With the increase of families of companion parenting for petal dogs recently, the conflicts related to petal dogs have extended to the social problems beyond individual issue level. Given those situations, urban space reconstruction for resolving conflict related to petal dogs has been recognized for the important theme of urban construction plan. First of all, this study reviewed the theoretical and empirical researches of petal dogs, and pet-friendly cities home and abroad, and investigated for urban peoples’perception of conflicts related to petal dogs and their reaction to the conflicts, polices for prevention from conflicts related to petal dogs, and the urban construction direction for the coexistence of families of companion and non-petal families in the residential district and garden park. The survey of urban peoples’recognition of petal dogs was implemented by the quota sampling of 600 urban peoples by their parenting experience of petal dogs, gender, age, marital status in 5 large cities of Gyeonggi province in 2025.
From the above mentioned methods, the findings of this study about the conflict related to petal dogs and its reaction are not different from the ones of the existed researches. However, the findings of this study suggested that the nature and content of conflict related to petal dogs extended to the ways of coexistence, the social consideration criteria, the boundary issue of public and private properties beyond the discomfort of everyday life, and also extended to the social discourse required of institutional and cultural approaches. In other words, it is said that the existed urban infrastructure and institutional factors have not appropriately responded to the conflict conditions happened in our living space. Given that situation, this study suggested the ways resolving the conflicts on the basis of the differences and similarities between families of companion and non-petal families, and also suggested the concrete ways of the mutual-understanding between families of companion and non-petal families and further the urban construction direction for their coexistence in residential district and garden park.
First, this study suggested the urban construction direction for coexistence based on the differences and similarities between families of companion and non-petal families. It also found the differences of petal dogs’ function recognition, conflict experience of petal dogs and prevention policy preference from conflicts related to petal dogs between families of companion and non-petal families. And it found that non-petal families did not like families of companion those who have not appropriately managed their petal dogs. Given those different recognitions, it is very necessary for families of companion to comply with petal dog etiquette for urban construction direction for coexistence and to practice their own responsibility and duty. With the practice of above mentioned ways, it is also necessary for families of companion to take a course of ‘petal-dog etiquette program’. In other words, it is forcibly for the families of companion to take a course of petal-dog etiquette program before the parenting for petal dog. It is considered that those who did not take the course of petal-dog etiquette program and did not registered with the petal-dog are also restricted to move into the residential district and garden park. In the other hands, the central and local governments also widely expanded propaganda and campaign of petal-dog to give the non-petal families for the chance to contact with families of companion and petal dogs. It is also important for non-petal families to provide with the festival and cultural experience of petal dog because they would have a chance to understand the families of companion and petal dogs by participating into a variety of events mentioned above. This study also suggested some policies for the urban construction direction for coexistence of families of companion and non-petal families based on the similarities of the two groups. That is, because the two groups agreed with the organization of the civil service Information, governance of conflict settlement and monitoring system of petal-dog conflict, these policies would be easily adopted and implemented..
Second, this study suggested the urban construction direction and environmental improvement for the coexistence of families of companion and non-petal families in their residential district and garden park by using the analysis framework of UN Habitat policy factors. First of all, the content and priority order of the urban construction direction of the coexistence and environmental improvement in urban residential district were determined by the significant factors and their impact scale in the regression result of the residents’habitat and accompany acceptability with petal-dog in residential district. In the first factor of Infrastructure construction of the UN Habitat, the order of urban construction direction for the coexistence is 1) the construction of petal-dogs’ entrance and the exist in the all case of building the newly residential district, 2) the creation of the exclusive playground for petal-dogs in the existed residential district, 3) the creation of the exclusive playground for petal-dogs in the case of building a new residential district, and 4) the use of the endurable materials for the floor and wall in the house with petal-dogs. In the second factor of the public education and campaign of the UN Habitat, the order of environment improvement for the coexistence is 1) the installment of guideline plate for compliant information of families of companion and non-petal families. The third environmental improvement of the institutional dimension is 1) the residential district permission of the petal dogs completing the petal-dogs etiquette education program, and 2) the enforcement of punishment in the case of violation of activities instruction of petal-dogs.
Next the content and priority order of the urban construction direction of the coexistence and environmental improvement in garden area were also determined by the significant factors and its impact scale in the regression result of the residents’ acceptability about the building of petal-dogs’ exclusive garden park and common garden with both families of companion and non-petal families. In the first factor of Infrastructure construction of the UN Habitat, the order of urban garden construction direction for the coexistence is 1) the segregate building between small and large petal-dogs, 2) the making of the exclusive playground for petal-dogs in the case of building a new garden park, 3) the segregate building of space between the petal-dogs and non-petal families in the existing garden park, and 4) the building of common space of families of companion and non-petal families in the exclusive garden park of petal-dogs. In the second factor of the public education and campaign of the UN Habitat, the order of environment improvement for the coexistence in the garden is 1) the policy enforcement of protective institution for petal-dogs, and 2) the enforcement of support institution for the petal-dogs. The third environmental improvement of the institutional dimension is 1) no entrance of petal-dogs of the non-registration.
Third, in order for the urban construction for the coexistence of families of companion and non-petal families, it is necessary the software ones of institution and law supporting the later as well as the hardware approach for the reconstruction of urban physical space. The concrete policies are 1) the institutional improvement of urban plan and constructional standards, 2) the rational enforcement of both petal-dogs behaviors and the support policy for establishing petal-dogs culture simultaneously, 3) the construction of the institution promotion for urban coexistence by local government, residents, petal-dog protection organization, petal-dog expert, 4) the preparation of financial basis for constructing and maintaining the physical facilities related to petal-dog for the practice improvement for the urban coexistence, and 5) the establishment of beneficiary responsibility principle for supplying financial resource needing of the urban coexistence of families of companion and non-petal families and its consistent maintenance.
Forth, even though this study limited the discussion of urban construction for the coexistence of families of companion and non-petal families in the residential district and garden park because of the limited time and space, the future generation will need the urban plan for the coexistence of families of companion and non-petal families in late. Considering this situation, this study would suggest the urban space construction in all everyday life areas of urban peoples such as business district, cultural physical education and public facilities, transportation and movement system, governance and institution, etc beyond the residential district and garden park.
Fifth, the urban construction for the coexistence of families of companion and non-petal families is currently progressing and the ideal type of urban construction for the coexistence of all people completing in the near future. Therefore, the another important work of this study is to develop a ‘Korean’model of urban construction for the coexistence of all peoples by deeply analyzing the superior urban cities home and abroad rather than to carry out to construct the coexistent cities nationally. After developing the ideal model of urban construction for the coexistence of all peoples, it is possible to implement a example model in a special city. That is, urban construction for the coexistence of all peoples would progress as followings, first planing, second accomplishment, third feedback system. It is also necessary to collect and reflect the opinion of various interested groups every step of the example model.
Sixth, it is very important to revitalize the public infrastructure facilities and residents’participation in order to strengthen the realization and maintenance of the urban construction for the coexistence of families of companion and non-petal families. The construction of public infrastructure facilities will contribute to the establishment of petal-dog culture and the recognition of community spirit of residents beyond the simple facility construction. And the revitalization of the families of companion and non-petal families’ participation would greatly promote mutual understanding and consideration between the families of companion and non-petal families, and also contribute to strengthen community spirit of residents. In order to maintain consistently the revitalization of resident participation, it should also consider to organize and operate a ‘residents coexistence organization’ participated by petal experts, local administrators, etc. as well as the families of companion and non-petal families.
Seventh, considering the limited space inside our current residential district and the lack of the exclusive petal dog garden park, our first work for the urban construction for the coexistence of families of companion and non-petal families is to obey the etiquette of petal-dog by families of companion and manage their petal-dogs well. It is also very important for non-petal families to heighten understanding and friendship of petal-dog by participating into pet understanding program. Therefore it is necessary and important for local government to introduce and expand petal-dog culture experience of non-petal families and pet-friendly publicity activities and campaigns because they will help the non-petal families to heighten understanding and friendship of petal-dog. It is also important for the families of companion to demand to create the exclusive garden of petal-dogs to local government and assembly in order to solve the lack of the exclusive garden park of dog.
Although this study limited the urban construction for the coexistence of families of companion and non-petal families within the boundary area of residential district and garden park, it is considerably meaningful to suggest the ways of the urban construction for the coexistence of human and animals in future.
