    This study examines the factors influencing climate change policy implementation, focusing on the interactions among climate change awareness, risk perception, and policy support. Based on the climate–society model of Moore et al.(2022), regression and mediation analyses were conducted using data from the International Public Opinion on Climate Change 2022 and 2023 reports of YPCCC and the 2022 and 2024 Environmental Performance Index. In particular, the more detailed policy support questions available in the 2022 dataset were analyzed separately. To further explore the interaction between awareness, risk perception, and policy support, the study empirically investigated how differences in awareness and risk perception affect policy support, classifying countries into four types—“indifferent,” “passive,” “anxious,” and “proactive”—and examining their respective impacts through regression analysis. Additionally, drawing on a cyclical perspective on the effects of climate change impacts and prior research, the study tested how policy performance and climate vulnerability influence climate change awareness and risk perception. Finally, per capita greenhouse gas emissions and climate vulnerability data from 2022 and 2023 were reviewed to assess issues of climate inequality.
    The findings are as follows. First, the single-year analysis of 2022 confirmed that climate change awareness positively influences policy performance through risk perception and policy support, consistent with Moore et al.(2022). However, the multi-year analysis using 2022 and 2023 data did not confirm multiple mediation effects, diverging from Moore et al(2022).’s claims. This highlights the complex interrelationships among climate change awareness, risk perception, and policy support, and underscores the critical role of policy support in achieving policy outcomes.
    Second, regarding specific policy measures, both climate change awareness and risk perception significantly influenced policy support for expanding renewable energy. In contrast, while climate change awareness affected climate change risk perception, climate change risk perception itself did not significantly influence policy support for reducing fossil fuel use, suggesting the need to account for diverse national contexts in policy design.
    Third, cluster analysis revealed four types—'indifferent', 'passive', 'anxious', and 'proactive'—each showing distinct characteristics in terms of disaster damage and economic level, as well as differing impacts on policy support.
    Fourth, in analyzing cyclical effects, policy performance affects climate change awareness slightly, but not significantly affect or risk perception. While climate vulnerability indicator showed a negative relationship with climate change awareness and a positive relationship with climate change risk perception. This suggests that the long-term nature of climate change creates a time lag before its effects are perceived, making it difficult for awareness, risk perception, and policy support to translate directly into tangible outcomes.
    Finally, the review of per capita CO₂emissions and climate vulnerability data confirmed that a significant number of countries classified as developing under the Paris Agreement are among the top greenhouse gas emitters. This underscores the need to consider fairness in emission reduction targets and climate finance burdens between developed and developing countries.

    본 논문은 기후변화 인지와 위험인식 및 정책지지의 상호작용을 중심으로 기후변화 정책추진에 미치는 영향요인에 대한 살펴보고자 Moore et al.(2022)의 기후-사회 모델을 토대로 2022년과 2023년 기후변화에 관한 국제 여론조사 보고서 및 2022년과 2024년 환경성과지수(EPI) 자료를 2022년 1년과 2022~2023년 2년으로 나누어 회귀분석과 매개효과 분석을 통해 실증적으로 검증하였다. 아울러 기후변화 인지와 위험인식의 ‘차이’가 정책지지에 미치는 영향과 해당 요인들의 높고 낮음을 기준으로 4가지로 유형화하여 각 유형이 정책지지에 대해 회귀분석을 진행하였다. 또한, 순환적 관점과 선행연구를 토대로 정책성과와 기후변화 취약성 등이 기후변화 인지와 위험인식에 미치는 영향을 회귀분석을 통해 검증하고 2022년과 2023년 1인당 온실가스배출량과 기후취약성 자료의 확인을 통해 기후 불평등 문제에 있어 고민할 부분이 있는지 알아보고자 하였다. 본 연구의 결과는 다음과 같다.
    첫째, 2022년 분석과 2022~2023년 분석 결과가 달라 기후변화 인지에서 정책성과로 이어지는 과정에서 다양한 상호작용이 일어남을 확인했다. 2022년 분석에서 기후변화 인지는 기후변화 위험인식과 정책지지를 통해 기후변화 정책성과에 긍정적인 효과자 있었다. 반면, 2022년과 2023년 자료로 분석한 결과는 기후변화 인식의 정책성과에 대해 위험인식과 정책지지의 다중 매개효과가 확인되지 않아 위험인식 등이 정책지지와 정책성과에 긍정적인 영향을 미친다고 주장한 선행연구의 주장과 달랐다. 이는 기후변화 인지와 위험인식 및 정책지지 간에 다양한 상호 관계가 존재하므로 보다 세밀하게 기후변화 정책을 추진해야 함을 시사한다. 둘째, 구체적인 정책지지에 있어 신재생에너지의 확대와 화석연료 사용의 축소에 대한 동의 수준에 대해 살펴본 결과, 기후변화 인지와 위험인식 모두 신재생에너지 활용 확대 찬성에 유의한 것으로 나타났다. 반면, 화석연료의 사용 축소에 대한 지지와 관련하서 기후변화 인지가 매개변수인 위험인식에 영향을 미치는 것으로 나타났으나, 위험인식이 화석연료 사용 축소 지지에 미치는 영향은 유의하지 않았다. 이는 기후변화 정책별로 국민들의 지지가 다를 수 있고 다양한 국가별 상황을 고려할 필요가 있음을 보여준다. 셋째, 기후변화 인지와 위험인식 간의 관계에 있어 기후변화 위험인식이 인지보다 높은 경우 정책지지에 정(+)의 영향을 미치는 것을 확인했다. 아울러 인지와 위험인식 수준의 상대적인 높고 낮음을 고려한 군집분석 결과 ‘외면형’, ‘방관형’, ‘불안형’, ‘적극대응형’ 4가지의 유형으로 구분할 수 있고 각 유형별로 정책지지에 미치는 정도의 차이가 있었다. 넷째, 연구모형의 순환적 확인 등을 위해 기후변화 정책성과와 기후취약성이 기후변화 인지와 위험인식에 미치는 영향에 대한 분석 결과, 정책성과가 기후변화 인지에 정(+)의 영향을 미쳤으나 위험인식에는 유의한 영향이 없었다. 또한, 기후취약성은 기후변화 위험인식과 유의한 정(+)의 관계였으나 인지와는 관계는 유의미하지 않음을 확인했다. 이는 장기간 일어나는 기후변화의 특성상 바로 효과를 체감하기 어려운 측면에서 기후변화 인지와 위험인식까지 시차가 존재하여 국민들의 인지와 위험인식 및 정책지지가 상호 간에 직접적이고 실질적인 성과로 이어지는 것이 힘들다는 해석이 가능하다. 마지막으로 2022년과 2023년 1인당 이산화탄소 배출량과 기후 취약성 자료를 확인한 결과 파리협정에서 개발도상국 지위를 유지하는 국가들도 온실가스 배출 상위국에 상당수 포함되어 있어 온실가스 감축목표와 기후변화 대응 재원 부담 등에 있어 선진국과 개도국 간 형평성 문제를 고려할 필요가 있음을 확인했다.
