In the data economy, the demand for social insurance data as a critical resource for evidence-based policy and research has surged. However, stringent control and secure pseudonymization of sensitive personal information remain essential. Currently, most public institutions rely on a centralized governance model, in which a single dedicated department manually handles all data provision procedures. This approach has reached its operational limits, failing to cope with rapidly increasing demand and resulting in significant bottlenecks and inefficiencies.
To address these challenges, this study aims to propose a new governance model that applies emerging private-sector paradigms—specifically, the concepts of Data Mesh and Data Product—to the public sector in order to simultaneously achieve data protection and data-sharing efficiency. Using a mixed-methods approach that combines a literature review, quantitative analysis, and multiple case studies of leading institutions, the study finds that although these institutions have established robust protection frameworks based on the international ONS Five Safes principles, persistent operational inefficiencies remain due to centralized control structures.
Based on these findings, this study proposes a Data Product-Based Federated Governance Model. The core of this model lies in redefining data as immediately usable “finished products” and transitioning to a federated structure in which management responsibility is delegated to Data Product Owners (DPOs) within operational departments. In this model, the central organization shifts its role from that of a controller to an enabler by providing a secure self-service platform and common standards. While adhering to data protection principles, the proposed model automates key processes. Simulation results indicate that the model can reduce the operational workload per request by approximately 92% compared to existing approaches. This reduction is not attributable to the elimination of labor itself, but rather to a structural shift in the cost structure—from recurring variable costs to upfront fixed costs associated with data product development—along with a substantial reduction in researcher lead time.
This research holds academic significance by extending contemporary private-sector innovation theories to the field of public administration and by establishing a concrete and practical governance model. From a policy perspective, it provides practical implications for effectively implementing current government initiatives aimed at promoting data utilization. However, the study also suggests that a carefully designed change management strategy is essential to enhance organizational acceptance and to overcome practical barriers to the successful implementation of this innovative model.
