본 연구는 보이텔스바흐 합의의 세 원칙(교화 금지, 논쟁성 보장, 학습자 이해관계 고려)을 기독 대안학교의 교육 맥락 속에서 재해석하여, 학습자의 도덕적·시민적 판단 능력을 촉진할 수 있는 통일교육 수업 설계 모형을 탐색하는 데 목적이 있다. 국내 통일교육은 통일의 필요성과 당위성을 전달하는 데 치우쳐 논쟁적 사안 중심의 탐구와 학생 주도적 논의가 충분히 이루어지지 못했다는 비판을 받아왔다. 특히 가치가 충돌하는 복합적 사안에서 학습자의 자율적 판단과 관점 전환을 촉진하기 위한 구조적 지원이 부족한 상황이다. 이에 본 연구는 KMDD(Konstanz Method of Dilemma Discussion)의 단계적 논증 구조를 도입하여, 통일교육을 학습자의 성찰·참여·상호이해 중심으로 재구성할 필요가 있다는 문제의식을 바탕으로 수행되었다.
연구 방법은 사례 연구(case study)를 채택하였으며, 프로그램 개발에는 ADDIE 모형의 분석–설계–개발–실행–평가 절차를 적용하였다. ‘분석’ 단계에 서는 국내외 통일교육 문헌을 검토하여 교육 내용과 교수·학습 방식의 한계를 도출하고, KMDD가 보이텔스바흐 합의의 원칙을 실질적으로 구현할 수 있는 이론적 기반임을 확인하였다. 이어 ‘설계’ 단계에서는 한국적 통일 맥락과 기독 대안학교의 교육적 특성을 반영하여 수업 목표, 딜레마 구성 요소, 논의 절차, 성찰 활동을 구조화하였다. ‘개발’ 단계에서는 독일 통일의 실제 사례를 재구성하여 마련한 두 가지 딜레마 주제(‘통일 후 국기 선택’, ‘통일세 도입’)를 중심으로 총 7차시의 KMDD 기반 통일교육 프로그램을 구체화하였다. 이 과정에서 학습자의 발달 수준, 소규모·통합학년제 학급의 구조, 기독 대안학교의 신앙 기반 성찰 문화 등을 고려하여 학습 흐름을 조정하였다.
연구는 대전 소재 T기독 대안학교에서 수행되었으며, 통일 문제에 자발적 관심을 보인 4명의 중·고등 통합학년제 학습자가 참여하였다. 수업은 2025년 10월 2주간 집중 운영되었으며, 딜레마 제시-입장 형성-근거 탐색-반대 입장 전환 논증-전체 토론-성찰 활동의 순서로 진행되었다. 자료는 수업 관찰 기록, 활동지, 근거 정리 시트, 성찰 저널, 음성 녹음 자료 등 다양한 유형을 포괄적으로 수집하여 학습 경험을 다각도로 파악하였다. 분석은 반복적 비교 분석과 주제 분석을 활용하였으며, 특히 논의 과정에서 나타난 주장 전개, 상대 의견 검토, 반박과 재구성 등 논증적 상호작용의 특징을 살펴보기 위해 논증 과정을 평가할 때 일반적으로 고려되는 상호작용 요소들을 중심으로 분석하였다. 이는 KMDD의 단계적 절차 속에서 자연스럽게 발현되는 발화 패턴과 상호이해 과정이 실제 수업 장면에서 어떻게 나타나는지를 파악하는 데 활용되었다.
연구 결과, KMDD 기반 통일교육 수업은 세 가지 주요 학습 경험을 생성하였다. 첫째, 학습자들은 통일 관련 논쟁적 사안을 자신의 삶의 맥락과 신앙적 가치, 공동체 의식의 관점에서 재해석하며 의미 구성을 수행하였다. 이는 단순한 사실 이해를 넘어, 통일 문제를 개인적 정체성과 사회적 책임의 문제로 연결하는 심층적 이해로 이어졌다. 둘째, 찬반 입장의 교차, 상대 주장에 대한 검토와 반박, 근거의 확장과 재구성 등 논증 과정에서 일반적으로 고려되는 상호작용 요소들이 KMDD 절차 속에서 자연스럽게 확인되었다. 이러한 상호 작용은 학습자들이 다양한 관점을 탐색하고 자신의 입장을 정교화하며, 논의를 표면적 수준에서 심층적 수준으로 발전시키는 데 핵심적 역할을 하였다. 소규모·통합학년제 학습 환경은 발화 기회의 균등성을 높여 주었으며, 이는 KMDD의 논증적 상호작용을 보다 풍부하게 드러내는 조건으로 작용하였다. 셋째, 성찰 단계에서는 학습자들이 통일을 정책적 선택의 문제가 아니라 도덕적·시민적 판단의 문제로 재구성하였으며, 통일 이후 사회 통합, 공동체 책무성, 신앙적 실천과 같은 고차적 성찰이 나타났다. 이는 KMDD 논의 과정에서 경험한 인지적 갈등과 관점 전환이 성찰 활동을 통해 확장된 의미 생성으로 이어졌음을 보여준다.
본 연구는 통일교육 분야에서 보이텔스바흐 합의의 원칙과 KMDD 절차를 통합적으로 적용한 사례로써, 학습자의 자율적 판단과 성찰적 참여를 촉진하는 수업 설계 모형의 가능성을 제시하였다. 또한 기독 대안학교 맥락에서 KMDD 기반 통일교육이 효과적으로 운영될 수 있음을 실증적으로 보여줌으로써, 소규모· 통합학년제 학습 환경과 신앙 기반 교육문화가 논쟁적 사안 중심 수업의 실행 가능성을 높이는 중요한 요소임을 확인하였다. 본 연구는 통일교육의 방향성을 학생 참여 중심·성찰 중심으로 전환하는 데 실천적 근거를 제공하며, 향후 다양한 학교급과 학습자 집단을 대상으로 KMDD 기반 수업을 확장 적용하여 그 교육적 효과를 체계적으로 검증할 필요성이 있음을 제안한다.

This study aims to explore an instructional model for unification education that applies the three principles of the Beutelsbach Consensus— prohibition of indoctrination, guarantee of controversy, and consideration of learners’ interests—within the educational context of a Christian alternative school. Recognizing that unification education in Korea has often been criticized for its emphasis on normative transmission rather than inquiry into controversial issues, this study sought to reconstruct unification education as a learner-centered and reflection-oriented process. To this end, the Konstanz Method of Dilemma Discussion (KMDD) was adopted as a procedural framework for promoting moral and civic judgment, perspective-taking, and deliberative interaction among students.
The study employed a case study approach and followed the ADDIE model (Analysis, Design, Development, Implementation, Evaluation) throughout the process of developing a seven-session unification education program based on KMDD. In the analysis phase, the study identified limitations in existing unification education practices and examined the theoretical compatibility between KMDD and the principles of the Beutelsbach Consensus. During the design and development phases, two dilemma topics “Selecting the National Flag After Unification” and “Introducing a Unification Tax” were constructed by adapting cases from German unification, while considering learners’ developmental characteristics, the small-scale and mixed-grade classroom structure, and the school’s faith-oriented reflective culture.
The program was implemented in a Christian alternative school (T School) in Daejeon with four voluntarily participating middle and high school students who had expressed interest in unification issues. Across two weeks in October 2025, students engaged in the structured KMDD sequence of dilemma presentation, position-taking, evidence exploration, cross-position argumentation, whole-class discussion, and reflective activities. Data were collected through classroom observations, student worksheets, evidence organization sheets, reflective journals, and audio recordings. The analysis was conducted through iterative comparative analysis and thematic analysis, focusing particularly on patterns of argumentative interaction that are generally considered in discussions of deliberative discourse-such as the crossing of opposing positions, examination and countering of others’ claims, and the expansion and reconstruction of reasons-as they naturally emerged within the KMDD process.
The findings revealed three major categories of learning experiences. First, students reconstructed the meanings of unification-related controversial issues by drawing upon their personal values, faith identities, and sense of social responsibility, thereby establishing deeper and more contextualized understandings. Second, the procedural structure of KMDD facilitated the emergence of key elements of argumentative interaction exchanging opposing views, examining and countering arguments, and expanding or reorganizing reasons which enabled the discussion to move beyond surface-level opinions toward more substantive and thoughtful deliberation. The small-scale and mixed-grade environment provided ample opportunities for balanced participation and contributed to the depth of interaction. Third, in the reflection phase, students reframed unification not merely as a matter of policy choice but as an issue of moral and civic judgment, leading to extended reflections on social integration, communal responsibility, and faith-informed ethical practice.
This study demonstrates that the Beutelsbach Consensus and the KMDD procedural framework can serve as meaningful foundations for fostering autonomous judgment and reflective participation in unification education. It further shows that the characteristics of Christian alternative schools such as small class size, integrated grade structures, and a culture of spiritual reflection can function as supportive conditions for implementing and deepening controversy-based instruction. By presenting an applied case of KMDD-based unification education in a Christian alternative school, this study offers practical implications for shifting unification education in Korea toward a more participatory, deliberative, and reflective approach. Future research should extend the application of KMDD to diverse school contexts and learner groups in order to examine its broader pedagogical potential within unification education.
