최근 기후변화와 도시화의 영향으로 집중호우의 발생 빈도와 강도가 증가함에 따라, 도시 지역에서는 불투수면적 확대에 따른 첨두유출 증가와 물순환 왜곡 문제가 심화되고 있다. 이에 대응하기 위한 대안으로 저영향개발(Low Impact Development, LID) 기법이 주목받고 있으며, 그중 투수성 포장은 강우 시 우수를 포장 내부로 유입시켜 침투ㆍ저류ㆍ지연 배수를 유도할 수 있는 대표적인 침투형 LID 요소기술로 활용되어 오고 있다. 기존 연구에서는 투수성 포장의 수문학적 성능을 평가하기 위해 주로 총 유출량 저감률이나 첨두유출량 감소율과 같은 단일 지표를 통해 평가해 왔으나, 이러한 평가지표는 유출시작시간, 유출종료시간과 같은 물순환 개선 효과를 충분히 반영하지 못하는 한계를 가진다. 이에 본 연구에서는 투수성 포장의 물순환 개선 효과를 보다 종합적이고 정량적으로 평가하기 위해, 동일한 강우 조건 하에서 불투수면과 투수성 포장을 대상으로 유출 실험을 수행하고, 유출곡선의 시간적 특성을 반영할 수 있는 새로운 성능 평가 지표를 제안하였다. 제안된 물순환성능개선지수(Water Circulation Performance Improvement Index, WCPI) 총 유출량, 평형유출량, 유출시작시간, 유출종료시간 등을 반영하여 유출 과정 전반의 시간적 변화를 반영할 수 있도록 구성되었다. 실험 결과, 투수성 포장은 불투수면에 비해 유출이 지연되고 완만하게 분산되는 경향을 나타냈으며, 이러한 시간적 유출 특성 차이는 제안된 WCPI를 통해 보다 정량적으로 확인할 수 있었다 이는 기존의 단일 지표 기반 평가 방식에서 투수성 포장의 물순환 개선 효과가 충분히 드러나지 않을 수 있음을 시사하며, WCPI가 이러한 한계를 보완할 수 있는 평가 지표임을 의미한다. 따라서 본 연구에서 제안한 WCPI는 투수성 포장의 성능을 종합적으로 비교·평가할 수 있는 지표로서, 향후 다양한 투수성 포장 유형은 물론 다른 LID 기법의 물순환 개선 효과를 평가하는 데에도 활용 가능한 정량적 평가 도구로 활용될 수 있을 것으로 기대된다.

Recently, due to the combined effects of climate change and urbanization, both the frequency and intensity of heavy rainfall events have increased, leading to intensified peak runoff and distorted urban water circulation associated with the expansion of impervious surfaces. As a countermeasure, Low Impact Development (LID) practices have received increasing attention, among which permeable pavement has been widely applied as a representative infiltration-based LID technique that allows stormwater to infiltrate into the pavement structure, thereby promoting infiltration, storage, and delayed drainage. In previous studies, the hydrologic performance of permeable pavements has mainly been evaluated using single indicators such as total runoff reduction or peak runoff reduction. However, these indicators have limitations in adequately reflecting water circulation improvement effects related to temporal runoff characteristics, including runoff initiation time and runoff termination time. In this study, runoff experiments were conducted under identical rainfall conditions for impervious surfaces and permeable pavements in order to more comprehensively and quantitatively evaluate the water circulation improvement effects of permeable pavement. Based on the temporal characteristics of runoff hydrographs, a new performance evaluation indicator, termed the Water Circulation Performance Improvement Index (WCPI), was proposed. The WCPI was formulated to integrally account for total runoff volume, equilibrium runoff characteristics, runoff initiation time, and runoff termination time, thereby reflecting temporal variations throughout the entire runoff process. The experimental results showed that permeable pavements exhibited delayed and more gradually distributed runoff responses compared to impervious surfaces, and these temporal hydrologic characteristics were more clearly distinguished through the proposed WCPI. This finding indicates that the water circulation improvement effects of permeable pavements may not be fully captured by conventional single-indicator evaluation methods and highlights the potential of WCPI as a complementary performance assessment tool. Therefore, the WCPI proposed in this study can serve as a comprehensive and quantitative indicator for comparing the performance of permeable pavements and is expected to be applicable to the evaluation of water circulation improvement effects of various permeable pavement types as well as other LID practices.
