본 연구는 종교방송 공동제작이 종교 간 대화를 촉진하고 사회적 공론장 형성 과정에 어떤 영향을 미쳤는지를 2017년부터 2024년까지 8년간 진행된 군종영상팀 사례를 중심으로 분석하였다. 군종영상팀은 CBS, BBS, cpbc, WBS 등 4개 종교방송사가 국방부 지원 아래 공동으로 군 장병 대상 콘텐츠를 제작한 한국 종교방송 역사상 전례 없는 협력 사례이다. 본 연구는 공동제작에 참여한 PD, 작가, 군종장교 등 총 15명의 심층 인터뷰 자료를 ‘협업 구조-대화-공론장’이라는 분석 프레임에 적용해 근거이론 방법론을 통해 분석하였다. 분석 결과, 첫째, 업무협약 체결, 주관 방송사의 순환제 운영, 공통 및 개별의 이중 구조, 그리고 국방부의 중립적 조정과 같은 제도적 장치들이 8년간 장기 지속의 핵심 요인으로 작용한 것으로 확인되었다. 둘째, 비공식적 친교 활동과 체험적 학습을 통해 종교 간 대화가 실무적 상호작용으로 심화되었으며, ‘틀림이 아닌 다름’이라는 인식론적 전환이 이루어진 것으로 나타났다. 셋째, 콘텐츠 혁신과 멀티플랫폼 확장을 통해 공론장 형성의 가능성이 확인되었으나, 민간으로의 확산을 위해서는 최소 10년 이상의 장기적 노력이 요구된다는 구조적 제약 또한 발견되었다. 본 연구의 이론적 기여는 ‘제도화된 규범적 협업 공론장’이라는 새로운 개념의 제시에 있다. 이는 종교방송사 간 협업이 단순한 일회성 협의에 머물지 않고, 명확한 제도적 규범에 의해 제어되고 참여자들의 주체적 상호작용과 상호 존중을 통해 공론장으로 발전하는 과정을 의미한다. 이러한 모형은 개별 종교의 정체성을 유지하면서도 공동의 목표를 중심으로 협업 공론장 형성 가능성을 보여주었고, 이 과정에서 종교 간 대화의 심화와 사회적 신뢰 형성이 동시에 이루어진다는 것을 보여준다. 또한, 제도적 장치가 협업을 촉발하고 규범화하며, 장기적 상호작용이 이를 자발적 규범으로 내재화시킨다는 과정을 설명한다. 이러한 분석을 바탕으로 본 연구는 7막 구조의 스토리라인, 5단계 발전 모델, 그리고 7개의 이론적 명제를 도출하였다. 본 연구는 종교방송 연구의 분석 단위를 개별 방송사에서 방송사 간 협력 네트워크로 확장하고, 공동제작을 종교 간 관계 형성과 공론장 형성의 경로로 재개념화하였다는 점에서 학문적 의의를 가진다.

This study analyzed how inter-broadcaster co-production among religious broadcasters facilitated interfaith dialogue and influenced the formation of a public sphere, focusing on the Military Chaplain Media Team conducted over eight years (2017∼2024). The Military Chaplain Media Team constitutes an unprecedented case in the history of Korean religious broadcasting, in which four religious broadcasters—CBS, BBS, cpbc, and WBS—jointly produced content for military service members with support from the Ministry of National Defense. Using an analytic framework based on the triadic relation of “collaborative structure–dialogue–public sphere,” the study applied grounded theory to data from in-depth interviews with 15 participants, including PDs (producer-directors), writers, and military chaplain officers involved in the co-production process. The findings suggest three main points. First, institutional arrangements—such as memoranda of understanding (MOUs), a rotating system for the lead broadcaster, a dual structure combining shared and broadcaster-specific components, and the Ministry of National Defense’s neutral coordination—functioned as key conditions enabling the project’s long-term continuity. Second, informal socializing and experiential learning deepened interfaith dialogue into sustained practical interaction, accompanied by an epistemological shift toward viewing differences as “different, not wrong.” Third, while content innovation and multi-platform expansion indicated the potential for cultivating a public sphere, the analysis also identified structural constraints, including the need for at least ten years of sustained effort for diffusion into civilian contexts. The study’s theoretical contribution lies in proposing the concept of an “institutionalized norm-governed collaborative public sphere.” This concept refers to a process in which collaboration among religious broadcasters does not remain at the level of episodic agreement but is governed by explicit institutional norms and develops into a public sphere through participants’ autonomous interaction and mutual respect. The model illustrates the feasibility of building a collaborative public sphere organized around shared goals while preserving distinct religious identities, thereby deepening interfaith dialogue and fostering social trust. It also explains how institutional mechanisms initiate and normalize collaboration, and how long-term interaction leads participants to internalize these mechanisms as voluntary norms. On this basis, the study derives a seven-act narrative storyline, a five-stage developmental model, and seven theoretical propositions. Its academic significance lies in expanding the unit of analysis in religious broadcasting studies from individual broadcasters to inter-broadcaster collaborative networks, and in reconceptualizing co-production as a pathway for interfaith relationship building and public sphere formation.
