본 연구는 정권 전환을 시기 구분의 기준으로 설정하여, 동일한 뉴스 코퍼스에서 스타트업 정책담론의 결합 구조가 어떻게 조직되는지를 비교·분석하였다. 관찰된 차이는 정권 전환의 인과적 효과로 단정하지 않고, 해당 시기 담론의 ‘구조적 재편(reconfiguration)’으로 한정해 해석하였다. 기존 스타트업 정책 연구가 정책 성과나 개별 정책수단의 효과에 초점을 두어 온 것과 달리, 본 연구는 뉴스 텍스트에서 핵심 개념들이 함께 등장하고 연결되는 방식에 주목하여 정책 메시지의 조직 구조 자체를 분석 대상으로 설정하였다.
분석 자료는 한국언론진흥재단 BIGKinds에서 2020년 1월부터 2024년 12월까지 수집한 스타트업 정책 관련 뉴스 기사로 구성하였다. 정권 교체 직후 담론 혼재 가능성이 큰 구간(2022년 3–5월)은 전환기(trimming)로, 기사량 급증 및 상위 키워드 교체율 상승으로 구조 비교의 안정성이 저하된 구간(2024년 9–12월)은 변동 구간으로 각각 구분하여 비교 분석에서 제외하였다. 이후 정권 교체 시점을 기준으로 Stage1(문재인 정부 후반기, 2020.01–2022.02)과 Stage2(윤석열 정부 초기, 2022.06–2024.08)를 설정하여 동일한 분석 기준 하에서 정책담론 구조를 비교·분석하였다. 분석은 정책유형 멀티비중, 잠재 디리클레 할당(Latent Dirichlet Allocation, LDA) 기반 토픽 모델링, 그리고 점별 상호정보(Pointwise Mutual Information, PMI) 기반 키워드 네트워크 분석을 결합한 다층적 설계로 수행하였다.
분석 결과, Stage 전환에 따른 정책담론의 변화는 특정 주제나 정책수단의 단순한 증감으로 환원되기보다, 핵심 개념들의 결합 방식과 네트워크 내 구조적 위상이 재조정되는 형태로 나타났다. 정책유형 멀티비중 분석에서는 Stage2에서 예산·금융과 규제·제도의 상대적 비중이 확대된 반면, 인재·교육은 축소되는 경향이 확인되었고, 연구개발·사업화는 두 Stage에서 유사한 수준을 유지하였다. LDA 토픽 분석 결과는 Stage별 정책담론의 주제적 구성 차이를 요약적으로 파악하기 위한 탐색적 정보로 활용하였다. 이에 따라 기술·연구개발 인프라 및 창업 운영·사업화 실행 관련 토픽의 상대적 비중 변화는 담론 구성의 전반적 경향을 보여주는 참고 지표로 해석하되, 토픽 비중의 증감 자체를 정책담론 구조 변화의 직접적 근거로는 해석하지 않았다. 한편 PMI 기반 키워드 네트워크 비교에서는 두 Stage 모두 유사한 커뮤니티 분화 구조가 유지되는 가운데, 딥테크, TIPS, 벤처, 유니콘과 같은 개념들이 Stage2에서 기술·인재·제도 관련 키워드를 연결하는 매개 허브로서의 중심성이 강화된 것으로 나타났다.
본 연구는 뉴스 빅데이터를 기반으로 스타트업 정책담론을 관계 구조로 모델링하고, 정책유형의 구성 비중, 주제적 배경의 요약, 개념 간 결합 구조 분석을 결합한 다층적 분석 설계를 통해 정책담론을 단일 지표로 해석해 온 기존 접근의 한계를 보완할 수 있는 분석적 틀을 제시하였다. 이러한 분석은 시기별 정책담론의 차이를 개별 정책 항목의 증감이 아닌 구조적 결합 양상의 차이로 해석할 수 있는 근거를 제공한다. 다만 본 연구의 결과는 뉴스 담론에 나타난 구조적 재편을 설명하는 데에 한정된다.

This study examines how the structural configuration of startup policy discourse is organized and reconfigured across political transitions, using the change of administration as a temporal reference point rather than a causal explanatory variable. Focusing on a single, fixed news corpus, the analysis compares how key policy-related concepts co-occur and connect over time, interpreting observed differences not as causal effects of political turnover but as forms of discursive reconfiguration. Unlike prior research on startup policy that has primarily emphasized policy outcomes or the effectiveness of individual policy instruments, this study shifts analytical attention to the organizational structure of policy messages as constructed through news discourse.
The analysis is based on startup policy–related news articles collected from BIGKinds, the database of the Korea Press Foundation, covering the period from January 2020 to December 2024. Periods characterized by high discursive volatility were excluded from comparative analysis: the immediate post-transition phase with heightened discursive overlap (March–May 2022) was treated as a transition period (trimming), while a later phase marked by a sharp increase in article volume and rapid turnover of top keywords (September–December 2024) was classified as a fluctuation period. Using the remaining corpus, two analytical stages were defined: Stage 1 (the late period of the Moon Jae-in administration, January 2020–February 2022) and Stage 2 (the early period of the Yoon Suk-yeol administration, June 2022–August 2024). Policy discourse structures were compared across these stages under a unified analytical framework. The analysis adopted a multi-layered design combining policy-type multi-weighting, Latent Dirichlet Allocation (LDA)–based topic modeling, and Pointwise Mutual Information (PMI)–based keyword network analysis.
The results indicate that changes in startup policy discourse across stages are not reducible to simple increases or decreases in specific policy topics or instruments, but instead manifest as a reorganization of conceptual combinations and shifts in structural positions within discourse networks. The policy-type multi-weight analysis shows that budget/finance and regulation/institutional categories gained relative prominence in Stage 2, while talent/education declined, with research and development/commercialization remaining at comparable levels across stages. LDA-based topic modeling was used as exploratory background information to summarize differences in thematic composition between stages; changes in topic proportions were interpreted as indicative trends rather than direct evidence of structural transformation. In contrast, PMI-based keyword network analysis reveals that, while a similar community structure was maintained across stages, concepts such as deep tech, TIPS, venture, and unicorn strengthened their roles as intermediary hubs linking technology-, talent-, and institution-related keywords in Stage 2.
By modeling startup policy discourse as a relational structure using news big data, this study proposes an analytical framework that integrates policy-type composition, thematic background, and conceptual linkage structures, thereby complementing approaches that interpret policy discourse through single indicators. The findings provide a basis for understanding temporal differences in startup policy discourse as variations in structural configurations rather than as changes in individual policy items. Nevertheless, the scope of the findings is limited to explaining patterns of structural reconfiguration observed within news discourse.
