본 논문은 지방정부의 이전지출이 결정되는 제도적 환경과 정치경제적 요인에 대해 탐색한다. 이를 위해 복지수급자 발굴과 선별에서의 공공개입, 광역단체장의 고향편향과 교부금의 재량적 성격, 예산편성 단계별 정당정렬 효과의 세가지 영역을 대상으로 분석한다. 지방정부의 이전지출은 사회후생 확대와 지역 간 형평성 제고를 목표로 하지만 실제 자원배분 과정에서는 정보비대칭, 제도적 불확실성, 정치인의 재량권 행사 등이 결합되면서 편향적 배분이 발생할 수 있다. 본 논문은 이러한 정치경제적 요인을 식별하여 지방재정의 투명성과 책임성을 높이기 위한 제도 설계 논의에 기여하고자 한다.
첫 번째 연구에서는 사회보장데이터를 활용한 적극적인 공공개입이 수급자 발굴과 선별 효율성에 미치는 영향을 기초자치단체 패널자료를 이용해 분석한다. 그 결과, 사회보장데이터에 기반한 적극적 공공개입은 제도 미참여자의 복지사업 참여를 유의하게 확대하였고, 더 취약한 계층에게 자원이 우선 배분되도록 선별효율성을 향상시키는 것으로 나타난다. 이는 공공부분의 정보접근성과 데이터기반 서비스가 복지정책의 형평성과 효율성을 동시에 제고할 수 있음을 보여준다.
두 번째 연구는 광역단체가 기초단체에 교부하는 일반조정교부금(산식 기반)과 특별조정교부금(재량 기반)을 비교하여 정치인의 고향편향이 재량권 구조에 따라 어떻게 달라지는지 분석한다. 분석결과, 고향편향은 재량권이 큰 특별조정교부금에서만 유의하게 나타났으며 산식 기반 일반조정교부금에서는 관찰되지 않는다. 이러한 편향이 학연이나 거주지 등 다른 영향이 아님을 확인한다. 이는 교부금의 재량권 구조가 정치인의 편향적 자원배분 여부를 결정짓는 핵심 요인임을 시사한다.
세 번째 연구는 예산편성 단계별로 광역-기초단체 간 정당정렬 효과가 어떻게 다르게 작동하는지 분석한다. 당초예산 편성 단계에서는 정당정렬의 영향이 발견되지 않으나, 절차가 간소하고 광역단체장의 재량권이 확대되는 회계연도 중 조정예산 단계에서는 정렬된 기초단체가 유의하게 더 많은 시도비보조금을 교부받는다. 이는 정당정렬 효과가 정치적 이익을 위한 선택적 배분의 결과임을 보여주며, 절차적 불확실성과 재량권 확대가 정치적 편향의 발생 조건을 강화함을 시사한다.
세 연구의 결과는 지방정부의 이전지출이 정책적 필요뿐 아니라 정보 비대칭, 절차적 불확실성, 재량권 구조 등 제도적 요인에 의해 영향을 받는다는 점을 보여준다. 이를 바탕으로 복지사각지대 해소와 선별 효율성 제고를 위한 데이터 기반 공공개입 강화, 재량성이 큰 교부금의 심사기준 및 정보공개 확대, 회계연도 중 조정예산의 투명성 확보 등을 지방재정의 형평성과 효율성을 제고하기 위한 핵심적 제도개선 과제로 제안한다.

This dissertation examines how intergovernmental transfers in South Korea are shaped by institutional conditions and political-economy dynamics. Although regional and municipal transfers are intended to promote social welfare and interregional equity, actual allocations often do not achieve these goals due to information asymmetry, procedural uncertainty, and political discretion. To identify these mechanisms, this dissertation presents three empirical studies focusing on: (1) how data-based public intervention improves welfare take-up and targeting; (2) hometown favoritism under different degrees of political discretion; and (3) political alignment effects across stages of the local budget cycle.
The first study evaluates the effectiveness of data-driven proactive intervention in reducing welfare non-take-up and strengthening targeting accuracy. Using a panel dataset of local governments, the analysis shows that the establishment of visiting welfare service teams, which leverage administrative welfare data to identify eligible non-participants, significantly increases program take-up and improves the targeting performance. These findings demonstrate that enhanced information access and proactive screening by local governments can advance equity and efficiency in welfare delivery.
The second study investigates hometown favoritism by comparing two major types of intergovernmental grants: formula-based grants and discretionary grants. The analysis shows that hometown favoritism appears in the discretionary grant, whereas formula-based grants remain unaffected.
The third study examines political alignment between regional and municipal governments across different phases of the budget cycle, using both fixed-effects models and regression discontinuity designs. The results show that political alignment has no effect on initial budget allocations, where institutional checks and procedural requirements constrain political discretion. In contrast, during mid-year budget adjustments—an institutional stage characterized by simplified procedures and expanded politician discretion—aligned municipalities receive the larger regional subsidies. These results suggest that political alignment leads to selective and politically motivated resource allocation when institutional barriers are weak and reputation costs are low.
The three studies show that the rationality of intergovernmental transfers depends on information asymmetry, procedural constraints, and political discretion. The results highlight the need for institutional reforms that strengthen transparency and limit discretionary authority in grant allocation. Furthermore, this dissertation shows that the equity and efficiency of local government transfers depend on the design of institutions that constrain and coordinate political behavior.
