Climate change is expected to alter the intensity, frequency, and tracks of tropical cyclones (TCs), which may lead to changes in regional damage. Therefore, research to quantify TC risk is essential for efficient response. Although many studies have been studied on TC risk so far, studies that analyze TC risk and changes in its contributing factors in consideration of recent changing TC characteristics are insufficient. Therefore, this study analyzed the changes in TC risk and the contributions of its detailed factors in the Northwest Pacific. Using TC track and wind speed data from IBTrACS v04r01 (International Best Track Archive for Climate Stewardship, Version 4, Revision 1) from 1980 to 2023, we calculated the risk using three hazard indices (TC count (TCC), TC Duration (TCD), TC intensity (TCW)), exposure index defined by population (POP), and vulnerability index (VUL) derived from GDP per capita. We then analyzed the changes in the contribution of these individual factors to the risk. The results show that TC risk has increased in the Philippines, central–southern China, and Japan, while it has decreased in Taiwan, the Korean Peninsula, and the Indochina Peninsula. The contribution of population to TC risk increased in all countries, with particularly large increases in Southeast Asia. The contribution of TC frequency increased markedly in Korea and Japan, whereas the contribution of TC duration exhibited a clear increase in Northeast Asia and a pronounced decrease in Southeast Asia. The contribution of TC intensity increased in Taiwan and Indonesia, while the contribution of vulnerability generally decreased, with the largest reductions observed in Northeast Asia. These results are due to changes in the climatic characteristics of TC as well as differences in socio-economic development rates by country. The expansion of the North Pacific high pressure caused an overall westward shift in the track of TCs heading to the eastern side of Japan. The findings suggest that a differential approach is needed between TC disaster prevention measures in Northeast Asia and Southeast Asia. Since the main causes of increased risk are climate factors related to TC track changes in Northeast Asia and social factors related to population and GDP in Southeast Asia, it is necessary to focus on strengthening adaptation policies rather than mitigation in Northeast Asia and strengthening social and economic foundations in Southeast Asia. This study quantitatively analyzes the contributing factors to tropical cyclone risk and derives meaningful implications. The findings are expected to provide more detailed insights for the development of adaptation and disaster risk reduction strategies for tropical cyclones over the Northwest Pacific.
