    본 연구는 한국 석유정책결정 과정이 어떻게 결정되는지를 파워엘리트의 구조적 기반과 작동기제를 통해 의사결정 과정에서 영향력 행사 방식을 실증적으로 규명한다. 특히 한국석유공사의 2009년 하베스트 인수사례를 중심으로, 정치ㆍ관료ㆍ산업 엘리트 간의 연계와 의사결정 과정의 메커니즘을 분석하였다. 이를 위해 이론적으로 이론적으로는 Mills(1956, 파워엘리트), Domhoff(2005, 2022, 정책기획네트워크), Dye(2014, 하향식 의사결정)의 이론을 핵심으로 검토하였다. 또한 석유를 포함한 에너지 의사결정의 과정과 네트워크를 살펴보았다.
    이러한 이론을 바탕으로 2008년 이명박 정부의 자원외교 추진 시점부터 2013년 석유공사의 자본잠식이 완결된 시점까지를 분석 범위로 설정하였다. 방법론적으로는 결과설명 과정추적법을 사용하여 의사결정의 인과경로를 재구성하였고, 국정감사 기록, 감사원 감사보고서, 언론보도, 재판기록, 석유공사 내부문서 등을 종합하여 증거 연쇄를 구성하였다. 또한 권력구조연결망분석을 통해 학연ㆍ지연ㆍ직연 네트워크를 계량화하고, 하위집단 분석을 통해 중요 행위자 및 지배집단을 규명하였다.
    분석 결과 다음의 5가지로 정리할 수 있다. 첫째, 한국의 석유정책결정은 공식적 행정계층이 아닌 파워엘리트 네트워크(정치ㆍ관료ㆍ산업 엘리트)를 중심으로 주도하였다. 대통령비서실, 지식경제부, 공기업 경영진, 금융자문사 등이 정책-평가-집행의 전 단계에서 연속적으로 개입하였다. 둘째, 하베스트 인수는 ‘지표ㆍ대형화 프레임’(인과기제 A), ‘의사결정 압축과 평가의 비대칭성’(인과기제 BㆍC), ‘기술ㆍ가치정보 저반영’(인과기제 D), ‘협상·계약 단계의 구조적 왜곡’(인과기제 E)의 다층 인과기제로 설명된다. 셋째, 네트워크 분석 결과, 서울대ㆍ성균관대ㆍ고려대 학연과 경상도ㆍ서울 지역 지연, 전직 고위 관료 직연이 집중된 핵심 코어가 형성되어 있었으며, 이들이 의사결정 경로의 매개중앙성을 독점하였다. 넷째, 의사결정의 경로는 정치적 시간 압축과 평가 역전 현상을 수반하였고, 이는 경제적 비합리성과 높은 재정 리스크로 귀결되었다. 다섯째, 이러한 구조적 편향은 단일 사건의 실패가 아니라 제도화된 권력작용의 결과로 해석된다.
    이론적으로 본 연구는 파워엘리트 이론을 한국의 에너지정책 영역에 실증 적용함으로써, 엘리트-네트워크-의사결정 통합모형을 제시하였다. 이는 구조(권력구조연결망)와 행위(의사결정 과정)를 연결하는 복합적 인과분석 틀로 기능한다. 정책적으로는 공기업 운영에 대한 정치적 독립성 강화, 투명한 의사결정 절차 확립, 이사회·자문기구의 전문성 제고, 정책평가지표의 질적 전환이 필요함을 강조한다.
    결과적으로 하베스트 인수는 한국의 에너지 분야 의사결정이 어떻게 엘리트 네트워크의 구조적 논리에 의해 형성ㆍ왜곡될 수 있는지를 보여주는 대표적 사례이다. 파워엘리트의 권력 작동은 단순한 개인 수준의 오류가 아닌, 지속적ㆍ제도화된 권력 연계구조의 산물로 볼 수 있다. 이에 본 연구는 결과설명 과정추적법을 통해 그 인과기제를 규명함으로써, 향후 의사결정 연구의 이론적 외연과 방법론적 견고성을 확장하였다.

    This study empirically examines how South Korea’s oil policy decisions are formed by analyzing the ways influence is exercised in the decision-making process through the structural foundations and operating mechanisms of power elites. Focusing on the Korea National Oil Corporation’s 2009 acquisition of Harvest, it analyzes the linkages among political, bureaucratic, and industrial elites and the mechanisms of decision-making. The theoretical framework centers on the works of C. Wright Mills (1956, power elite), G. William Domhoff (2005, 2022, policy-planning networks), and Thomas R. Dye (2014, top-down decision-making), and also examines decision-making processes and networks in the energy sector, including oil.
    Based on these theories, the period of analysis spans from the launch of resource diplomacy under the Lee Myung-bak administration in 2008 to the point in 2013 when KNOC’s capital impairment was finalized. Methodologically, the study employs outcome-explaining process tracing to reconstruct causal pathways in decision-making, assembling an evidentiary chain from National Assembly audit records, Board of Audit and Inspection reports, media coverage, court records, and internal KNOC documents. In addition, power-structure network analysis quantifies school, regional, and career networks, while subgroup analysis identifies key actors and dominant groups.
    The findings can be summarized in five points. First, South Korea’s oil policy decisions were led not by formal administrative hierarchies but by power-elite networks comprising political, bureaucratic, and industrial elites; the Presidential Secretariat, the Ministry of Knowledge Economy, public enterprise executives, and financial advisors intervened continuously across the stages of policy formulation, evaluation, and implementation. Second, the Harvest acquisition is explained by multilayered causal mechanisms: an indicator-and-scale expansion frame (Mechanism A); decision compression and evaluative asymmetry (Mechanisms B and C); underweighting of technical and value information (Mechanism D); and structural distortions in negotiation and contracting (Mechanism E). Third, network analysis reveals the formation of a core dominated by school ties (Seoul National University, Sungkyunkwan University, Korea University), regional ties (Gyeongsang and Seoul), and career ties of former senior officials, which monopolized betweenness centrality along decision pathways. Fourth, decision trajectories involved political time compression and evaluation reversals, resulting in economic irrationality and elevated fiscal risk. Fifth, these structural biases are interpreted not as a single failure but as outcomes of institutionalized power operations.
    Theoretically, the study applies power-elite theory empirically to South Korea’s energy policy domain and proposes an integrated elite–network–decision-making model that links structure (power-structure networks) and action (decision processes) within a composite causal-analytic framework. From a policy perspective, it underscores the need to strengthen the political independence of public enterprises, establish transparent decision procedures, enhance the expertise of boards and advisory bodies, and qualitatively reform policy evaluation indicators.
    In conclusion, the Harvest acquisition serves as a representative case illustrating how decision-making in South Korea’s energy sector can be shaped and distorted by the structural logic of elite networks. The operation of power elites should be understood not as individual error but as the product of persistent and institutionalized power linkages. By elucidating these causal mechanisms through outcome-explaining process tracing, the study expands the theoretical scope and methodological robustness of future decision-making research.
