Korea, once one of the poorest countries in the world after the Japanese colonial period and the Korean War, achieved rapid industrialization and economic growth beginning in the 1960s and has since emerged as a global economic power. However, development concentrated in the Seoul Metropolitan Area and a few major regions has resulted in a persistent imbalance, intensifying population concentration in the capital region and weakening the competitiveness of local areas. Despite continued national balanced development efforts, regional disparities have not been resolved, and low fertility and rapid population aging have pushed many local areas beyond a state of “underdevelopment” toward a phase of “extinction.” As local extinction has become a critical national issue, the Korean government has introduced various policy measures and fiscal programs aimed at addressing this demographic crisis.
Against this backdrop, this study empirically analyzes the determinants of regional extinction risk within Korea’s socio-economic and policy environment, focusing
on the spatial spillover effects and interregional interactions that influence local demographic decline. In particular, this study examines both the spatial structure of regional extinction and the impact of multiple policy interventions, ultimately evaluating their effectiveness and suggesting appropriate policy directions for sustaining local vitality. The analysis uses panel data covering 229 municipalities(si–gun–gu) from 2017 to 2023, the most recent period for which consistent data
are available.
To investigate the spatial clustering of regional extinction risk and the similarity of neighboring areas, Moran’s I and LISA analyses were first conducted using two dependent variables: the Regional Extinction Risk Index and the Population Decline Index. To identify the demographic, industrial–economic, residential, and policy factors influencing regional extinction, global spatial panel models—including the Spatial Autoregressive Panel Model (SAPM), Spatial Error Panel Model (SEPM), and Spatial Durbin Panel Model (SDPM)—and the geographically weighted time-series autoregressive model (GWTAR) were employed. In addition, the effects of key policy interventions were evaluated using a Difference-in-Differences (DID) model.
The global spatial autocorrelation analysis revealed significant positive spatial auto correlation for both dependent variables in 2023, indicating that regions with similar levels of extinction risk tend to cluster spatially. Global and local spatial panel model results showed clear evidence of spatial spillover effects. The SDPM results demonstrated that total fertility rate had positive direct and indirect effects on the Regional Extinction Risk Index but negative direct effects on the Population Decline Index. The proportion of secondary industries exhibited positive direct and indirect effects only on the Regional Extinction Risk Index. Percapita income showed negative direct effects on regional extinction risk but positive direct effects on population decline. Among residential environment variables, the proportion of old housing had negative direct and indirect effects on regional extinction risk, and positive direct effects on population decline. The number of cultural facilities exerted positive direct and indirect effects only on regional extinction risk. Policy variables also showed differentiated effects: percapita childbirth grants had positive effects on the Regional Extinction Risk Index, while the proportion of youth rental housing had significant negative direct and indirect effects. Several variables—including fertility, secondary industry share, old housing, cultural facilities, and youth rental housing—exhibited statistically significant indirect effects, confirming the presence of spatial spillovers. Dynamic SDPM results further showed that the influence of variables varied across time lags, while GWTAR results indicated strong spatial heterogeneity, suggesting that regional extinction is driven by region-specific structural factors.
The DID analysis revealed that the designation of population-declining areas and the execution of the Local Extinction Response Fund did not produce immediate effects, while the fund showed delayed effects with a one-period time lag. Moreover, among population-declining areas, fixed-effects panel analysis indicated no significant effects of fund execution rates, suggesting that the fund functions as a medium- to long-term policy tool whose effectiveness depends more on qualitative utilization than quantitative execution.
Based on these findings, this study presents five key policy implications. First, youth housing policy should shift from a simple expansion of supply toward settlement -support approaches anchored in living spheres. Second, regional extinction responses should promote interregional linkage strategies that integrate industrial structures with residential conditions within each region. Third, the establishment of cooperative policy frameworks at the metropolitan or regional scale is necessary to enhance coordination and spatial spillover effects. Fourth, the Local Extinction Response Fund should be reorganized toward a medium- to long-term performance management system that explicitly reflects delayed policy effects. Finally, differentiated response strategies tailored to regional structural characteristics are required to improve policy effectiveness. While this study provides empirical insights into the spatial characteristics of regional extinction and the effects of related policies, limitations remain in its inability to fully account for micro-level local factors, in defining spatial relationships solely by adjacency, in capturing qualitative aspects of policy variables, and in the constraints of the study period and the use of composite indices.
