This study originates from the observation that, during the design phase of shipbuilding projects, the role of the Engineering Manager (EM) is operated in a limited and insufficiently structured manner when compared to the level of complexity inherent in the design environment. In particular, the design of large liquefied natural gas carriers (LNGCs) involves overlapping technical and organizational demands, including cryogenic cargo containment, integration between cargo tanks and hull structures, interdependencies among propulsion, electrical, and gas supply systems, and compliance with international regulations and classification society requirements. In such a context, managing uncertainty and risk during the design phase cannot be effectively achieved through technical review alone. Nevertheless, in practice, the EM role has often been confined to procedural coordination or fragmented technical oversight, resulting in recurring structural issues such as the accumulation of design changes, communication breakdowns, and delayed risk responses.

In response, this study aims to redefine the EM as an integrated management authority overseeing the entire design phase and to systematically structure the role through a multi-layered Macro–Meso–Micro perspective. The analysis focuses on identifying the functional composition of the EM role at each management level, examining how this structure aligns with established project management standards, and assessing how it reflects the specific characteristics of the shipbuilding design environment.

Methodologically, the study adopts international project management bodies of knowledge as its theoretical foundation to derive the core management activities performed by EMs during the design phase. These activities are then mapped onto a multi-level management framework. Empirical data were collected from designers and managers who participated in actual large-scale LNGC design projects, enabling a comparative analysis of role perception and execution characteristics across different management levels.

The results indicate that EM management activities form an interconnected structure consisting of a macro level responsible for project direction-setting and stakeholder alignment, a meso level focused on coordinating schedules, risks, and communication, and a micro level concerned with managing design changes and execution quality. While relatively consistent role performance was observed at higher management levels, the findings suggest limitations at the execution level, where variations in performance are influenced by individual capability and experience.

Based on these findings, the study argues that the EM role should be understood not as a technology-centered auxiliary function, but as an integrated project management role that connects strategy, operations, and execution. Furthermore, it emphasizes the importance of establishing clear role structures and systematic management standards to enhance consistency in design-phase execution management. This research provides foundational evidence for structuring the EM role from a multi-layered perspective in shipbuilding design projects and is expected to serve as a reference for future discussions on improving management systems in high-complexity design projects.
