본 연구는 임진전쟁 시기 명나라의 전시 재정 운용을 분석하고 전쟁의 전개와 종전 국면에서 나타난 재정적 제약이 조선 사회에 어떠한 방식으로 파급되었는지를 고찰한다. 임진전쟁은 조선·명·일본이 모두 참전한 동아시아 국제전으로서 명에게는 은납화된 재정 체제가 해외 전장에서 전면적으로 동원된 사건이었다. 명의 참전은 조선을 보호하기 위한 일방적 원조라기보다 자국 안보와 책봉 질서를 유지하기 위한 전략적 선택이었으며 이에 따라 막대한 전비가 장기간 투입되었다.
명 후기 세역 은납화의 제도적 정착은 전쟁 초기 중앙에 비축된 은원을 동원할 수있는 재정적 기반을 형성하였다. 임진전쟁 시기에는 태창고와 상영고에 축적된 은을중심으로 군량과 급료가 비교적 안정적으로 지급되었고 은을 주요 거점에 분산 배치하며 보급과 물가를 일정 수준 통제할 수 있었다. 그러나 전쟁이 장기화되고 만력 연간의 대내외 지출이 누적되면서 명의 재정은 점차 압박을 받았고 정유전쟁 시기에는은 부족이 가시화되었다.
이러한 재정 악화는 명군 급료 지급 지연으로 이어졌으며 종전 국면에서는 급료삭감과 현물 태환 지급 논의가 제기되었다. 이는 현장 지휘관과 병사들의 반발을 초래하며 군심 동요와 군기 문란으로 나타났다. 동시에 대규모 明銀 유입은 조선 사회에영향을 미쳐 물가 변동과 치안 불안을 야기하고 은 사용을 둘러싼 조정의 논의를 촉발하였다. 따라서 본 연구는 임진전쟁을 명의 전시 재정 운용이라는 관점에서 재구성함으로써 전쟁 수행 과정에서 드러난 명 재정 구조의 한계와 그 영향이 조선에 전달된 양상을 밝히고자 한다.

This paper examines the Ming dynasty’s wartime fiscal management during the Imjin
War and analyzes how financial constraints shaped developments within Joseon society. The
Imjin War was a major international conflict in early modern East Asia involving Joseon,
the Ming dynasty, and Japan. For the Ming, the war required the large-scale overseas
mobilization of a silver-based fiscal system. Ming intervention was not merely an act of
assistance to Joseon but a strategic effort to safeguard its own security and preserve the
tributary order, entailing sustained and substantial military expenditures.
The institutionalization of silver taxation in the late Ming period provided the fiscal
foundation for this mobilization. In the early stages of the war, the supply of military
provisions and the payment of soldiers’ salaries remained relatively stable, supported by
silver reserves held in the Taicang and Shangying treasuries. As the conflict dragged on,
however, mounting domestic and external expenditures during the Wanli reign placed
increasing strain on state finances. By the time of the Jeongyu War, fiscal pressure had
intensified, and shortages of silver had become apparent.
These fiscal difficulties resulted in delays in salary payments and sparked debates over
salary reductions and compensation in kind, provoking resistance among commanders and
troops and undermining military discipline. At the same time, the inflow of Ming silver
into Joseon disrupted local markets and generated price volatility. By reconstructing the
Imjin War from the perspective of Ming wartime finance, this paper highlights the
structural limitations of the Ming fiscal system and traces the ways in which these
constraints were transmitted to Joseon society.
