    최근 인구감소를 뉴노멀로 인식하는 시점에서 현실적으로 모든 지역이 인구 규모를 유지하면서 집적경제를 달성하는 것은 어려움이 예상된다. 이에 도시·지역 계획 분야에서는 물리적 규모의 한계를 효과적으로 축소 관리(Shrinkage Management)하기 위한 연구가 이루어지고 있다. 또한 국내 인구감소지역 실증 연구에서는 인구감소지역 지정 지표 타당성 검토와 인구감소지역 유형화 특성을 반영한 대응 방향 제시에 집중하여 변화되는 지역체계에 관한 연구 필요성이 요구된다. 이러한 배경에서 지역 간 상호의존성 중심의 인근 지역과의 기능적 연계를 중요하게 여기는 저밀도경제(Low Density Economies)와 차용규모(Borrowed Size)가 주목받고 있다. 저밀도경제는 농촌 정책에서 출발한 개념으로 과소·저밀 지역이 인근 도시의 기능을 빌려오는 집적효과의 차용을 통해 보완하는 방식이다. 반면 차용규모는 소규모 도시가 인근 대도시의 집적경제 이점을 공유하면서 집적비용을 감소하는 것으로 도시 간 기능적 상보성을 설명하는 개념이다. 이에 본 연구는 농촌과 같은 과소지역의 물리적 밀도 한계를 도시 네트워크의 매개인 차용규모를 통해 어떻게 공간적으로 발현하고 지역 성장의 공간적 파급 효과를 규명하는데 주안점을 둔다. 따라서 기존의 인구 중심적 접근에서 벗어나, 복합적 지표와 공간분석을 통해 저밀도경제 지역의 이질적 유형과 동태적 메커니즘을 규명함으로써 관련 논의를 확장하고자 한다. 이를 위해 본 연구는 다음과 같은 4단계의 분석 절차를 진행하였다. 1단계에서는 저밀도경제 지역의 복합적 인 특성을 함축하는 핵심 요인을 도출하고자 주성분 분석을 실시하며 분석 결과 지역 군집요인을 4개로 도출하였다. 2단계에서는 도출된 네 가지 주성분 요인을 바탕으로 K-means 군집분석을 실시하였으며 총 5개 지역 유형을 분류하였다. 이 중 저밀도경제 지역은 2개의 이 질적 군집으로 구분됨을 확인하였다. 이는 지역체계가 단일한 성장경로를 따르지 않고 지역 규모에 따라 상이한 성장 차이와 다중 안정상태를 지향한다는 선행연구와도 맥락을 같이 한다. 3단계에서는 저밀도경제 지역을 차용기능과 차용성과의 공간적 패턴을 규명하고자 공간적 자기상관 검정과 이변량 LISA분석을 실시하였다. 분석 결과 차용기 능과 차용성과 모두 공간적 자기상관이 존재함을 확인하였으며, 이변량 LISA분석에서 HH(8개), LL(10개), LH(3개), HL(6개)의 공간적 패턴을 발견하였다. 특 히 LH군집은 여주시, 음성군, 당진시 총 3개 지역으로 구성되며 자체적인 기능 효과는 낮으나, 도시 네트워크를 통해 지역 성장성을 이끌어주는 차용규모가 작 동한 군집으로 판단하였다. HL군집은 수도권 지역 일부와 경남 지역 일부로 구성 되었으며 해당 지역이 자체적인 기능은 높으나, 주변 지역과 차용성과를 이끌지 못함을 시사하여 지방 도시들의 차용기능을 주변으로 확대할 수 있는 전략이 필요 할 것으로 보인다. 마지막으로 4단계에서는 지역 성장에 영향을 미치는 핵심변수들의 공간적 파급 효과를 검증하여 저밀도경제 지역이 네트워크를 통해 인접 지역의 자원을 공유 하거나 경쟁하는 관계에 놓여 있음을 분석한다. 이를 위해 공간더빈모형을 적용하며 지역 성장에 영향을 미치는 제조업 종사자 수 비율은 간접효과에, 녹지비율 은 직접효과에 통계적으로 유의미한 영향력을 미치는 것으로 확인하였다. 특정 지역의 제조업 종사자 수 비율은 간접효과를 통해 부(-)의 영향을 발생시켜 집적의 그림자를 발생시키는 것으로 나타났다. 비수도권 거점도시가 주변 지역에 부정적 외부효과를 미친다는 선행연구결과와 유사한 맥락을 보여주며 제조업 산업구조에 서는 지역 간 상호보완적인 성장을 견인하기 어려움을 의미한다. 반면 녹지비율은 해당 지역에 직접효과를 통해 정(+)의 영향을 발생시키나 인접 지역에는 영향을 미치지 못하는 것으로 확인하였으며 피드백 효과 역시 부(-)의 영향으로 해당 지역에 국한되어 효과가 나타나는 것으로 판단된다. 본 연구의 분석 결과를 토대로 기존 저밀도경제 지역 분류와 다르게 6개 지역이 추가 확인되었으며 시단위 지역에서도 저밀도경제 지역으로 전환되고 있음을 시사 한다. 또한 과소·저밀도 지역인 저밀도경제 지역이 인구감소지역 지정과 같은 정책적 지원 대상이 아니라 지역 간 연계를 통한 차용규모 실현으로 지역 성장이 가능 할 수 있다는 인식전환이 필요함을 제시한다. 최근 지방시대위원회에서 발표한 5극3특 국가균형성장 추진전략은 네트워크 효과를 극대화하는 방향으로 국토 공간구조 전략 전환을 제시하였으며 본 연구의 목적과 맥락이 유사하다고 할 수 있다. 본 연구의 결론과 연관하여 다음과 같은 정책적 시사점을 제시한다. 첫째, 5극의 거점도시의 산업구조는 제조 산업이 아닌 고차서비스 및 R&D 산업에 집중하고, 인접한 저밀도경제 지역에는 제조 산업을 배치하여 지역 간 상호보완을 추구할 필요가 있다. 둘째, 국토 공간 정책 수립 시에 획일적인 공간 위계 구조 설정에서 벗어나 차용규모 효과 범위를 고려하여 유연한 권역 설정이 필요하다. 셋째, 저밀도경제 지역의 성장을 위한 전략 수립 시에 는 무엇보다 기능적 네트워크 구축이 요구된다. 본 연구는 다양한 데이터를 기반으로 저밀도경제 지역 유형화와 공간적 분포를 살펴본 데에 의의가 있으나 다음과 같은 한계점이 있다. 첫째, 본 연구는 162개 시군을 대상으로 일부 시점만을 고려한 분석을 수행하여 저밀도경제 지역이 형성 되는 장기적인 추세나 연도별 차이를 파악하지 못하였다. 둘째, 저밀도경제와 차용 규모라는 새로운 관점에서 접근하여 지역 성장을 분석하려는 시도가 제한적이었 다. 셋째, 차용규모의 공간적 패턴을 분석하고자 차용기능과 차용성과 대리변수를 사용하였으나, 이는 차용규모 결과 일부만 반영한다는 한계가 존재한다. 마지막으 로 본 연구는 공간더빈모형을 통해 전역적인 공간 파급효과를 확인하였으나 잔차 분석에서 과소평가와 과대평가 지역이 존재함을 확인하였다. 이에 향후 연구에서 는 지리가중회귀모형을 적용하여 국지적 효과를 규명할 필요가 있다.

    As the recent population decline is increasingly recognized as a New Normal, achieving agglomeration economies while maintaining population size across all regions has become a challenge. Research in urban and regional planning has shifted toward Shrinkage Management to effectively mitigate the limitations of physical scale. While existing empirical studies on designated depopulated areas in South Korea have focused on validating designation indicators and proposing response directions based on regional typologies, there is a growing necessity to investigate the evolving regional systems through more dynamic lenses. This study examines Low Density Economies and Borrowed Size, concepts that emphasize functional connectivity and interdependence between adjacent regions. Low Density Economies, a concept originating from rural policy, describes a mechanism where rural regions compensate for their inherent limitations by borrowing the effects of agglomeration from neighboring cities. Borrowed Size elucidates functional interdependence, illustrating how small cities share the benefits of a core city’s agglomeration economies while minimizing the associated agglomeration costs. This study investigates how the physical density limits of shrinking regions are spatially manifested through Borrowed Size acting as a mediator within urban networks, and elucidates the resulting spatial spillover effects on regional growth.
    By diverging from conventional population-centric approaches, this research expands the discourse by identifying heterogeneous types and dynamic mechanisms of Low Density Economies regions through multi-dimensional indicators and spatial analysis. The analytical procedure began with a Principal Component Analysis to derive core factors encapsulating the complex characteristics of Low Density Economies regions, followed by K-means clustering which classified five distinct regional typologies. The results confirmed that Low Density Economies regions are divided into two heterogeneous clusters, aligning with prior literature suggesting that regional systems do not follow a uniform growth path but rather pursue multiple stable states and divergent trajectories. To further examine the spatial patterns of borrowing functions and performance, Global Spatial Autocorrelation and Bivariate LISA analysis were conducted. The findings identified significant spatial autocorrelation, particularly highlighting LH clusters such as Yeoju, Eumseong, and Dangjin despite low internal functions, drive regional growth by effectively leveraging the Borrowed Size mechanism. Conversely, the HL clusters identified in parts of the Seoul Metropolitan Area and Gyeongnam region exhibited high internal functions that failed to spill over into adjacent areas, suggesting a strategic need to expand
    the functional reach of provincial cities. Furthermore, a Spatial Durbin Model was applied to verify the spatial spillover effects of core variables. The results indicated that the ratio of manufacturing employees exerted a significant negative indirect effect, manifesting as an Agglomeration Shadow. This implies that manufacturing-oriented industrial structures struggle to drive mutually beneficial growth, consistent with findings that core cities in non-capital
    areas can exert negative externalities on their surroundings. In contrast, the ratio of green space showed a positive direct effect on its own region but remained localized without influencing adjacent areas. These findings reveal that even distric(si-gun) level are transitioning into Low Density Economies regions, necessitating a paradigm shift where underpopulated regions are viewed as areas capable of growth through Borrowed Size rather than mere subjects of policy support. Based on these results, this study suggests that the industrial structure of megacity hubs should transition toward advanced services and R&D, while manufacturing activities should be strategically distributed to adjacent Low Density Economies regions to foster functional interdependence.
    Moreover, spatial policies must move beyond rigid hierarchies toward flexible regional delineations that account for the effective reach of Borrowed Size. Although this study is limited by its cross-sectional nature, it provides a foundational framework for future research to employ Geographically Weighted Regression to further specify localized spatial effects.
