This study aims to clarify how state-led transitional justice was refracted and compromised within local society by critically re-examining the case of Gurim Village in Yeongam-gun, Jeollanam-do, which is often cited as an "exemplary case of reconciliation" in discussions of civilian massacres during the Korean War.
During the Korean War, Gurim Village experienced horrific massacres on both sides. These tragedies stemmed from inherent hierarchical conflicts between ban-chon (gentry settlements) and min-chon (commoner settlements) dating back to the colonial period, personal vendettas, and massacres committed during the process of reoccupation by the military and police. However, in the post-war disciplinary society where anti-communism was established as the national policy, the village community—in which perpetrators and victims coexisted—was forced to conceal memories of the massacres to ensure survival. Consequently, a tacit agreement (mukgye) to bury these memories was formed to preserve the community. Against this historical backdrop, this study analyzed a series of reconciliation practices led by the Gurim Village community since the 2000s, specifically the compilation of Honam Myeongchon Gurim (The Gurim Chronicle) and the erection of the "Monument of Forgiveness and Reconciliation." The agents of reconciliation in Gurim proactively undertook tasks such as fact-finding and identifying victim lists to publicly acknowledge the memories of massacres long suppressed by the state system. However, this process was also a "struggle for recognition" to be officially acknowledged as victims by the state. To secure the legitimacy of their victimization, the bereaved families had to define themselves as "innocent civilians." In this process, a form of "self-censorship" occurred, systematically excluding those who actively participated in leftist activities or had a history of armed guerrilla involvement. Furthermore, conflicts and fissures among the agents of reconciliation surfaced as they strategically appropriated reconciliation discourses to accept external support for the monument's construction. Through this analysis, this study confirms that the reconciliation practices in Gurim Village clearly reveal the structural contradictions of state-led transitional justice. The reconciliation in Gurim was a "tentative reconciliation" achieved while suspending the clarification of the full truth regarding perpetrators and victims, and a "sutured reconciliation" aimed at community preservation. This inevitably resulted in "unjust forgiveness." Moreover, the statute of limitations on compensation and the limitations of legal victim categories produced "those excluded" who remain outside the sphere of reconciliation. In conclusion, by arguing that the reconciliation in Gurim Village is a "sutured reconciliation" for community preservation and an "incomplete reconciliation" that can only operate within state-approved institutional boundaries, this study reveals the specific dynamics of power in local society hidden behind the evaluation of it as an "exemplary case." Furthermore, this study reflects on the limitations of state-led transitional justice by focusing on those areas and subjects still excluded from the sphere of reconciliation.
