This study conducts a mixed-methods analysis combining panel and spatial econometric models with interviews to examine how the scale of local universities affects youth migration under deepening population decline and capital-region concentration. It addresses limitations in prior research that has largely focused on the mere presence of universities or simple regional comparisons, and reinterprets local universities as growth-pole–type factors within the discourse on balanced national development.
Using a five-year panel dataset (2018–2022) for 159 local governments (si/gun/gu) outside the Seoul Capital Area, the study defines the net migration rate of young adults aged 19–34 as the dependent variable. Key independent variables capture university scale, including the number of universities, the number of entrants, the number of graduates, and faculty capacity, while controlling for demographic, fiscal, and local environmental factors. The empirical strategy employs fixed-effects panel regression and Moran’s I to assess temporal and spatial characteristics, and applies spatial lag and spatial error models to account for spatial dependence. In addition, interviews are conducted across three comparison settings—areas without a university, areas with a general local university, and areas with a national flagship university—to complement the quantitative analysis by capturing university operational capacity and local policy contexts that are difficult to observe in secondary data.
The results show that the number of entrants and graduates has a statistically significant positive effect on the youth net migration rate, with stronger explanatory power than the number of universities and faculty capacity. This suggests that what matters more than the mere existence of a local university is the scale of educational activity as reflected in actual inflows and outflows of students. Moran’s I indicates positive spatial clustering in both youth net migration and key university-scale measures, and the main effects remain broadly robust after estimating spatial regression models. The interview findings likewise highlight that youth in-migration is strengthened when student scale and institutional capacity interact with local government youth policies.
Overall, by integrating panel and spatial analyses with qualitative evidence, this study provides comprehensive empirical support for re-positioning local universities as an independent policy instrument for attracting human capital and enhancing regional sustainability.
