Despite possessing world-class levels of R&D investment and humanresources, Korea's science and technology sector continues to face challenges inachieving qualitative innovation growth. Issues such as organizational culturesthat impede research engagement and the continued outflow of highly skilledresearchers have remained persistent concerns, prompting the government toplace greater emphasis on organizational culture reform to foster aninnovation-supportive ecosystem. Moreover, given that science and technologyR&D organizations are composed of highly specialized researchers who requireautonomy and operate under long-term uncertainty, understanding howorganizational culture influences innovation is particularly critical. This studyempirically examines how perceived organizational culture influences researchers'innovation in science and technology R&D organizations across the public and private sectors, and explores the mechanisms underlying these relationships.Adopting a configurational perspective, the study identifies how the fourcultural dimensions of the Competing Values Framework(CVF) combine intolatent profiles in real organizational contexts and how these combinations shapeinnovation. Latent Profile Analysis(LPA) was conducted, followed by tests of themoderating effects of transformational leadership, autonomy, and person–environment fit. In addition, qualitative interviews were used to explore theunique mechanisms of science and technology R&D organizations through amixed-methods research design. The findings are as follows. First, organizational culture exists as a complexconfiguration, yielding four profiles in public organizations and three profiles inprivate organizations. Notably, community, innovation, and performance culturesdemonstrated strong co-movement patterns(public: r > .95; private: r > .98),indicating that organizational culture functions as an integrated system.Second, balanced organizational culture was found to promote innovativebehavior, although its direct translation into innovative performance was notconfirmed. Qualitative analysis revealed underlying causes of this gap, includingtime lags, inherent uncertainty in innovation processes, and short-term,output-oriented evaluation systems.Third, the moderating effects of contextual factors varied by organizationaltype. While autonomy showed only main effects without moderation in bothsectors, transformational leadership exhibited negative moderating effects inpublic organizations but positive moderating effects in private organizations.Person–environment fit also negatively moderated the relationship in publicorganizations but showed positive moderating effects in private organizations.Fourth, qualitative findings revealed the mechanisms through whichorganizational culture shapes innovation. Both sectors exhibited a commonpattern in which balanced culture and open communication support innovativebehavior, while innovative behavior does not directly translate into innovativeperformance. However, public organizations face structural barriers due tohierarchical and procedure-centered institutional arrangements that createmisalignments among goals, evaluation, and rewards, constraining the conversionof innovation intent into outcomes. In contrast, private organizations maintainalignment across these systems and leverage autonomy to effectively translatethis alignment into innovative behavior.Overall, these findings demonstrate that the effects of organizational culturemust be understood as configurational, and that organizational context—publicversus private—fundamentally shapes cultural patterns and innovation pathways. The study contributes theoretically by validating the usefulness of aperson-centered approach in the context of science and technology R&Dorganizations, advancing understanding of organizational context in innovationprocesses through public–private comparison, and uncovering mechanismsunderlying the gap between innovative behavior and performance. Practically, thestudy offers empirical guidance for diagnosing and intervening in organizationalculture within R&D settings and emphasizes the need to foster balanced culture, promote institutional reform in public organizations, and strengthen collaborationbetween public and private R&D sectors. Keywords: Science and Technology R&D Organizations,Organizational Culture Profile, Innovative Behavior,Innovative Performance, Public-Private Comparison
