본 연구의 목적은 장기미취업을 경험한 청년들이 구직을 단념하게 되는 과정을 심층적으로 분석하고, 이들이 노동시장에 재진입할 수 있도록 지원하는 청년도전지원사업의 효과를 구체적으로 분석해 보는 데 있다. 이를 위해 본 연구는 장기미취업 청년의 구직단념 과정은 어떠한 양상으로 전개되는지, 구직단념에 영향을 미치는 주요 요인은 무엇인지, 그리고 청년도전지원사업이 재취업 및 삶의 변화에 어떠한 영향을 미치는지를 연구 문제로 설정하였다.
연구 대상은 청년도전지원사업에 참여 중인 청년 가운데 장기미취업 기간을 1년 이상 경험한 청년 10명이며, 연구 방법으로는 Strauss와 Corbin의 근거이론 접근을 활용하였다. 심층 면접을 통해 자료를 수집하였고, 반구조화된 면담질문지를 기반으로 연구참여자의 응답을 듣고 파생되는 질문하여 충분한 자료를 수집하였다.
수집된 자료를 개방 코딩, 축 코딩, 선택 코딩의 절차에 따라 분석한 결과 75개의 개념이 도출되었고, 이 개념들을 통합하여 24개의 하위범주 외 9개의 범주를 도출하였다. 9개의 범주는 ‘비자발적·비주체적 진로 선택 경험’, ‘노동시장 진입 실패의 누적’, ‘불안정 노동 경험’, ‘심리·정서적 소진 상태’, ‘사회적 지지체계 붕괴’, ‘부정적 자기 인식과 정체성 혼란’, ’재도전을 향한 전환 동기’, ‘구조화된 개입 경험’, ‘일상 및 취업 준비의 재활성화’이다.
축 코딩에서는 9개의 범주를 패러다임 모형으로 재구성하였다. 중심 현상은 ‘구직단념 상태의 고착화’로 나타났으며, 인과적 조건으로는 ‘비자발적·비주체적 진로 선택 경험’, ‘노동시장 진입 실패의 누적’, ‘불안정 노동 경험’이 도출되었다. 맥락적 조건으로는 ‘심리·정서적 소진 상태’, ‘사회적 지지체계 붕괴’, ‘부정적 자기 인식과 정체성 혼란’이 도출되었고, 중재적 조건으로는 ‘재도전을 향한 전환 동기’, ‘구조화된 개입 경험’, ‘외부 자원 접근 가능성’이 도출되었다. 상호작용 전략으로는 ‘수동적인 참여에서 적극적인 행동으로 변화’로 도출되었고, 결과로는 ‘일상 및 취업 준비의 재활성화’로 도출되었다.
선택 코딩을 통해 도출된 핵심 범주는 ‘지속된 실패와 구조적 문제로 약화된 구직 주체성이 구조화된 개입을 통해 점진적으로 회복되는 과정’이다. 연구 결과, 장기미취업 청년의 구직단념은 개인의 의지 부족이나 일시적 선택의 문제가 아니라, 비주체적 진로 선택과 반복된 실패 경험, 관계적 단절, 심리·정서적 소진이 상호작용하며 형성·고착되는 과정적 현상임이 드러났다. 동시에 청년도전지원사업과 같은 구조화된 개입은 청년들이 과거의 실패 경험을 재해석하고, 심리적 안정과 사회적 소속감을 회복하며, 취업 준비 행동을 재활성화하는 중요한 전환 기제로 작용하였다.
상황 모형 분석 결과, 개인 차원에서는 반복된 구직실패로 인한 우울·불안, 학습된 무기력, 낮은 자존감과 정체성 혼란이 나타났으며, 관계적 차원에서는 가족 및 또래로부터의 정서적·사회적 지지 부족으로 사회적 고립이 심화되었다. 구조적 차원에서는 질 높은 일자리의 감소, 청년 고용의 불안정성, 형식적인 진로 교육, 청년정책의 한계가 장기미취업과 구직단념을 지속시키는 요인으로 작용하였다.
본 연구의 주요 결과는 다음과 같다. 첫째, 장기미취업 청년의 구직단념은 심리적 요인, 관계적 환경, 노동시장 구조 등 복합적인 요인이 상호작용한 결과로 나타났다. 둘째, 구직단념 상태에 있는 청년들 역시 완전한 포기 상태에 이르기보다는 변화 가능성을 내포한 최소한의 전환 욕구를 유지하고 있는 것으로 확인되었다. 셋째, 구직단념을 완화하고 재도전을 촉진하는 과정에서 청년도전지원사업과 같은 구조화된 개입은 구직 주체성 회복과 행동 변화에 중요한 역할을 수행하는 것으로 나타났다.
이러한 연구 결과를 토대로 다음과 같은 제언을 도출하였다. 첫째, 청소년기 및 초기 성인기를 대상으로 한 진로 탐색 지원은 형식적·공급자 중심 접근을 넘어 개인의 특성과 맥락을 반영한 맞춤형 진로 설계 체계로 강화될 필요가 있다. 둘째, 장기미취업 청년에 대해서는 취업 알선 중심의 지원을 넘어 우울·불안, 학습된 무기력 등 심리·정서적 회복을 도모할 수 있는 전문적 개입 프로그램이 병행되어야 한다. 셋째, 장기미취업 청년의 노동시장 재진입을 효과적으로 지원하기 위해 청년도전지원사업은 취업, 심리지원, 사회적 관계 회복을 포괄하는 통합적 지원체계로의 확장이 요구된다. 본 연구는 장기미취업 청년의 구직단념 요인을 심리·환경·구조적 등 통합적으로 연구하였고, 개인의 의지나 동기 부족으로 환원하지 않고, 개인·관계·구조적 요인이 중층적으로 작용하는 과정적 현상으로 이론화하였다는 점에서 학문적 의의를 지닌다. 또한 청년도전지원사업이 구직단념 상태에 놓인 청년들의 약화된 구직 주체성을 회복시키는 실질적인 개입 기제로 기능하고 있음을 경험적으로 제시하고, 청년의 장기미취업이 청소년기와 어떠한 연관이 있는지 제시함으로써, 향후 장기미취업 청년을 위한 정책 설계 및 실천 전략 수립에 중요한 기초자료를 제공한다.

The purpose of this study is to conduct an in-depth analysis of the process through which young adults who have experienced long-term unemployment come to abandon their job search, and to explore support measures that facilitate their re-entry into the labor market, with a particular focus on the Youth Challenge Support Program. To this end, the study addresses the following research questions: (1)how does the process of job-search discouragement among long-term unemployed youth unfold; (2)what are the major factors influencing job-search discouragement; and (3)how does participation in the Youth Challenge Support Program affect reemployment and changes in participants’ lives.
The study participants consisted of ten young adults who had experienced long-term unemployment for more than one year and were participating in the Youth Challenge Support Program. The research adopted the grounded theory approach proposed by Strauss and Corbin. Data were collected through in-depth interviews using semi-structured interview guides. Additional probing questions were generated based on participants’ responses in order to obtain rich and sufficient data.
Following the procedures of open coding, axial coding, and selective coding, a total of 75 concepts were identified. These concepts were integrated into 24 subcategories and further abstracted into nine categories: experiences of involuntary and non-agentic career choice, accumulation of failures in labor market entry, experiences of unstable employment, psychological and emotional exhaustion, collapse of social support systems, negative self-perception and identity confusion, motivational transition toward re-challenging, experiences of structured intervention, and reactivation of daily life and job preparation.
In axial coding, the nine categories were reorganized into a paradigm model. The central phenomenon was identified as the fixation of job-search discouragement. The causal conditions included experiences of involuntary and non-agentic career choice, accumulated failures in labor market entry, and unstable employment experiences. Contextual conditions comprised psychological and emotional exhaustion, collapse of social support systems, and negative self-perception and identity confusion. Intervening conditions included motivational transition toward re-challenging, experiences of structured intervention, and accessibility to external resources. The interactional strategy was identified as a shift from passive participation to active behavior, and the consequence was reactivation of daily routines and job preparation.
Through selective coding, the core category was derived as a process in which weakened job-search agency, eroded by prolonged failure and structural constraints, is gradually restored through structured intervention. The findings indicate that job-search discouragement among long-term unemployed youth is not merely a result of individual lack of will or temporary choice, but rather a processual phenomenon formed and reinforced through the interaction of non-agentic career decisions, repeated failures, relational disconnection, and psychological and emotional exhaustion. At the same time, structured interventions such as the Youth Challenge Support Program functioned as critical turning mechanisms by enabling participants to reinterpret past failures, regain psychological stability and social belonging, and reactivate job-search behaviors.
The situational analysis revealed that, at the individual level, participants experienced depression and anxiety resulting from repeated job-search failures, learned helplessness, low self-esteem, and identity confusion. At the relational level, social isolation was intensified due to a lack of emotional and social support from family and peers. At the structural level, factors such as the decline in quality jobs, instability of youth employment, formalistic career education, and limitations of youth employment policies contributed to the persistence of long-term unemployment and job-search discouragement.
The major findings of this study are as follows. First, job-search discouragement among long-term unemployed youth emerged from the interaction of multiple factors, including psychological conditions, relational environments, and labor market structures. Second, even youth in a state of job-search discouragement were not in a state of complete withdrawal, but retained a minimal yet meaningful motivation for change. Third, structured interventions such as the Youth Challenge Support Program played a significant role in restoring job-search agency and promoting behavioral change by alleviating discouragement and facilitating re-engagement.
Based on these findings, the study proposes the following implications. First, career exploration support for adolescents and young adults should move beyond formal, supply-driven approaches toward personalized career planning systems that reflect individual characteristics and contextual conditions. Second, for long-term unemployed youth, employment placement–centered support should be complemented by professional intervention programs aimed at psychological and emotional recovery, including depression, anxiety, and learned helplessness. Third, to effectively support labor market re-entry among long-term unemployed youth, the Youth Challenge Support Program should be expanded into an integrated support system encompassing employment assistance, psychological support, and restoration of social relationships.
This study holds academic significance in that it conceptualizes job-search discouragement among long-term unemployed youth as a processual phenomenon shaped by the layered interaction of individual, relational, and structural factors, rather than reducing it to individual deficits in motivation or will. Furthermore, by empirically demonstrating the role of the Youth Challenge Support Program as a practical intervention mechanism for restoring weakened job-search agency, and by elucidating the connection between long-term unemployment in youth and experiences rooted in adolescence, this study provides foundational evidence for future policy design and practical strategies aimed at supporting long-term unemployed youth.
