This study aims to empirically examine the impact of national R&D investment at the regional level on regional economic performance (GRDP) and to identify the mediating effects of research outputs—namely academic publications, patents, commercialization outcomes, and technology licensing fees—in this relationship. While previous studies have primarily focused on the direct effects between R&D inputs and economic outcomes, this study seeks to verify the diffusion structure of regional R&D investment through the mediating pathways of research outputs.
For the empirical analysis, panel data covering 17 metropolitan cities and provinces in Korea from 2013 to 2022 were employed. GRDP was specified as the dependent variable, national R&D investment at the regional level as the independent variable, and the number of SCI-indexed publications, patent applications, commercialization outcomes, and the amount of technology licensing fees as mediating variables. In addition, regional characteristics such as population size, number of firms, number of employed persons, fiscal self-reliance ratio, and number of researchers were included as control variables. The analytical methods applied include a fixed-effects panel model, the mediation analysis procedure proposed by Baron and Kenny (1986), and structural equation modeling (SEM). Time lags among variables were incorporated based on prior literature.
The results based on the Baron and Kenny (1986) approach indicate the following. First, national R&D investment at the regional level has a statistically significant positive effect on GRDP. Second, national R&D investment exerts statistically significant positive effects on publications, patents, and commercialization outcomes, whereas its effect on technology licensing fees is not statistically significant. Third, the mediation analysis reveals that publications, patents, and commercialization outcomes serve as significant mediators in the relationship between regional R&D investment and GRDP, while technology licensing fees do not exhibit a statistically significant mediating effect. Accordingly, the Baron and Kenny–based mediation analysis confirms that publications, patents, and commercialization outcomes mediate the relationship between regional R&D investment and GRDP.
Furthermore, the integrated analysis using structural equation modeling (SEM) shows that patents and commercialization outcomes maintain statistically significant positive mediating paths between regional R&D investment and GRDP, whereas publications and technology licensing fees are not statistically significant, indicating the absence of mediating effects in the integrated model. In particular, although publication performance exhibited a significant mediating role in the individual mediation models, its independent mediating effect appears to weaken in the integrated model due to its relatively lower explanatory power compared to other research output variables.
These findings suggest that knowledge and technology creation, as well as commercialization, function as key transmission channels through which national R&D investment at the regional level contributes to regional economic revitalization. By empirically elucidating not merely the scale of R&D investment but the structural mechanisms of performance generation and diffusion, this study provides foundational evidence for the formulation of resource allocation and performance management strategies in regional innovation policy. Future research may further investigate the persistence and heterogeneity of R&D investment effects by extending the time horizon, diversifying performance indicators, and conducting comparative analyses across industries and regions.
