본 연구의 목적은 국내에서 세월호사건 이후 확산된 실천 담론과 사회적 재난 기록화 논의를 배경으로, 그동안 기록학에서 다루어지지 않았던 제천화재사건을 단일 사례로 삼아 재난사건 이후 회복을 위한 기록화의 의미와 기록학적 실천 함의를 규명하는 것이다. 이를 위해 4.16 재단「생명안전 피해자 백서」사업의 일환으로 추진된 제천화재사건 기록화 작업에 참여했던 기획·실행 주체와 유가족 등 10 명에 대한 심층인터뷰, 지자체와 소방의 공식 보고서·재판기록·언론보도·연구보고서 등의 문헌 조사, 그리고 연구자의 기록화 참여 경험을 바탕으로 제천화재사건 기록화의 전개 과정과 그 사회적 기능을 분석하였다. 연구 결과, 첫째 제천화재사건 기록화는 소송 패소와 지자체와의 협상 결렬 이후, 제도적으로는 사건이 종결되었으나 당사자의 삶에서는 여전히 사건이 진행 중인 시점에 개입함으로써, “이제는 기록밖에 없다”는 인식 속에서 마지막 발화의 기회이자 회복을 논의할 최소한의 조건을 마련한 실천으로 나타났다. 둘째, 행정 대응과 지원 실적 중심의 공식 기록 지형에서 배제되어 온 당사자의 서사를 전면에 두고 사건을 다시 서술함으로써, 무엇이 사실인가를 판정하기보다 어떤 문제가 여전히 해결되지 않았는가를 사회적으로 묻고, 이들의 상실과 고통을 공식적으로 인정하게 만드는 회복의 기반을 형성하였다. 셋째, 본 기록화는 세월호사건을 기억하기 위해 설립된 4.16 재단의 연대 사업으로 수행되었다는 점에서, 개별 사건을 넘어 서로 다른 사건을 구조적 문제의 연속선상에서 연결하고 사회적 애도와 사건 간 연대를 확장하는 집합적 회복의 실천으로 작동하였다. 이러한 분석을 통해 본 연구는 재난 기록화가 과거 사실을 보존하는 기술적 작업을 넘어, 소외된 당사자의 이야기를 수용·옹호·지지하고, 감정에서 공감, 공감에서 사회적 관계로 이어지는 정동적 흐름을 매개함으로써 상실 이후 현재와 미래를 살아갈 힘을 형성하는 회복적 실천임을 제시한다. 나아가 제천화재사건 기록화 사례는 효율성과 경제성을 중시해 온 전통적 기록관리 담론을 넘어, 애도와 공감, 연대와 같은 정동적·정서적 차원을 기록의 새로운 요소로 포착하고, 기록관리가 상처 입은 주체의 감정을 사회적 언어로 재현하며 새로운 관계망을 조성하는 돌봄의 장치로 기능할 수 있음을 보여준다.

The purpose of this study is to clarify the meaning of documentation for recovery after social disasters and its implications for archival practice. It does so by examining, as a single case, the documentation process of a disaster that has not previously been addressed in archival studies, against the backdrop of practice-oriented discourse and discussions on disaster documentation that have expanded in Korea since the Sewol Ferry disaster. To this end, the study analyzes the development and social functions of the documentation of the Jecheon Fire Disaster, conducted as part of the 4.16 Foundation’s “White Paper on Life and Safety Victims” project. The analysis draws on in-depth interviews with ten participants in the project, including those involved in planning and implementing the documentation work and bereaved family members; documentary research on official reports by local government and fire authorities, court records, media coverage, and research reports; and the researcher’s own experience of participating in the documentation process.
The findings are as follows. First, the documentation of the Jecheon Fire Disaster intervened at a moment when, after legal defeats and the breakdown of negotiations with the local government, the case had been officially closed at the institutional level but remained ongoing in the everyday lives of the affected parties. In this context, the documentation project was perceived as “the only thing left is to document,” and functioned as a last opportunity for testimony and as a minimal condition for discussing recovery. Second, by re-narrating the disaster from the perspective of those directly affected, whose voices had been largely excluded from the landscape of official records focused on administrative response and support performance, the project shifted attention from determining “what the facts are” to asking “what problems remain unresolved,” thereby providing a basis for publicly acknowledging their loss and suffering. Third, because this project was carried out as a solidarity initiative of the 4.16 Foundation, which was established to remember and commemorate another disaster, it can be understood as a practice of collective recovery that links different disasters along a continuum of structural problems and expands social mourning and inter-event solidarity beyond individual cases.
Through this analysis, the study argues that disaster documentation is not merely a technical activity of preserving past facts, but a restorative practice that accepts, advocates for, and supports the stories of marginalized parties and mediates affective flows from emotion to empathy and from empathy to social relationships, thereby helping to generate the strength to live in the present and future after loss. Furthermore, the case of the Jecheon Fire Disaster demonstrates that, beyond traditional records-management discourse centered on efficiency and economy, documentation can recognize mourning, empathy, and solidarity as new affective and emotional dimensions of records, and that records management can function as a device of care that translates the emotions of wounded subjects into social language and helps to weave new networks of relationships.
