수중과학수사는 수중 환경에서 발생하는 범죄 및 사고에 대해 수중 시체 및 증거물을 보존·촬영·인양·감식하는 전문 과학수사 분야로, 수사의 신뢰성과 증거능력 확보에 핵심적인 역할을 수행한다. 그러나 우리나라 경찰 수중과학수사는 비상설 인력풀 중심의 운영, 권역별 활동 편차, 장비·예산 및 교육훈련의 부족, 관계기관 협업 절차의 불명확성 등 구조적 한계를 가지고 있다. 이러한 문제의식에 기초하여 본 연구는 한국 경찰 수중과학수사의 현황을 체계적으로 진단하고, 실행 가능한 발전방안을 제시하는 것을 목적으로 하였다.
본 연구는 설문조사를 기반으로 하였으며, 2025년 9월 Google Forms을 통해 수집된 경찰 수중과학수사관 유효표본 49건(62.8%)을 분석 대상으로 하였다. 운영·인식, 표준화, 협업, 장비 기반, 교육훈련의 5개 영역을 5점 리커트 척도로 측정하고, 신뢰도 분석과 기술통계, 집단 비교분석을 실시하였다. 또한 결과를 토대로 경찰 수중과학수사의 강점과 약점, 기회와 위협 요인을 도출하기 위해 SWOT 분석을 수행하였으며, 진단 결과를 실행 가능한 전략으로 연결하기 위해 TOWS 전략 분석을 병행하였다.
분석 결과, 장비 기반 영역이 다섯 영역 중 가장 취약한 수준(2.89)으로 나타났으며, 장비 적정성, 보급 체계, 유지관리 전 주기에서 병목이 확인되었다. 교육훈련 영역은 비교적 양호한 수준(3.33)이었으나, 교육 참여 기회의 제한이 문제로 드러났다. 개인 차원의 임무 인식은 매우 높은 수준(4.51)이었으나, 조직 차원의 인식(2.22)과 근무 조정 및 대체인력 체계(2.43)는 낮아 개인의 높은 책임 의식이 제도적으로 충분히 뒷받침되지 못하고 있음이 확인되었다. 또한 표준지침의 최신화·준수와 관계기관 간 공조 체계는 전반적으로 보완이 필요한 영역으로 나타났다.
이러한 SWOT 분석 결과를 바탕으로 TOWS 전략 분석을 통해 권역별 상설 전담팀 편성, 신기술 시범 운용팀 구성, 장비 보급 기준 수립과 유지관리 체계 강화, 관계기관 간 공동지침 제정, 교육훈련 참여 기회의 균등화, 사비 지출 제로화, 사례 데이터화 및 공유 등을 주요 발전방안으로 제시하였다.
본 연구는 경찰 수중과학수사의 문제 영역과 원인, 개선 방안을 지표 기반 분석과 SWOT-TOWS 통합 분석으로 연결하여 실행 가능한 발전 전략을 제시하였다는 점에서 의의가 있다. 한편, 본 연구는 자기보고식 설문자료에 따른 응답 편향과 동일방법편의의 가능성을 배제하기 어렵고, 횡단면 연구 설계로 인해 변수 간 인과관계를 엄밀히 규명하는 데에는 한계가 있다. 또한 일부 지표는 서로 다른 하위 요인이 통합된 종합지표로 구성되어 측정 정밀도에 제약이 있으며, 제한된 표본을 대상으로 분석이 이루어져 연구 결과의 일반화에도 분명한 한계가 존재한다.

Underwater forensic investigation is a specialized field of forensic science that involves the preservation, documentation, recovery, and examination of submerged bodies and evidentiary materials related to crimes and incidents occurring in aquatic environments, playing a critical role in ensuring the reliability of investigations and the admissibility of evidence. However, the current system of police underwater forensic investigation in Korea faces structural limitations, including reliance on a non-permanent personnel pool, regional disparities in operational activity, shortages of equipment, budget, and training resources, and unclear inter-agency cooperation procedures. Based on this problem awareness, this study aimed to systematically diagnose the current status of police underwater forensic investigation in Korea and to propose feasible advancement strategies.
This study was based on a survey methodology, analyzing 49 valid responses (62.8%) collected from police underwater forensic investigators via Google Forms in September 2025. Five domains—operations and perception, standardization, cooperation, equipment infrastructure, and education and training—were measured using a five-point Likert scale, followed by reliability analysis, descriptive statistics, and group comparison analyses. In addition, a SWOT analysis was conducted to identify the strengths, weaknesses, opportunities, and threats of police underwater forensic investigation, and a TOWS strategy analysis was applied to link diagnostic results to actionable strategies.
The results showed that the equipment infrastructure domain was the most vulnerable among the five areas (2.89), with bottlenecks identified across the entire lifecycle of equipment adequacy, distribution, and maintenance. The education and training domain demonstrated a relatively favorable level (3.33), but limited opportunities for participation emerged as a significant issue. While individual-level task awareness was very high (4.51), organizational-level awareness (2.22) and systems for duty adjustment and replacement personnel (2.43) were low, indicating that strong individual responsibility was not sufficiently supported at the institutional level. Furthermore, the updating and compliance of standard guidelines and inter-agency cooperation systems were identified as areas requiring overall improvement.
Based on the SWOT analysis results, the TOWS strategy analysis proposed key advancement measures, including the establishment of permanent regional dedicated teams, the formation of pilot teams for new technology operations, the development of equipment supply standards and strengthened maintenance systems, the enactment of joint inter-agency guidelines, the equalization of access to education and training opportunities, the elimination of out-of-pocket personal expenditures, and the systematization and sharing of case data.
This study is significant in that it connects the problem areas, underlying causes, and improvement measures of police underwater forensic investigation through indicator-based analysis and an integrated SWOT–TOWS framework, thereby presenting practical and actionable advancement strategies. However, this study is subject to limitations, as it is based on self-reported survey data, making it difficult to exclude the possibility of response bias and common method bias, and the cross-sectional research design restricts the rigorous identification of causal relationships among variables. In addition, some indicators were constructed as composite indices integrating heterogeneous sub-dimensions, which may limit measurement precision, and the analysis was conducted on a limited sample, resulting in clear constraints on the generalizability of the findings.
