본 연구는 국토계획 전반에서 활용되고 있는 디지털 공간데이터를 기반으로, 계획·설계 단계의 의사결정을 합리적으로 지원하기 위한 데이터 활용 체계를 검토하고, 이를 조경 분야에 적용 가능한 분석 틀로 구체화하는 것을 목적으로 한다. 최근 4차 산업혁명 이후 UAV 사진측량, 지상 LiDAR 스캐닝, 디지털 트윈 등 정밀 실측 및 시각화 기술이 빠르게 확산되고 있으나, 국내 계획·설계 실무 전반에서는 좌표 및 기준면의 불일치, 데이터 포맷 간 호환성 부족, 단계 간 연계 미흡 등 구조적 한계가 지속적으로 지적되고 있다. 이러한 문제는 공간데이터의 신뢰도를 저하시킬 뿐 아니라, 설계 과정의 반복 작업과 의사결정 지연을 초래하여 디지털 기반 계획·설계체계의 실효적 구축을 저해하는 요인으로 작용한다. 이에 본 연구는 국토계획 및 유사계획·설계 분야에서 공통적으로 요구되는 공간데이터 활용 과정을 분석하고, 조경 분야를 대상으로 활용 지표를 체계화하여 각 지표의 상대적 중요도와 우선순위를 정량적으로 제시함으로써, 디지털 기반 계획·설계 의사결정 지원체계 구축을 위한 기초 틀을 제안하고자 한다.
연구 방법은 조경 분야를 대상으로 문헌고찰과 텍스트마이닝, 표적 집단 면접법(FGI), 계층분석 의사결정법(AHP)을 순차적으로 적용한 혼합 연구 설계로 구성하였다. 먼저 문헌연구를 기반으로 조경계획·설계 분야의 디지털 의사결정 구조를 ‘조경공간데이터 구축영역’과‘조경공간데이터 활용영역’총2개의 대분류로 구분하여 체계화하였고, 이후 FGI를 통해 해당 대분류를 4개의 중분류와 16개의 세분류 지표로 세분화되었다. 이후 표적 집단 면접(FGI)을 통해 2개의 대분류, 4개의 중분류, 16개의 세분류로 구성된 평가지표 체계를 확정하였다. 다음 단계에서는 계층분석 의사결정법(AHP)을 적용하여 지표 간 상대적 중요도를 산정하고, 이를 통해 조경 분야 디지털 설계체계 구축에 요구되는 핵심 요소들의 우선순위를 정량적으로 검토하였다.
분석결과, 대분류 수준에서는 조경공간데이터 구축영역의 중요도(0.561)가 조경공간데이터 활용영역(0.439)보다 높게 나타나, 디지털 기반 조경설계체계에서 데이터 구축 단계의 중요성이 상대적으로 크게 인식되고 있음을 확인하였다. 중분류 수준에서는 조경공간데이터 확보(0.329)가 가장 높은 가중치를 보였으며, 조경공간데이터 모델링 및 시각화(0.245), 조경공간데이터 구조 표준화(0.232), 조경공간데이터 시각화 기반 의사결정(0.194) 순으로 분석되었다.
세분류 평가지표의 종합 가중치 분석결과, 기초 지형·경계 정합(0.091)이 가장 높은 중요도를 보였고, 지상 기반 측량 정밀성(0.084)과 현황 통합성(0.084), 항공 기반 3차원 정확성(0.070)이 그 뒤를 이었다. 이는 조경공간데이터의 정밀성과 지형·경계의 정합성, 그리고 다양한 현황자료 간 통합 수준이 디지털 설계체계의 출발점이자 핵심 기반 요소로 작용함을 의미한다. 이어서 좌표·포맷 호환성 정합(0.068), 형상모델 구축(0.065), 속성 연계 구조화(0.063), 사실적 시각화(0.062) 등의 지표가 비교적 높은 중요도를 보여, 데이터 구축 이후 단계에서 수행되는 모델링, 속성 결합, 시각화의 품질이 설계 검토와 의사결정의 활용성에 중요한 영향을 미치는 것으로 나타났다.
반면, 정합성 평가(0.059), 데이터 품질관리·오차 검증(0.058), 데이터 기반 설계 연계체계(0.056), 성능 기반 분석(0.055), 응용 연동 데이터 구조화(0.050), 협력적 의사결정(0.050), 데이터 순환·갱신 체계(0.043), 데이터 접근성 관리(0.042) 등은 상대적으로 낮은 중요도를 보였다. 이러한 지표들은 설계 검증, 협업, 분석, 데이터 공유 및 갱신과 관련된 요소로, 기초 공간데이터의 정합성과 구조 표준화가 확보된 이후 단계적으로 강화되어야 하는 후행 기능으로 인식되고 있음을 시사한다. 세분류 평가지표의 중요도 분포는 디지털 기반 조경설계체계가 정확한 공간데이터 확보를 기반으로 구조적 정합과 표준화를 거쳐, 형상·속성·시각정보의 통합과 검증 기반 의사결정으로 확장되는 단계적 흐름 위에서 구축되어야 함을 명확히 보여준다.
종합하면, 본 연구의 결과는 디지털 기반 조경계획·설계체계가 단순한 시각효과 중심의 표현을 넘어, 실측 기반 공간데이터의 정확성, 좌표·포맷·속성의 정합성, 구조화 및 품질관리 체계를 우선적으로 요구하고 있음을 시사한다. 본 연구에서 도출된 평가지표와 우선순위는 향후 조경 분야 디지털 설계 기준 정립, 공공 발주 지침 개선, LIM 기반 정보모델 구축, 디지털 트윈 기반 설계·검증 체계 수립 등 다양한 실무 및 정책 영역에서 기초자료로 활용될 수 있을 것이다.

This study examines a data utilization framework designed to rationally support decision-making in the planning and design stages based on digital spatial data widely used across national land planning practices, and aims to concretize this framework into an analytical structure applicable to the landscape architecture field. In recent years, following the Fourth Industrial Revolution, high-precision surveying and visualization technologies such as UAV photogrammetry, terrestrial LiDAR scanning, and digital twins have rapidly expanded. However, planning and design practices in Korea continue to face structural limitations, including inconsistencies in coordinate systems and reference surfaces, insufficient interoperability between data formats, and weak linkages across planning and design stages. These limitations reduce the reliability of spatial data and lead to repetitive design processes and delayed decision-making, ultimately hindering the effective establishment of digital-based planning and design systems.
This study adopts a mixed-methods research design that sequentially applies literature review, text mining, focus group interviews (FGI), and the Analytic Hierarchy Process (AHP) to the field of landscape architecture. First, based on a literature review, the digital decision-making structure in landscape planning and design was systematized by classifying it into two major categories: the landscape spatial data construction domain and the landscape spatial data utilization domain. Subsequently, focus group interviews were conducted to subdivide these two major categories into four subcategories and sixteen detailed evaluation indicators, thereby finalizing the evaluation framework. In the final stage, AHP was applied to calculate the relative importance among the indicators and to quantitatively examine the priority of core elements required for establishing a digital-based design system in landscape architecture.
The results show that, at the major category level, the importance of the landscape spatial data construction domain (0.561) was higher than that of the landscape spatial data utilization domain (0.439), indicating that data construction is perceived as more critical in digital-based landscape design systems. At the subcategory level, landscape spatial data acquisition (0.329) received the highest weight, followed by landscape spatial data modeling and visualization (0.245), landscape spatial data structural standardization (0.232), and visualization-based decision-making using landscape spatial data (0.194).
At the detailed indicator level, integrated consistency of base terrain and boundaries (0.091) showed the highest overall importance, followed by ground-based survey precision (0.084), current condition integration (0.084), and aerial-based three-dimensional accuracy (0.070). These results indicate that the precision of landscape spatial data, consistency of terrain and boundaries, and the level of integration across various current condition datasets serve as fundamental and core elements of digital design systems. Indicators such as coordinate and format interoperability (0.068), geometric model construction (0.065), attribute linkage structuring (0.063), and realistic visualization (0.062) also demonstrated relatively high importance, suggesting that the quality of modeling, attribute integration, and visualization performed after data construction significantly influences design review and decision-making effectiveness.
In contrast, indicators related to design verification, collaboration, analysis, and data sharing—such as consistency evaluation (0.059), data quality management and error verification (0.058), data-driven design linkage systems (0.056), performance-based analysis (0.055), application-linked data structuring (0.050), collaborative decision-making (0.050), data circulation and updating systems (0.043), and data accessibility management (0.042)—showed relatively lower importance. These indicators are recognized as follow-up functions that should be strengthened sequentially after securing foundational spatial data consistency and structural standardization. The distribution of importance across detailed indicators clearly demonstrates that digital-based landscape design systems should be constructed through a phased process, beginning with accurate spatial data acquisition, followed by structural consistency and standardization, and expanding toward integrated geometric, attribute, and visual information with verification- based decision-making.
Overall, the findings indicate that digital-based landscape planning and design systems require prioritization of accuracy in survey-based spatial data, consistency across coordinates, formats, and attributes, and robust structuring and quality management frameworks beyond mere visualization- focused representation. The evaluation indicators and priorities derived in this study can serve as foundational references for establishing digital design standards in landscape architecture, improving public procurement guidelines, developing LIM-based information models, and constructing digital twin-based design and verification systems across practical and policy domains.
