본 연구는 청소년의 디지털 시민성 함양을 목적으로 한 프로그램을 개발하고 그 효과성을 검증하는 데 중점을 두었다. 연구에서는 Ribble(2015)가 제시한 디지털 시민성의 9가지 요소 중 청소년 발달 특성에 적합한 ‘디지털 책임’과 ‘디지털 공동체 참여’를 핵심 구성요소로 선정하였다. 또한, Erikson(1968)의 정체성 발달 이론과 Kraiger 외(1993)의 학습 성과 분류 체계를 통합하여 ADDIE 모형에 따라 총 8회기의 프로그램을 체계적으로 설계하였다. 프로그램 내용의 타당성 검증을 위해 청소년 지도 및 교육 분야 전문가 9인을 대상으로 내용타당도 조사를 실시한 결과, 전체 평균 4.61점과 S-CVI/Ave .97로 높은 타당도가 확인되었다. 효과성 검증은 중학생 20명을 대상으로 단일집단 사전-사후 설계로 진행되었으며, 연구 결과 첫째, 디지털 책임은 사전 대비 사후에 통계적으로 유의미하게 향상되었고(t=-6.024, p<.001), Cohen's d=1.35로 매우 큰 효과 크기를 나타냈다. 둘째, 디지털 공동체 참여 역시 유의미한 향상을 보였으며(t=-3.660, p<.01), Cohen's d=0.82로 큰 효과 크기를 확인하였다. 셋째, 프로그램 효과는 성별, 학년, 미디어 이용 시간에 따른 유의한 차이가 없었으며, 이는 다양한 특성의 청소년에게 보편적으로 적용 가능함을 시사한다. 본 연구는 청소년 발달 특성을 반영한 디지털 시민성의 핵심 구성요소를 도출하고, ADDIE 모형 기반의 체계적 개발 절차를 통해 효과가 검증된 프로그램을 제시했다는 점에서 학문적 의의를 가진다. 더불어, 본 프로그램은 청소년활동 현장에서 활용 가능한 실천적 교육 자료로서 디지털 시민성 교육의 확산에 기여할 것으로 기대된다.

This study focused on developing a program aimed at fostering digital citizenship
among adolescents and verifying its effectiveness. Among the nine elements of
digital citizenship proposed by Ribble (2015), "digital responsibility" and "digital
community participation" were selected as core components, reflecting adolescent
developmental characteristics. Furthermore, the eight-session program was
systematically designed following the ADDIE model, incorporating Erikson's (1968)
identity development theory and Kraiger et al.'s (1993) learning outcome
classification system. To validate the program's content, a content validity survey
was conducted with nine experts in youth guidance and education. The results
confirmed high validity, with an overall average score of 4.61 and an S-CVI/Ave
of .97. The program's effectiveness was evaluated using a single-group pre- and
post-test design with 20 middle school students. The results showed that, first,
digital responsibility improved significantly from pre- to post-test (t = -6.024, p <
.001), with a Cohen's d of 1.35, indicating a very large effect size. Second, digital
community participation also showed significant improvement (t = -3.660, p < .01),
with a Cohen's d of 0.82, indicating a large effect size. Third, the program's
effectiveness did not differ significantly by gender, grade, or media use time,
suggesting it is universally applicable to youth with diverse characteristics. This
study holds academic significance in identifying core components of digital
citizenship that reflect adolescent developmental characteristics and presenting a
program whose effectiveness was verified through a systematic development
process based on the ADDIE model. Furthermore, this program is expected to
contribute to the dissemination of digital citizenship education as a practical
educational resource applicable to youth activities.
