본 연구는 육군 보병 부사관의 리더십 역량을 강화하기 위한 교육방안 연구
에 목적을 두고 있다. 오늘날의 군 리더십 교육은 단순히 보수교육에서 이루
어지는 일회성 수업이 아니라, 군 생활 전 과정에서 지속적이고 연속적으로
이루어져야 한다. 특히 리더십 역량은 개인의 의지와 노력만으로는 한계가 있
으며, 육군 차원에서 이를 체계적으로 뒷받침할 수 있는 제도적이고 정책적
기반이 마련될 필요가 있다.
연구 방법은 급변하는 병영문화와 안보 환경에서 부사관이 실제 임무 수행
과정에서 갖추어야 할 실행 기반 리더십 요소를 규명하기 위해 양적 접근보
다 질적 접근이 타당하다고 판단하였다. 이에 포커스 그룹 인터뷰(Focus
Group Interview)를 활용해 다양한 계급과 직책의 의견을 수렴하였다. 이러한
자료를 토대로 본 연구의 최종 목적은 단순한 교육방안 제언에 그치지 않고,
향후 부사관학교와 육군 교육사령부 리더십 센터에서 교육 시간 확대와 교육
체계 개편을 논의할 때 활용할 수 있는 이론적 근거를 제공한다.
첫째, 현장에서 실질적으로 도움이 되었던 리더십 교육은 실천 중심 학습과
체험형 프로그램이 강의식 이론 중심 수업보다 더 큰 효과를 보인 것으로 나
타났다. 초급리더과정, 야전부대 행복 플러스, 인성함양캠프 등 다양한 교육이
존재하지만, 공통적으로 “야전에서 즉시 활용할 수 있는 실질적인 세부 교육
내용이 부족했다”고 참여자들은 응답하였다. 따라서 리더십의 실질적 향상을
위한 교육방식은 일방적 전달 중심이 아닌 역할수행형과 참여형 수업으로 전
환되어야 하며, 실제 사례 기반 역할극과 리더십 전문 교관의 코칭을 통해 문
제를 해결하는 경험이 제공되어야 한다.
둘째, 현행 육군 부사관학교 초급리더과정의 리더십 교육 시간은 총 1,000시
간 중 16시간에 불과해 단기간에 수준 높은 교육성과를 기대하기 어렵다. 이
에 일주일 단위로 최소 40시간 이상의 집중 교육 과정을 운영하고, 인간의 망
각주기를 고려해 교육기간 동안 주기적인 교육체제로 개선할 필요가 있다. 또
한 리더십 교육은 초급간부를 대상으로 한 일회성 프로그램이 아니라, 5~10년
차 간부로 이어지는 단계적 교육 구조로 설계되어야 한다.
셋째, 리더십은 개인의 성장 과정에서 가정과 학교를 중심으로 형성되는 기
본 자질로 입대 이후 단기 교육만으로 형성되는 역량이 아님을 확인하였다.
따라서 리더십 교육은 교육부와 국방부의 협력 체계를 기반으로 초·중·고등학
교 교육 과정에서 정규 교과 형태로 포함될 필요가 있다.
결론적으로 리더십 역량 강화는 육군 전투력 향상의 선택이 아닌 필수 요건
이다. 야전과 연계된 과정별 차별화, 맞춤식 교육으로 ‘올바르고 유능하며 헌
신하는 戰士’ 육성에 기여하며 단순한 지식 전달을 넘어 실제 습관과 행동으
로 체득화 되어야 하며, 단기적 성과보다 지속적 성장과 신뢰 형성에 초점을
맞추어 설계되어야 한다. 이러한 변화가 실현될 때 간부는 스스로 사고하고,
부하와 함께 성장하며, 부대를 발전시키는 진정한 리더로 자리매김할 수 있을
것이다.
다만 본 연구는 FGI 중심의 질적 접근으로 수행되어 실제 교육 효과에 대한
정량적 검증은 이루어지지 않았다. 향후 연구에서는 교육 전후 비교분석, 설
문조사 등 양적연구를 병행하여 본 연구에서 제시한 교육모델이 실제 부대
성과와 행동 변화에 어떤 영향을 미치는지 확인할 필요가 있다.

This study aims to develop an educational model to enhance the
leadership competencies of ROK Army Noncommissioned Officers (NCOs),
focusing on the Junior Leader Course at the Army NCO Academy.
Leadership education should not be a one-time lesson conducted only
during training courses but a continuous and integrated process throughout
a soldier’s military career. To achieve this, both individual effort and
institutional support through policy and system-level reinforcement within
the Army are urgently required.
For the research method, this study adopted a qualitative approach rather
than a quantitative one, utilizing Focus Group Interviews (FGI) to directly
capture the voices of those in the field. The study identified the
action-oriented leadership competencies that Army NCOs must possess in
a rapidly changing security environment and military culture, and then
sought to establish a structured educational model based on those findings.
The participants included squad leaders who completed the Junior Leader
Course and are currently serving in field units, current trainees, class
advisors, and company commanders. Thus, the research reflects the
perspectives of a wide range of NCOs and officers. The ultimate goal of
this study is not merely to propose an educational model but to provide a
theoretical foundation for future discussions on curriculum reform and the
expansion of leadership training hours at the Leadership Center and the
NCO Academy.
First, according to the participants, leadership education that proved
practically helpful in the field was not theory-based lectures but
experiential,
practice-oriented
programs.
Many respondents who
participated in various leadership courses such as the Junior Leader
Course, Character Development Camp, and “Happiness Plus” program
pointed out a common issue: the lack of sufficient time and content that
could be immediately applied in the field. Therefore, the study emphasizes
that leadership education should shift from lecture-based delivery to
participatory learning that includes role-playing, case-based exercises, and
feedback from leadership experts to develop real, field-ready leadership
skills.
Second, within the current Junior Leader Course curriculum, only 16
hours out of the total 1,000 training hours are allocated to leadership
education, making it difficult to ensure sufficient depth and quality.
Accordingly, this study suggests expanding the leadership training to at
least 40 hours and operating it as an intensive one-week course designed
to enhance retention and mastery. Furthermore, leadership education should
not end at the initial training phase but be structured in stages to connect
early-career NCOs with mid-career personnel (5–10 years of service),
ensuring continuous professional growth.
Third, this study found that leadership is not merely acquired through
short-term military training after enlistment, but rather developed and
matured through one’s personal growth in the family and school
environment before joining the Army. Therefore, the Ministry of National
Defense and the Ministry of Education must cooperate to secure
institutional and budgetary support for leadership education. Leadership
should be incorporated into the regular curriculum of elementary, middle,
high schools, and universities to ensure systematic and long-term
development prior to military service.
In conclusion, strengthening leadership education for junior NCOs is not
optional but a fundamental requirement for enhancing the Army’s combat
power. Leadership must go beyond knowledge acquisition and be
translated into practical action. It should be designed to promote
continuous growth and trust rather than short-term performance. When
such a system is realized, junior NCOs will become genuine leaders who
think independently, grow with their subordinates, and contribute to the
advancement of their units. However, as this study mainly utilized
qualitative methods such as FGI, quantitative verification of actual
educational effects was not conducted. Future research should combine
quantitative methods such as experimental design, surveys, and
comparative analysis to empirically validate the educational model’s impact
on behavioral change and unit performance.
