This study evaluates the mechanical properties of fiber-reinforced composites produced with nanobubble water as the mixing water and investigates the mechanisms governing the associated changes in behavior. PE fibers and PBO fibers were incorporated at volume fractions of 1.75% and 1.0%, respectively. The compressive strengths of the nanobubble water mixtures G30-B-PE and C30-B-PBO were 27.4 MPa and 72.9 MPa, representing increases of 19% and 1%, respectively, relative to the corresponding reference mixtures prepared with normal water, for both matrix and fiber types investigated. In contrast, the tensile behavior was mixture dependent. For G30-B-PE, the tensile strength and tensile strain capacity were 7.34 MPa and 5.48%, corresponding to reductions of 6.4% and 13.4%, respectively, compared with G30-N-PE, whereas for C30-B-PBO, the tensile strength and tensile strain capacity reached 9.35 MPa and 1.18%, indicating increases of 18.9% and 45.7%, respectively, relative to C30-N-PBO. To elucidate the origin of these contrasting behaviors, mercury intrusion porosimetry was performed. In C30-B-PBO, the total intruded volume and total pore area decreased, while the bulk density and skeletal density increased compared with C30-N-PBO; simultaneously, the median and average pore diameters increased. These microstructural indicators are collectively consistent with matrix densification and modification of the fiber–matrix interfacial transition zone. The results suggest that nanobubble water promotes densification at the fiber–matrix interface and that the resultant tensile behavior is strongly influenced by the intrinsic characteristics of both the fibers and the matrix. Consequently, in the design of FRC, tailoring the fiber–matrix interface with due consideration of constituent material properties is an effective strategy for achieving adequate tensile ductility.
