The purpose of this study is to examine the effects of the periodic auditor designation system introduced under the revised External Audit Act and to empirically investigate whether changes in audit effort and audit fees affect audit quality. Specifically, this study addresses three issues. First, by comparing firms that replaced auditors through voluntary changes with those that experienced auditor replacement under the periodic designation system, the study examines differences in audit effort and audit fees associated with different types of auditor changes. Second, the study analyzes whether audit hours, audit fees, and audit fees per hour increase for firms subject to periodic designation relative to voluntary-change firms, and whether such increases are associated with improvements in audit quality. Third, the study distinguishes between firms undergoing an initial auditor appointment under periodic designation and firms replacing auditors after the designation is lifted, and compares audit effort and audit fees across these two stages. Using 2,357 firm-year observations of KOSPI-listed firms from 2020 to 2024, the main findings are as follows. First, relative to voluntary-change firms, firms subject to initial periodic designation exhibit significantly higher audit hours, audit fees, and audit fees per hour, suggesting that auditors increase audit effort and fees in response to the designation environment. Second, for firms replacing auditors after the periodic designation is lifted, audit hours, audit fees, and audit fees per hour are lower than those of voluntary-change firms, consistent with intensified competition in the audit market following designation termination. Third, increased audit hours and audit fees for periodically designated firms are associated with higher audit quality, whereas reductions in audit effort and fees following designation termination do not lead to a statistically significant change in audit quality. This study contributes to the literature by providing empirical evidence on how the periodic auditor designation system affects audit hours and audit fees and how these changes are related to audit quality. In addition, by jointly examining firms subject to initial designation and those experiencing auditor replacement after the designation is lifted, the study offers further evidence regarding the debate on whether changes in audit effort and audit fees following regulatory intervention have meaningful implications for audit quality.
