    본 연구는 작은도서관이 지역사회에서 ‘제3의 장소(Third Place)’로서 어떠한 사회적 기능을 수행하고 있으며, 그 지속가능성을 확보하기 위한 조건은 무엇인지를 조사·분석하는데 그 목적이 있다. 본 연구의 이론적 틀은 레이 올든버그(1999)가 제시한 제3의 장소 개념을 중심으로 설정하였으며, 서울특별시 G구의 공립 작은도서관을 분석 대상으로 삼았다. 특히 디지털 정보 환경이 확대되는 상황에서도 물리적 도서관 공간이 지니는 관계적·공동체적 역할에 주목하였다.
    조사 방법으로는 문헌연구와 사례조사를 바탕으로 G구 내 12개 공립 작은도서관의 운영 현황을 분석하고, 실무 경력 2년 이상인 전담사서 6명을 대상으로 1:1 심층 인터뷰를 실시하였다. 또한 유급활동가 및 이용자 총 45명을 대상으로 리커트 5점 척도의 설문조사를 실시하여 제3의 장소 특성에 대한 인식과 체감 경험을 분석하였다. 이를 통해 작은도서관이 지역사회에서 관계를 형성하고 주민 참여를 통해 지속가능성을 유지하는 양상을 종합적으로 분석하였다.
    분석 결과, G구의 작은도서관은 접근성, 중립성, 평등성, 대화 중심성, 유희성, 또 하나의 집과 같은 제3의 장소의 주요 특성을 다양한 방식으로 구현하며 지역 공동체의 생활 거점으로 기능하고 있었다. 주민들은 작은도서관을 단순한 독서시설이 아닌 일상 속에서 머무를 수 있는 쉼터이자 관계가 형성되는 공간으로 인식하고 있었으며, 사서의 환대와 열린 운영 태도는 이러한 인식을 강화하는 중요한 요인으로 작용하였다. 특히 「책볶음밥」, 「책마을 돌봄」, 「도서관친구」, 「주민실무협의회」 등 주민 참여형 프로그램은 아동·학부모·시니어 등 다양한 주체의 참여를 통해 세대 간 교류와 정서적 연대를 촉진하고 있었다.
    지속가능성 측면에서 작은도서관의 운영 안정성은 예산이나 시설 규모보다 사람과의 관계 및 참여의 질에 의해 유지되고 있는 것으로 나타났다. 사서의 관계 조율 역량, 주민 참여의 순환 구조, 유연한 공간 운영 방식, 행정부서와의 협력 체계가 핵심 요인으로 분석되었으며, G구 사례에서 확인된 지자체, 문화재단, 주민실무협의회 간 협력적 네트워크는 자율성과 공공성을 함께 지탱하는 제도적 기반으로 작용하고 있었다. 다만 대부분의 작은도서관이 1인 전담 체제로 운영되고 있어, 운영·기획·행정 업무가 동시에 요구되는 구조가 지속가능성의 제약 요인으로 나타났다.
    이에 본 연구는 작은도서관이 지역사회에서 안정적이고 지속 가능한 제3의 장소로 기능하기 위한 방안을 다음과 같이 제안한다.
    첫째, 작은도서관은 제3의 장소의 모든 기능을 동일한 수준으로 수행하기보다, 각 도서관의 환경과 주민 특성에 따라 역할을 선택적으로 강화할 필요가 있다.
    둘째, 복지관·학교·지역 커뮤니티 센터 등과의 협력적 파트너십을 통해 상호보완적인 운영 구조를 구축해야 한다.
    셋째, 작은도서관마다 지역 환경과 이용자 구성, 인력, 공간 여건이 상이하다는 점을 고려하여, 획일적인 운영 기준보다는 각 도서관의 여건을 반영한 제도적 유연성을 확보하고, 보조 인력과 자원활동가 연계 체계를 통해 전담 사서가 현장에 집중할 수 있는 기반을 마련해야 한다.
    넷째, 사서를 단순한 행정·운영 인력이 아닌, 사람과 책, 지역과 문화를 연결하는 ‘인문 매개 인력(humanities mediator)’으로 성장시킬 수 있도록 실무 중심의 교육 체계를 마련하고, 양적 성과 위주의 평가에서 벗어나, 관계 형성 과정과 공동체에 대한 기여가 함께 반영되는 정성적 평가 체계로의 전환이 요구된다.
    결국 작은도서관의 지속가능성은 공간의 규모보다 사람과 사람 사이에 축적되는 관계의 깊이에서 출발한다. 본 연구는 G구 사례를 통해 작은도서관이 공공도서관 체계 안에서 제3의 장소적 기능이 비교적 밀도 있게 구현되는 운영 유형임을 확인하였다. 그 의미는 작은도서관이 모든 기능을 수행하는 공간이 아니라, 지역과 함께 배우고 나누는 “모두와 함께하는 제3의 장소”로서의 가치를 실천하는 데 있다.

    This study aims to examine the social functions performed by small libraries as ‘Third Place’ within local communities and to examine and analysis what are necessary for securing their sustainability. The theoretical framework of this study is based on Ray Oldenburg’s theory of ‘Third Place’, and public small libraries in G District in Seoul were selected for analysis. In particular, the study pays attention to the relational and community-oriented roles of physical library spaces, even in an environment where digital information use is increasingly prevalent.
    For the research methods, a literature review and a case study were conducted to analyze the operational status of twelve public small libraries in G District. In-depth one-on-one interviews were carried out with six librarians who had more than two years of professional experiences. In addition, a survey using a five-point Likert scale was administered to a total of 45 paid volunteers and library users to examine their perceptions and lived experiences related to the characteristics of ‘Third Place’. Through these methods, the study comprehensively explored how small libraries form social relationships within local communities and maintain sustainability through resident participation.
    The findings indicate that small libraries in G District function as everyday community hubs by implementing key characteristics of ‘Third Place’ such as ‘Accessibility’, ‘Neutral Ground’, ‘Leveler’, ‘Conversation as Main Activity’, ‘Regulars’, ‘Plainness/Low Profile’, ‘Playfulness/Escape’, ‘Home Away from Home’ in diverse ways. Local residents perceived small libraries not merely as reading facilities but as places for rest and relationship-building in their daily lives. Librarians’ hospitality and open operational attitudes played a significant role in reinforcing these perceptions. In particular, resident-participatory programs such as 「Book-Sharing and Reading-Based Care Program」, 「Book Village Care Program」, 「Library Friends Program」, 「Residents’ Working Council」, promoted intergenerational interaction and emotional solidarity by encouraging the participation of children, parents, seniors, and diverse community members.
    From a sustainability perspective, the operational stability of small libraries was found to depend less on budget size or physical facilities and more on the quality of human relationships and participation. Key factors included librarians’ relational coordination skills, cyclical structures of resident participation, flexible space management, and cooperative governance with administrative bodies. In the case of G District, collaborative networks among the local government, a cultural foundation, and residents’ working-level councils functioned as institutional foundations supporting both autonomy and public responsibility. However, the fact that most small libraries operate under a single-librarian system, requiring the simultaneous handling of operational, planning, and administrative tasks, emerged as a constraint on long-term sustainability.
    Accordingly, this study proposes several strategies to enable small libraries to function as stable and sustainable Third Places within local communities. First, rather than attempting to fulfill all Third Places functions at the same level, small libraries should selectively strengthen roles suited to their specific environments and resident characteristics. Second, complementary operational structures should be established through partnerships with welfare centers, schools, and local community centers. Third, given the diverse local conditions, user compositions, staffing, and spatial environments of small libraries, institutional flexibility should be ensured instead of applying uniform operational standards, alongside support systems linking assistant staff and volunteers so that the librarian can focus on on-site engagement. Fourth, librarians should be supported in developing as “humanities mediators” who connect people, books, communities, and culture, through practice-oriented training programs, and evaluation systems should shift from quantitative performance indicators toward qualitative assessments that reflect relationship-building processes and community contributions.
    Ultimately, the sustainability of small libraries originates not from the scale of space but from the depth of relationships accumulated among people. Through the case of G District, this study confirms that small libraries represent an operational model within the public library system where functions of ‘Third Places’ are implemented with relatively high intensity. The significance of this lies in recognizing small libraries not as spaces that attempt to do everything, but as Third Places where communities learn and share together.
