedent that can be applied to our situation where the wave of migration is intensifying. In particular, policy analysis is used to examine the process, main contents, and causes that led to the results of the New Immigration Agreement to be implemented in 2026. This thesis is structured as follows. It first examines the theories related to multi-level governance, migration control, and migration- and refugee-awareness policies. It then investigates the legal and institutional characteristics of the European Union and analyzes cases of domestic implementation within member states to assess the potential for securing practical effectiveness. The study also reviews the development of EU migration and asylum policies through the Schengen Agreement, the Dublin system, and the Common European Asylum System (CEAS), with particular focus on the content of the New Pact on Migration and Asylum. By analyzing how member states have implemented policies throughout the evolution of EU migration and asylum governance, the thesis identifies the factors that have influenced the transformation of EU policies from the perspectives of multi-level governance and migration control. Throughout this process, it emphasizes that the EU must formulate policies at the Union level while simultaneously taking into account the need for domestic legal adaptation suited to each member state's specific context. As shown through the analysis of the evolution and driving factors of the European Union’s refugee policy, migration and asylum policies must be formulated and implemented through the involvement of multiple actors. In this context, it is essential to develop policies grounded in a migration and refugee responsive policy.
