Following the digital transformation and the post-pandemic era, housing is evolving into a multi-functional living space where work, learning, and leisure take place simultaneously. Consequently, public housing requires a new planning framework to respond to these changing demands. This study aims to re-establish the planning elements for smart public housing and propose a methodology to derive their priorities. To this end, approximately 170 planning elements were derived through case studies of domestic and international smart housing complexes and a review of related literature. Based on the urban 'Live–Work–Play' structure and Maslow’s hierarchy of needs, these elements were reconstructed into four core values and spatial/place elements. Additionally, reflecting the public nature of public housing, three evaluation indicators—utility, applicability, and economic feasibility—were established.
The survey was conducted using a ranking method, and the Plackett–Luce model was applied to estimate the relative choice probability of each planning element. The analysis results revealed distinct preference differences depending on the goals of each housing value. For 'Comfortable Living' and 'Safe Living,' functions related to living convenience and risk monitoring were identified as key elements. Conversely, for 'Enjoyable Living' and 'Sustainable Living,' support for community activities and energy efficiency/maintenance elements were derived as core factors. Spatial elements also demonstrated differentiated roles according to hierarchy: the individual unit level focused on improving the quality of life, the building level on shared convenience and operational efficiency, and the complex level on community formation and serving as a hub for resource circulation.
These findings suggest that future public housing must evolve beyond a technology-centric approach into a human-centric 'multi-layered life platform.' Specifically, to generate maximum social value under limited resources, a strategic approach is required that first satisfies fundamental needs such as safety and comfort, and then progressively expands to higher-level values like community and sustainability.
This study is significant in that it expands existing technology-oriented research into a user-centric and publicness-based perspective by proposing an analytical framework that combines a needs-based value system with public judgment criteria. The derived priorities for planning elements will provide practical guidelines for public housing supply agencies to make rational decisions that create maximum social utility with a limited budget. Ultimately, this research holds academic and practical significance in guiding the development of sustainable housing models where technology functions as a tool for humans and public housing fully accommodates the lives of its residents.
