Environmental, Social, and Governance (ESG) management has emerged as a critical factor in securing funding and attracting investment for the sustainable growth of startups. However, early-stage ventures face structural constraints that hinder the strategic adoption of ESG practices. Focusing on digital technology-based startups, this study aims to compare and analyze the prioritization of ESG factors as perceived by entrepreneurs and investors, identify the perception gap between the two groups, and derive corresponding practical implications. Adopting a mixed-methods approach, this research combines qualitative and quantitative analyses. In the qualitative phase, in-depth interviews were conducted with digital startup founders and early-stage investors (accelerators). The findings reveal that entrepreneurs place the greatest emphasis on the social dimension, particularly customer trust and data protection, but experience significant difficulties in implementation due to human and financial resource limitations. In contrast, investors prioritize the governance dimension, especially board operations and internal control, perceiving ESG strategies as essential mechanisms for managing long-term investment risks. Building on these insights, the quantitative phase employed the Analytic Hierarchy Process(AHP) to assess the relative importance of ESG factors, surveying 15 entrepreneurs and 15 investors. The results show that entrepreneurs ranked the ESG dimensions as social, governance, environmental, whereas investors ranked them as governance, social, environmental. At the sub-factor level, entrepreneurs prioritized consumer data protection, protection of workplace rights, transparency of corporate disclosure, anti-corruption in business management, and board function activation in that order. Conversely, investors emphasized shareholder rights protection, followed by board function activation, enhanced auditing, anti-corruption, and consumer data protection. These findings indicate that entrepreneurs focus primarily on building trust and organizational stability, while investors concentrate on shareholder protection and the establishment of stable governance structures. The academic contribution of this study lies in moving beyond the conventional large-enterprise-centered discourse on ESG by presenting an empirical comparison of ESG perceptions between early-stage entrepreneurs and investors. By identifying the prioritization of ESG sub-factors among key stakeholders in the entrepreneurial ecosystem, the study extends the scope of ESG research to startups. The practical implications are twofold: entrepreneurs can utilize the findings to formulate ESG strategies aligned with investor expectations, while investors can refine their evaluation frameworks by accounting for the practical constraints faced by startups. Ultimately, the study contributes to promoting investment, advancing the entrepreneurial ecosystem, and laying the foundation for the sustainable growth of startups.
