Products without any medical purpose have undergone significant regulatory changes in Europe with the introduction of medical device regulations in Europe. According to the European Medical Device Directive(Medical Device Directive 93/42/EEC), products without any medical purpose(referred to as cosmetic purpose medical devices) were previously excluded from regulation. However, with the establishment of Annex XVI in the European Medical Device Regulation(MDR (EU) 2017/745), these products have been included in the regulatory subject and should comply with specific regulatory requirements. The specific regulatory requirements for cosmetic purpose medical devices are Common Specifications, and Common Specifications clearly defines additional requirements for clinical evaluation, including risk management and clinical trials of these products. This study was conducted to comparative analysis of regulatory systems for cosmetic purposes medical devices in Europe and Korea, and to suggest strategies for preparing technical documents for European certification. The requirements of MDR Annex XVI and the Common Specifications were analyzed and compared with Korean regulations to identify strategies for preparing technical documentation. Europe provides clear classification and requirements for cosmetic purposes medical devices, while Korea does not have independent regulations, so it follows the existing medical device law. For European certification, domestic manufacturers need clinical evaluation including post-market surveliance data, establishment of a risk management system reflecting common specifications, and documentation strategies. To this end, among aesthetic medical devices, non-invasive energy-based devices that have attracted considerable interest in overseas markets were selected as representative products, and a strategy for preparing technical documentation for European certification was proposed. In addition, it intends to contribute to securing global competitiveness of the domestic medical device industry by proposing an institutional improvement direction for regulating cosmetic purposes medical devices in Korea.
