북한강 수계는 국내 대표적인 발전용 댐 군이 계단식으로 배열되어 댐 간 유입· 방류의 상호 의존성이 높고, 시스템 관점의 운영 의사결정이 복잡한 특성을 갖는다. 또한, 공유하천의 특수성으로 인해 상류 유역의 수문학적 영향과 관측자료의 제약이 존재하여, 물리적 일관성이 확보된 유역 유출 및 저수지 운영 해석 기법이 요구된다. 이에 본 연구는 물리기반 분포형 유출모형 GSSHA (Grid based Surface Subsurface Hydrologic Analysis)와 표본확률동적계획법 SSDP (Sampling Stochastic Dynamic Programming)을 결합하여, 유출·댐 운영·최적화 과정의 물리적 일관성을 확보한 댐 군 연계 최적화 기법을 개발하였다. 먼저 북한 지역을 포함한 강우 자료와 댐 유역별 수문 자료를 시간 단위로 수집 하고, Hampel filter를 활용하여 관측자료의 불확실성을 개선하였다. 이후 GSSHA 를 활용하여 7개 댐(평화·화천·춘천·소양강·의암·청평·팔당) 유역의 장기 유출을 모의하고, 동일한 프레임에서 저수지 운영을 모의하였다. 모형 재현성 평가는 R2 0.90 ~ 0.95, RVE –1.02% ~ 54.69% 수준으로 양호하게 재현되었으나, 평화의 댐의 경우 R2 0.78, RVE 228.20%로 모형 편향이 다소 증가하였다. SSDP 최적화는 제한 수위, 만수위, 계획홍수위, 터빈 통수량과 최대 방류 능력 등을 제약조건으로 반영하였으며, 발전량 최대화를 목적함수로 설정하여 단계별 기대 목적값을 최대화하는 동적 운영규칙을 도출하였다. 최적화 시나리오는 상류 관측 방류량을 경계조건으로 반영한 개별 댐 최적화(Case1), 4개 발전용 댐을 하나의 시스템으로 취급한 연계 최적화(Case2), 임남댐 조절이 완화된 상류 유입 조건 대안 시나리오(Case3)로 구성하여 관측 기반 현행 운영과 비교·평가하였다. 최적화 결과 발전방류의 연속성이 증가하여 연·월 단위의 발전량이 전반적으로 상승하였다. 4개 댐 합산 총발전량 기준으로는 Case1 31.1%, Case2 73.6%, Case3는 Case2 대비 59.1%, 현행 대비 176.2% 증가하는 것으로 나타났다. 수위 상관성 검토 결과, 최적 운영 시에도 제한수위를 안정적으로 유지하였으며, 첨두 유입 시에도 계획홍수위를 초과하지 않는 범위 내에서 여유고를 확보하여 치수 안정성을 만족하는 것으로 분석되었다. 본 연구는 북한강 수계 발전용 댐 군을 대상으로 개별 댐 단위 최적화와 댐 군 연계 최적화의 발전 효율 개선 효과를 정량적으로 비교·검토하고, 상류 유입 변화에 대응하는 댐별 민감도를 분석하였다. 다만, 본 연구는 시간대별 전력 가격 (SMP; System Marginal Price)과 물가치를 목적함수에 포함하지 않고, 발전량 증대를 단일 목표로 설정하였다. 향후 연구에서는 발전량–경제성–치수 안정성을 고려하는 최적화 목적 확장과 함께 홍수기·비홍수기가 분리된 계절별 운영규칙을 도입한다면 보다 현실적이고 실무 적용성이 높은 연계 운영 방안을 제시할 수 있을 것으로 판단된다.

The North Han River(Bukhangang) system comprises a cascade of major hydropower reservoirs whose inflows and releases are strongly interdependent, making system-wide operational decision-making inherently complex. This complexity is further amplified by the transboundary nature of the watershed: upstream hydrologic controls and limited observations in the upper basin constrain direct characterization of inflow processes and introduce substantial uncertainty. To support robust and operationally meaningful decision-making, physically consistent methods are required that can seamlessly link watershed runoff generation, reservoir routing, and optimization.
This dissertation develops a coordinated multi-reservoir optimization framework by coupling a physics-based distributed hydrologic model GSSHA(Grid-based Surface Subsurface Hydrologic Analysis) with Sampling SSDP(Stochastic Dynamic Programming). Hourly precipitation data including the upstream(North Korean) portion of the basin, together with dam-specific hydrometeorological records, were compiled and preprocessed using a Hampel filter to mitigate observation noise and outliers. Using a unified modeling architecture, long-term runoff and reservoir operations were simulated for seven reservoirs in the cascade: Peace(Pyeonghwa), Hwacheon, Chuncheon, Soyanggang, Euiam, Cheongpyeong, and Paldang. Model performance was generally strong, with coefficients of determination(R²) of 0.90–0.95 and relative volume errors(RVE) of –1.02% to 54.69% across most basins, while the Peace Dam basin exhibited increased bias(R² = 0.78; RVE = 228.20%), indicating greater uncertainty in the upstream boundary and/or local hydrologic representation.
The SSDP formulation explicitly incorporates operational constraints, including restricted water levels, full supply levels, design flood levels, turbine capacities, and maximum release capacities, and derives dynamic operating rules that maximize expected hydropower generation. Three scenarios were evaluated against the observation-based current operation: (i) single-reservoir optimization with observed releases from Peace Dam imposed as the upstream boundary(Case1), (ii) coordinated optimization treating four hydropower reservoirs as an integrated system(Case2), and (iii) an alternative upstream inflow condition reflecting relaxed regulation by the Imnam Dam(Case3). Optimization increased the continuity of turbine releases, leading to broadly higher monthly and annual energy production. For the four-reservoir hydropower system, total generation increased by 31.1% in Case1 and 73.6% in Case2 relative to current operation; Case3 yielded a further 59.1% increase over Case2 and a 176.2% increase over current operation.
Water-level response analyses confirmed that the optimized policies maintained restricted levels reliably and secured adequate flood-control freeboard, keeping peak stages below design flood levels even during high inflow events. Overall, the proposed framework quantifies the benefits of coordinated operation over independent reservoir optimization and assesses reservoir-specific sensitivities to upstream inflow changes under transboundary uncertainty. Limitations include the use of a single objective(energy maximization) without incorporating time-varying electricity prices(SMP) or water value, and the application of a single operating rule that does not fully reflect seasonal strategy shifts. Future work should extend the framework to multi-objective optimization that jointly considers energy, economic value, and flood safety, and develop seasonally differentiated operating rules for flood and non-flood periods to enhance practical implementability.
